A quorum was declared present.
Specifications for building for the Street Department
were received and were referred to the Building and Grounds Committed
nd the Street Commissioner. !

The Building Inspector was instructed to write the

lanning and Zoning Commission requesting that the land to be used i
1' or Street Department Building be rezoned. a
? Mr. Willcoxon presented a proposed lease agreement between
he City of Jefferson and the State Highway Commission, of a block
�f land 48 x 60 feet at the City' s Memorial Airport.
On motion of Mr. Willcoxon, seconded by Mr. R. Jobe,
the Mayor and City Clerk were instructed to sign five copies and
return to Mr. Willcoxon.

Mr. Condit reported that the Fire Department had received;"
heir new uniforms and are well pleased with them.

It was moved by Mr. Hager, seconded by Mr. Vanderfeltz

On motion of Mr. R. Jobe, the draiiiage condition at
4uchin and Elm Streets was referred to the Street Committee.
Request was received for a rezooinf; of the area riow
zoned as residential., northeast of the 1600 block on E. High Street .
The request was referred to the Planning and Zoning
commission.
A petition was received from property owners asking for the
mprovement of Winston Street between Rosewood Drive and Gold Street,
neluding the intersection of Gold Street.
It was moved by Mr. R. Jobe, seconded by Mr. Dorr, that
1he petition be filed and the street be paved under insturction of
he City Engineer.

Were received.
The following report was received from the City Planning
4nd Zoning Commission.
! "The City Planning & Zoning Commission has considered a
Vequest referred to the Commission by the City Council to rezone the
Bract of land east of Bluff Street and south of Highway 50, owned
§y Mrs. Henry.
I It is the recommendation of the Commission that that tract
be rezoned from District A 2 to District B."

The following report was received from the Street Committee.
"Drainage condition at end of Harding Street . We
recommend that a 24" pipe, 14 ' long be installed.
Drainage condition on Major Drive. We recommend that
Mr. Rose contact Mr. Remly and ask him to seed the vacant lot.
Ditch washing at Oakview and Ridgeway. No action.
On motion of Mr. Hager, seconded by Mr. Jordan, the report
was approved.
The following report was received from the Parking and
Traffic Commission.
"After due consideration of a number of matters referred to :
this Commission on March 2, 1959, by the City Council, the following
recommendations were made at the regular meeting of the Commission on,
March 13, 1959, to be submitted to the City Council on March 16, 1959:
1. (ITEM 2) That a request from the President of the Presbyterian
Women' s organization to have ten (10) parking spaces reserved on
Madison Street directly in front of the Presbyterian Church from
10:00 a.m. to 3:00 p.m. on the first Wednesday of each month be
denied. Such reservation of specifically designated metered parking
spaces on a regular basis, for whatever organization, would not be
consistent with proper utilization of the city' s parking facilities.
2. (ITEM 3) That Chapter I, Section 88 , Subsection (e) of an
ordinance relating to delivery and service cars be amended from
118:00 a.m. to 9: 30 a.m. ; 11: 45 a.m. to 1: 15 p.m; and 4: 30 p.m. to
5: 30 p.m." to read, when amended, "7 ; 30 a.m. to 8: 30 a.m. ; 11:45 a.m.
to 1: 15 p.m. ; and 4: 30 p.m. to 5: 30 p.m."
It is also recommended that permission be granted, through ordinance,;
for all carriers, excluding delivery and service cars (which are
dealt with, in this respect, in the aforementioned Chapter I,
Section 88, Subsection (e) of an ordinance relating to such vehicles)
to park, for necessary delivery, for a period of time not to exceed
fifteen (15) minutes, as close to the right-hand side of the street
as practicable, provided, however, that such method of parking,
corrmuniy called "double parkin!,," , shall be permitted only within
the following periods: 8: 30 a.m. to 11: 45 a.m. ; 1: 15 p.m. to 4: 30 p.m.
and 5: 30 p.m. to 7: 30 a.m.
These recommendations are made as a result of a request by Husmann &
Roper (Schien) Freight Lines that such deliveries be allowed earlier
in the morning than presently allowed. It also provides for
deliveries by carriers other than delivery and service cars, which
provision is not presently contemplated by ordinance, but which is
and has been common practice. It is the opinion of the Police
Department that the provision for earlier delivery would facilitate
better traffic movement during the hours concerned.
3. (ITEM 4) That a crosswalk be painted from the northeast corner
to the southeast corner of the intersection of Jackson and East
Dunklin Streets, and also that one (1) man be employed between the
hours of 7: 30 a.m. and 8: 30 a.m. , Monday through Friday, to assist
children across Dunklin Street at the location of this crosswalk,
These recommendations are made as a result of a request by Mr. Frank D.
Johnson, 424 Russell Street, that the hazardous situation at this
intersection be corrected, and also as a result of a request for
these specific remedies made by Lloyd C. Cordes, Safety Sergeant,
Police Department.
4. (ITEM 5) That at least two (2) more "NO PARKING" signs be
placed on the north curb of St. Mary' s Boulevard fromthe intersection
of West Armory Drive to Michigan Street (This No Parking Zone has
already been established by ordinance) and,

fiArmory Drive from the intersection of St. Mary' s Boulevard, thirty

That a No Parking Zone be established on the east curb of the 700 �!!
block of Adams Street from the intersection of East Dunklin Street, !,
eighty (80) feet south. These recommendations are made as the !,
Iresult of a request therefor by Lloyd C. Cordes, Safety Sergeant,
Police Department. !
There were two additional matters referred to the Commission by
the City Council on March 2 which were deferred by the Commission
, pending receipt of particulars concerning the two matters from
' Councilman Scrivner.
