Jobe, Jordan, Scrivner and Willcoxon. 9 Absent: Vanderfeltz. 1 I A quorum was declared present. i! It was moved by Mr. Willcoxon that the man cutting weeds etc. , at the Municipal Airport be paid weekly, upon receipt by the j City Clerk of a time report and bill, approved by Mr. Wm. Asel of ! the Industrial Aviation Co. The motion was adopted. On motion of Mr. Hager, seconded by Mr. R. Jobe, the City Engineer was instructed to ascertain if people living on the east side of Castle Drive would be able to connect first floor drains toll sewer in the manhole on Hall Street. l The motion was adopted. }� f The drainage condition at end of Harding Street was ireferred to the Street Committee. Mr. Scrivner reported that a former City Attorney had tj advised him that the City Hall Building could be sold if the proceeds of sale are used for building a new City Hall and would like for our City Attorney to investigate the matter and report i{ back to the Council. is City Attorney Rose, advised that the request of the fi }Rite-Way Poultry Co. for permission to construct a fowl dressing plant at 513 Walnut Street was referred to the Building and Grounds 'i Committee and that the Building and Grounds Committee had a quick ,meeting and referred the matter to the Planning and Zoning ' Commission if a request for rezoning is made by the Rite-Way Poultry: ' Company and if the required $25.00 is also received. ` The drainage condition on Major Drive was re-submitted to the Street Committee. Request for a fire hydrant on Notre Dame Street was !referred to the Water and Light Committee. Mr. R. Jobe stated that the property owners on west side jof Notre Dame Street would give 5 feet right of way for the ;widening of the street and asked that the matter of widening the ,street be referred to the City Engineer and City Attorney with power to act. It was moved by Mr. Scrivner and seconded by Mr. Willcoxoni, that permission be granted to Mr. Leubbert on Johnson Street to '! cross city lot in order to connect to city sewer. The motion was adopted. t' On motion of Mr. Hager, seconded by Mr. Scrivner the tter o£ the feasibility of installing an elevator in the City Hall;. (Building was referred to the Building and Grounds Committee. A request to establish a sewer District and have sewer in- '} stalled on his property on old Highway 54 was received from Louis Dulle. i lestablish The request was granted and proper action ordered taken to sewer district. �f { i ;i �.4 Regular Meeting, February 16 1959 A report was received from Mr. N. R. Beagle, Chairman of ' ;the Mayor' s Traffic and Parking Committee, advising that the `:Committee hereby considers itself dissolved. The report was ordered filed. A letter was received from Mr. Frank D. Johnson, 424 Russell] ' Street, calling attention to the hazardous traffic situation at l! the intersection of Jackson and Dunklin Streets, concerning ; children attempting to cross Dunklin Street. i The matter was referred to the Traffic Commission. i The following report was received from the Street Committee. ' Request from Edwin and Tommy Goldammer asking Council to establish a sewer district along Winston Drive. Committee approves request. A petition that Allen Drive be concreted from the end of ; present pavement to the beginning of Lot No. 174. This request it was approved. Drainage condition - mud on pavement at Major and Isom Drive;. 'IWe recommend that the Councilman and Councilwoman from the Fifth :Ward contact Mr. Remley and ask him to seed his vacant lots. Mr. Leubbert asked permission to use city owned lot on :3Johnson Street. Request was denied because Dr. Stephen was granted ; ;]permission to use lot for driveway. Drainage condition at Isom Pond. We recommend that City lEngineer draw up plans for paving stream bed. Drainage condition on Mississippi Street. We recommend that ;City Engineer be instructed to put in larger opening under Mississippi #Street." 4! The report was approved. i ' The following report was received from the Police Board. "The Committee recommends that the salary of Chief of Police! ' be increased $25.00 per month and that five additional patrolmen be 'added to the Department." The report was referred to the Finance Committee with the 'recommendation of a salary increase for the Mayor. The following communication was received from the Parking ;and Traffic Commission. To each of the above a copy of the traffic ordinance from our latest ordinance book titled Secion 1, pages 126 to 173, inclusive; All correspondence concerning parking and traffic be submitted to the Council in writing to be taken up on the first Monday in each month and all such corres- pondence to be submitted to James McHenry and become a part of his records ; i j James McHenry, as Chairman, will keep all such records and other records as they become a part of the duties of this Commission. A" communication, signed by members of the Street Department was received, asking that vacations for all members of the Street Department be extended to two weeks and their wages be !,increased from $1.60 per hour to $1.85 per hour. !' The Finance Committee recommends only one week of E1vacation for first year of - � work and ttao .weeks of vacation after ;gone full years work and this vacation to be taken only at the y J discretion of the Street Commissioner. We recommend no wage 1,increase at this time. it 2. Bids on furnishing 24 uniforms for the Jefferson City ;I 'Fire Department were received from the following firms. 1. National Tailoring Co. , Chicago, Ill. l ($49 .00 coat and trousers, or $1, 176.00, but no bid on caps) {� 2. Gelhaar Uniform Co. , Kansas City, Mo. ($1404.00 coat, trousers and caps) 3. E. V. Price & Co. , Chicago, Ill. 01525.00 coat, trousers and caps) !� 4. Jack Eveler, Jefferson City, Mo. ($1896.00 coat, trousers and caps) Referred to Finance Committee and Fire Chief with power i; , to act. The Finance Committee recommends the contract be awarded j"to Gelhaar Uniform Co. , Kansas City, Mo. Plus what little additional, 'charge for sewing on service stripes etc. 3. The matter of issuing a liquor license to Mr. John ,Henry, at 501 Clark Ave. , upon payment for five months instead of .?the usual six months period was referred to the Finance Committee, The Finance Committee recommends the City accept Mr. Henry' s :'check for five months." Southwest School, at least two (2) more NO PARKING SIGNS put on North Curb from Intersection of West Armory Drive to Michigan Street. 2. A Crosswalk painted from the Northwest Corner of the Intersection of Jackson and Dunklin to the Southeast corner. 3. Also employ one (1) man from 7: 30 am to 8: 30 a.m. to E assist children across street at Jackson & Dunklin Streets. r 4. On 700 block of Adams, intersecting with Dunklin on East curb line, 80' South, install a NO PARKING ZONE. 5. At Southwest School on West Armory drive, on West curb line, intersecting with St. Mary' s Blvd. , have NO ' PARKING from Intersection North 301 . An Ordinance requiring the operator of any motor vehicle oh ' the streets, roadways and highways within the City of Jefferson, ;. Jobe, seconded by Mrs. Fisher, the rules were suspended and the ordinance was read the 3rd time by title and placed on final ;passage and was passed by the following vote. Jobe, Jordan, Scrivner and Willcoxon. 9 Absent- Vanderfeltz. 1 On motion made and seconded, the City Clerk was ordered to deliver the two warranty deeds and certified copy of Ordinance No. 6703 and 6704 to the County Clerk. Regular Meeting, brua 6705/ The following ordinance was introduced. i "An ordinance providing for an election in the City of Jefferson, Missouri, for the purpose of submitting to the qualified ; voters of said City one proposition, namely, (1) to increase the � pension payable to widows of Fire Department members from the sum of fifty ($50.00) dollars per month plus ten dollars for each child' under the .age of eighteen years to the sum of one hundred ($100,00) dollars per month with the addition of ten dollars per month for each child under the age of eighteen years." Read first time at length, second time by title and on motion of Mr. R. Jobe, .seconded by Mrs. Fisher, the rules were suspended and the ordinance was read the third time by title and placed on final passage and was passed by the following vote.
