Joe DeLong thanking the : ; Council for installing a street light on Dix Road. ;j The letter was ordered filed. A request was received from Mr. Robert W. Brown, ! requesting permission to remove about 20 feet of curbing in front i! ; of his property at 119 Bolivar Street. The request was granted. E Request was received from- Mr. J. L. Nelson, for extension ;; of sewer on Nelson Drive on private contract. The request was granted under supervision of the City ` Engineer and approval of the State Board of Health. A request was received from Mrs. Marie Louise Seibold, Acting Librarian of the Missouri Supreme Court Library, for a copy of the 1956 Revised Ordinances . On motion of Mrs . Fisher, seconded by Mr. R. Jobe, it ! was ordered that a copy be sent to Mrs. Seibold. Mayor Ellis presented a bill from Mr. Ed B. Wolken in the . amount of $200.00 for damages done by rats at the old city dump. The bill was ordered paid. A petition protesting the establishing of a processing plant in the 500 block of Walnut Street was received. The petition was ordered filed. A request was received from property owners on Allen Drive that the street be paved from the present pavement through the park area with a street in front of all lots including; lot No. 186. The request was granted. A request was received from Mrs. Chester Balmer, President of the Presbyterian Women for permission to use 10 parking spaces at the Church at McCarty and Madison Streets on the days that they meet. The matter was referred to the Parking and Traffic Commission and this communication to be sent to the Commission. A letter was received from Mr. G. H. Meyers, Manager of H & R Freight Lines, Inc. , suggesting a change of the time in . which delivery by trucks is permitted in the uptown area. The matter was referred to the Parking and Traffic ; Commission and this communication to be sent to the Commission. Mayor Ellis submitted the appointment of Mr. Floyd Mattlage to the position of certifying officer for eligibility of applicants for loans for homes under section 221 of Housing Act of 1954. The appointment was approved. The following letter of Feb. 4, 1959 from Mr. Frank Johnson, concerning a hazardous traffic situation at Jackson and Dunklin Streets was ordered re-entered on the minutes of this meeting and the letter ordered sent to the Parking and Traffic Commission. "Jefferson City, Missouri February 4, 1959 Mr. Henry Ells, Clerk, City of Jefferson, Missouri Re -ulcer Meetin March 2 195 Sir: ,A highly hazardous traffic situation exists at the intersection of 'Jackson and Dunklin Streets between the hours of approximately 7: 40 land 8:05 A.M. , Monday throuf•h Friday, during; school terms. lAlthough the motor vehicle traffic is heavily congested, difficult Co move, and an all-around nuisance, my main concern with the problem is the matter of children attempting, to cross Dunklin Street, going , south to the Thorpe Gordon School. : This morning, February 4, at 7: 50 A.M. , while waiting; for an ';opportunity to cross Dunklin Street, going north on Jackson Street in )a motor car, I observed two separate incidents involving children lattempting; to cross Dunklin Street, going south, presumably to get 1) to the Thorpe Gordon School. Serious accidents, or perhaps fatalities, ;were avoided only by fractional seconds in both instances. j These were not isolated occurrences . I have seen many similar instances at this same intersection, but none where death hovered so closely as the two this morning. IIt is my responsibility as a citizen to report the facts . It is the Iresponsibility of the City Council to take whatever steps are ,j practical to reduce or eliminate the hazard to children at this ;!intersection. !Thank you for your attention to this matter. ;'Very truly yours, jran> D. Southwest School, at least two (2) more NO PARKING SIGNS put on North Curb from Intersection of West Armory Drive to Michigan Street. 2. A Crosswalk painted from the Northwest Corner of the Inter- section of Jackson and Dunklin tothe Southeast Corner. i { 3. Also employ one (1) man from 7: 30 A.M. to 8: 30 A.M. to assist , children across street at Jackson and Dunklin Streets. ! 4. On 700 block of Adams , intersection with Dunklin on East 147 Regular Meeting,_ March 2 1959 .4 curb lire, 80' south, install a NO PARKING ZONE. 5. February, 1959 was received and it was moved by Mrs. Fisher and ,` seconded by Mr. Dorr that the Police Chief make copy of report eachj! :month and mail out with minutes from City Clerk' s Office. The motion was adopted. i Attorneys William Blair and Bob Smith spoke to the Council on the subject of the proposed locations of the Off-Street Parking Lots. Mr. Hager stated that he thought the two petitions which ? were filed with the City Clerk, should not be read at this time as : there were names of persons appearing on both petitions and on motion of Mr. D. Jobe, the petitions were not read to the Council. Mr. Gene Johnson, asked the Council what had been done about the drainage problem on Tanner Bridge Road. Mrs. Fisher stated that the matter was referred to the !. Special Road District some time ajo and that the road should be ; ditched on the west side. On motion of Mr. R. Jobe, the City Clerk was instructed to write the Special Road District advising them of the City ; Engineers opinion and ask them to �o ahead with the work. 'f f Mr. Less Senevy, Jr. asked if he could build a sewer by ; private contract. The sewer to lead into the main sewer between Livingston and Hall Street and on motion of Mr. Hager seconded by Mr. Dorr the request was granted under supervision of the City ; Engineer and subject to approval of the State Board of Health. r Mrs. Hughes, stated that the B.P.W. would like for trash ; collections to be re-instated by the City and that the City buy ; more litter cans. Mr. Hager moved that the Mayor, at his discretion, issue an annual clean up proclamation. The Street Commissioner to pick up trash. Mr. Dorr suggested that the City should consult Mr. Juhn Rathouz on the matter of trash collection. On motion of Mrs. Fisher, seconded by Mr. Scrivner, the Street Commissioner was instructed to buy 6 additional litter cans. : rIL48 Re to lar On motion of Mr. D. Jobe, the bills which were approved by. the Accounts and Claims Committee were ordered paid. On motion of Mr. Dorr an extension of 30 days was granted ( concerning the re-zoning request of Mrs. Henry. Mr. Dorr suggested that parking meter regulations pertaining � to legal holidays be made to co-incide with the state. On motion of Mr. Willcoxon, seconded by Mr. R. Jobe, the ( Street Commissioner was instructed to hire a bulldozer and have the ,; gold city dump cleaned off. The matter of restriction of parking in the 1100 block on , south side of Park Street was referred to the Pgrking and Traffic ; Commission. i Request for parking restriction on North side of 600 block ` Hof East High Street was referred to the Parking and Traffic Commission. { The Mayor and City Clerk were authorized to issue a check ; for $50.00 to the State Amusement Company in payment for option to buy certain real estate described in said option. i Mayor Ellis stated that he had a letter from Mr. Jack Smith ! of the State Board of Health advising that he wanted the application for discharge of sewage into the Missouri River and would like to ;{have same by March lst, 1959 . Mrs. Fisher called a meeting of the Committee of the Whole j�March 10, 1959 to meet with Mr. Smith and the City Engineer was ; instructed to notify Mr. Jack Smith of the meeting. i The following report was received from the Water and 'Light Committee. i� "The Water and Light Committee recommends a fire hydrant .,,' to be placed at location on Notre Dame in accord with recommendation Hof Fire Chief Sullivan." The report was approved. The following report was received from the City Clerk. ! "The following are delinquent in buying their liquor licenses which were due February 1, 1959 . j Elmer Chapman - Shamrock Bar 0. L. Mankin, - Oscar' s Steak House C. W. Higgins - Hillbilly Village Ralph V. Brendel - 304 E. High Jefferson Sales - 608 Jefferson and 903 W. Dunklin." I, The report was referred to the Chief of Police. The following report was received from the Finance Committee. =1 "The Police Board recommends that the salary of the Chief ; of Police be increased $25.00 per month and that five additional patrolmen be added to the Department. This report was referred to the Finance Committee. 1. The Finance Committee recommends a $25.00 per month salary increase for the Chief of Police 2. The Finance Committee is making no recommendation at �lthis time for five additional patrolment, but holding it over for Jfurther study." The report was approved. I I The following report was received from the Mayor' s Bond ;,Issue Advisory Committee. "The Honorable Arthur W. Ellis February 25, 1959 Mayor of Jefferson City 111 West Dunklin Street Jefferson City, Missouri i 4 Regular Meeting, March 2 1.959 149 Dear Mayor Ellis: In our letter to you and the members of the City Council dated i `October 17, 1958, this committee recommended that the ;Bartholomew plan for off-street parking in the central business 4district be adopted. This recommendation was accepted and ,;approved by the Council at its meeting held November 3, 1958. The lots included in this plan are those designated as Lots A, 1B, C, F, and G. To date we have been unsuccessful in our attempts to acquire 1jproperties located in Lots A and G. by negotiation, and since ;;these lots are of top priority in the overall parking and j ; traffic plan and their development is highly important for es- itablishing short-term customer parking in the central business ; district, we recommend the following action by the Council: 1. That the City Attorney contact all persons owning !) or having any interest in the parcels of land lying {� within the areas designated as Lot A and Lot G. with !� a view to negotiating and acquiring options to i purchase the parcels at appraised values for off- street parking purposes. ' 2. In the event it is not possible to acquire options on all, or any of, the parcels involved that the City Council authorize and direct the institution j) of condemnation proceedings to acquire such parcels 4 situated in Lots A and G. The committee has started negotiations on lots designated as B, C, and F and expect to have a further report to make to I '; you in a short time concerning the acquisition of these areas. '" Lots B, C, and F are designed to provide longer-term parking :Inot limited to shoppers. There is also the possibility that ! long-term parking space might be acquired adjacent to the new expressway. This matter is being given careful study by the ; committee. BEFORE THE COUNCIL OF THE CITY OF JEFFERSON � HEREAS, the citizens herein represented wish to commend the Council Pf the City of Jefferson on its progressive approach to the parking problem, and; EREAS, the said council has selected certain sites for the stablishment of parking lots one of which is proposed to be construcked on Commercial Avenue between Madison and Monroe Streets, and; WHEREAS, part of the land needed for the said construction is owned �y the citizens herein represented, and is presently occupied by Various commercial bui.ldinbs and access facilities , and; i WHEREAS, the said citizens will have no other loading and unloading facilities than their store fronts on U& Street if the said land is taken, and; WEREAS, this constitutes a serious depletion of the value of the ' roperty left to them, and; 3 i WEREAS, an appraisment of the said land has been made which does not ruely reflect the value of the land to be taken, and; ' 4EREAS, there are other, less valuable and more appropriate sites f vailable i TT IS THEREFORE urged that the Council of the City of Jefferson Veconsider the selection of the site herein mentioned and/or select ether disinterested persons to make a new appraisal to truly reflect ;; the value of the property to be taken.
