A quorum was declared present.
A communication was received from the Pastors, requesting
i;the Council to consider the passage of an ordinance or the enforcement
iof the existing State Statutes relating to closing for non-essential`s
;businesses on Sunday.
It was moved by Mr. Scrivner and seconded by Mr. R. Jobe,
!that the request be adopted for study and action.
The motion was adopted. l
On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, a
:'bill in the amount of $16.58 was allowed for damages to the car of
'Mr. Diemler caused by his car falling in a hole in the alley.
On motion of Mr. Hager, the matter of car allowances for
Inspectors was referred to the Finance Committee.
j Mr. Dorr reported complaints from Mr. Tom Graham, in
�iconnection with the sanitary sewer and on motion of Mr. Dorr, seconded
by Mr. Willcoxon, the City Engineer was requested to recommend what ;$
;should be done and to contact the people affected.
A report was received from the City Engineer on inspections
made of the conditions of sidewalks in the City.
The report was ordered filed and the City Engineer was
instructed to mail notices to the property owners if this method is
agreeable with the City Attorney.
The traffic condition at Dix Road and St. Mary' s Blvd. was:
referred to the Parking and Traffic Commission.
A letter was received from the Missouri Baptist Convention,
requesting re-zoning of a 17� acre tract of land on Highway 54 South,
owned by the Jefferson City Baking Company.
The request was referred to the Planning and Zoning
Commission.
A request was received from William Anderson, et al,
'property owners in block one of Jefferson Heights Subdivision, to
vacate part of an alley lying immediately west of lot 10, between
lot 10 and lot 9 . The Ordinance dedicating the alley to the City
is Ordinance No. 4842.
The request was referred to the Street Committee and the
City Engineer.
The following communication was received from Mayor Whaley!.
"I hereby submit the name of Willard Ealr Vaughn for your :!
approval and confirmation, for appointment.
Mr. Vaughn will be a Traffic Officer of the Jefferson
City Police Department, Jefferson City, Missouri.
Appointment to become effective December 15, 1959."
The appointment was approved.
The following report was received from the Parking and
Traffic Commission.
"After due consideration of matters referred to the
Commission by the City Council and originating within the Commission,
the following recommendations were made to the City Council at a
regular meeting of the Commission held on December 18, 19591, in the
City Council Chamber:
1. (ITEM 43) That parking be prohibited at all times on the south

side of East Dunklin Street between Walsh Street and Clark Avenue, and
that appropriate left turn lanes be painted in the interesection of
Clark Avenue and East Dunklin Street, and that, in accordance with
4n existing city ordinance, the south curbline of Clark Avenue be
Oainted yellow for a distance 20 feet north of the intersection with
ast Dunklin Street and the north curbline of East Dunklin Street
be painted yellow for a distance 20 feet west of the intersection with
Clark Avenue..
2. (ITEM 44) That Miller Street between Jackson and Adams Streets
be open to eastbound traffic only. It is contemplated that this
Arrangement will remain in effect only until the completion of the
throughway.
(ITEM 45) That parking be restricted at all times on the south
ide of Fairmount Boulevard from a point 400 feet east of the present
6-parking zone on the south side of Fairmount to a point 595 feet
mast of the present no-parking zone on the south side of Fairmount
,boulevard. This 195 feet of no-parking zone includes the curve on
Fairmount where it intersects with Hillcrest.
(ITEM 46) That "Yield Right of Way" signs be erected at the
following locations: ay On Hillcrest at its intersection with
airmount Boulevard, b) On Chestnut at its intersection with
airmount Boulevard, to affect northbound traffic on Chestnut, and
On Hayselton Drive and Boonville Road, to affect traffic
ntering Boonville Road from Hayselton Drive.
�. (ITEM 47) That a school zone be established on Swift' s Highway
�Erom its intersection with Myrtle Avenue to a point 200 feet east
of the east driveway entrance to Helias High School."
The report was approved.
The following report was received from the Street Committee.
"We recommend the matter of vacating Cambridge Street 386.9 feet
be referred to the Planning and Zoning Committee.
We also recommend that the matter of vacating Chicago Road
ko Allen Drive be referred to the Planning and Zoning Committee.
We recommend that the City Engineer investigate the drainage
;complaint of Mr. Glover qt 202 Chestnut Street, and that he recommend
what should be done.
On the matter of water cutting away street fill at Hillsdale and
. idgeway, we recommend that the City Engineer make plans for
retaining wall and get bids for the work.
We refer the matter of high curbs in uptown district to the
`City Engineer for a recommendation.
We recommend that the City pay for the drainage structure
pecessary in the matter of drainage on the new proposed Allen Drive.
On the matter of 12 feet curb cuts, we recommend that the
prdinance be changed to 16 feet instead of 12 feet.
No action taken on the matter of extending Edmond Street.
On the matter of improving Hough Park Road, we met with their
,committee and they want an asphalt street with curb instead of a
:concrete street and curb."

The following construction report was received from the City
engineer.
"The repairing, surfacing and resurfacing of Church Street from
'the south Right-of-Way line of U.S. Highway No. 50 to the south line.
Of the east and west alley through the center of Block 1, St. Louis Heights
Subdivision. The work was done by the city at a cost of----$619 .60
Total assessable front feet 260 @ $1.00------- 260.00
Total amount of expenditure over sum to

"The repairing, surfacing and resurfacing of the alley between
Church Street and Vetter Lane. The work was done by the city at

The following construction report was received from the City
Engineer.

of Dunklin Street, between Delaware and Ohio Streets. The work was

Resolution No. 82.
"Resolution No. 82 providing for the improvement of Hough
Park Street between the curb lines from Greenberry Road south
470 feet,,'-was adopted by the Council.
Resolution No. 83.`
"Resolution No. 83 providing for the improvement of Hough
Park Street between the curb lines, from the north R/W line of
Kolb Drive south 1580 feet$' was adopted by the Council.
6851/ The following ordinance was introduced.
"An Ordinance of the t'ity of Jefferson, Missouri, amending
the title of Ordinance No. 6839 by deleting the clause "Replat of
part of Dawsons subdivision" as contained within paid title and
substituting in lieu thereof the clause "Plat of Baclesse' s Sub-
Division and amending paragraphs 3 and 4 of Section 1 of Ordinance
No. 6839 by deleting therefrom the clause "Replat of part of
Dawsons Subdivision" as contained in said paragraphs and sub-
stituting in lieu thereof the clause "Haclesse' s Subdivision, and
by adding an additional section to ordinance No. 6839 to be known
as Section 3 thereof which shall state as follows: This Ordinance
shall be interpreted and construed in conjunction with Ordinance
No. 6651."

"An Ordinance levying and assessing a special tax bill against
the lots on tracts of land fronting or abutting in the roadway of
the alley south of Dunklin Street, between Delaware and Ohio Streets:,
all of said improvement is within the limits of sprinkling, oiling,
repairing, surfacing and resurfacing of District Number Two (2)
of the City of Jefferson, Missouri."
