Requests for street lights at the following places were eceived and were referred to the Water and Light Committee. 1. 1506 Bald Hill Road 2. on either side of Rosewood Addition, or where the C Committee deems it best. y! 3. Two lights - one at the intersection of Jobe Drive and Hough Park Road and one on east property line of 1311 Jobe Drive. a 1 Request was received from J.L. Nelson for extension of sewer on Nelson Drive for a distance of 354 feet on private bid. The request was approved upon approval. of the State Board of Health. A request was received from Mr. Fred Tanner, acting Postmaster, to locate a collection box equipped with motorist mail chute on the north side of the 100 block West Dunklin Street near i eeferson Street . The request was referred to the Police Board. A letter was received from Mr. Benjamin Isaak, 2202 Marilyn rive in regard to a plumbing matter at his home. The matter was referred to the City Attorney. i A petition was received from property owners abutting on Major I rive, requesting the Council to pass a resolution to permit the ;grading and paving of said street under private contract. The request was granted. A letter was received from Mr. John Rathauz in regard to i hanging the time pick up is permitted by trucks and delivery cars din the uptown area. The letter was ordered filed. I i A letter was received from the Business and Professional ;{ 6omens Club regarding the purchase of litter cans and city wide If �irash collections each year. ?i The letter was ordered filed. Ii I A letter was received from the "Greater Jefferson City Committee" concerning the resignation of the Committee as of �pril 21st. The resignations were accept6d. Request was received from the Woodland Cemetery Assn. for he usual annual payment of $800.00. The request was granted. r i A petition was received, asking the Council to pass a ;Resolution to grade and pave Rosewood Drive, between Winston and Carol. Regular Meeting, Aril 13 1959 The City Engineer was instructed to prepare the necessary 'Ordinance and Resolution. A petition was received asking to have an ordinance drawn up which would include (Plumbing) in the land uses in District "E" . The petition was referred to the Planning and Zoning i 'Commission. ;i A letter was received from Mr. Floyd Mattlage of the Housing Authority advising that the estimate of the annual amount ofi' payments in lieu of taxes which will be made, is $1.95 per unit per month ($3,978 .00; annually) and that the amount of taxes which ;would be lievied were the property privately owned is $502.43. The communication was ordered filed. I A petition was received from citizens living in the i 700 block of Lafayette Street asking the Council to revoke the liquor license issued to the "Tops" , located at the corner of ;Lafayette and Dunklin Streets. i The petition was ordered filed. A letter was received from Mr. James Stegman, concerning a proposed subdivision of land lying east of Cordon Street. The letter was referred to the Planning and Zoning Commission A letter was received from the Missouri Pacific Railroad Agent, in regard to the parking; situation at the Missouri Pacific Depot at Monroe and State Street. The matter was referred to the Parking; and Traffic Commission. The letter to be given to the Parkin; and Traffic Conimmission. A letter was received from Mr. ForrusL Scri.vner, Chairman of the Police Board in which a request was made for a Purkinf; restriction on the south side of the 1.1.00 block of Park Street and ,a parkin; restriction on the north side of the 600 block of East Nigh Street . The matter was referred to the Narking; and Traffic Commission and the City Clerk instructed to hive this letter to the Commission. �i A letter was received from Mr. R. li. Jordan, Jr. , stating :that people living on Jefferson Street on the west Aide of the alley between Dunklin and Ashley Street would like to have the 'two hour parking Limit removed. The letter was referred to the Parking and Traffic Commission Letter to be given to Commission. I A letter was received from Mr. Lloyd Cordes, asking that the .two hour parking signs be taken down in the 700 block Jefferson Street from the alley to Jefferson Street . The matter was referred to the Parking and Traffic Commission Letter to be given to the Parkin; and Traffic Commission. A letter was received from Mr. C. R. Luecke, Mgr. , asking for a loading zone in front of 311 E. McCarty Street. The matter was referred to the Parking; and Traffic Commission The letter to be given to Parking and Traffic Commission. rJL62 Regular—Mer,ting, April 13 1959 ! A letter was received from Mr. E. H. Mueller, President Hof the Board of Education, concerning the property in the rear of the Senior High School which will be taken by the Highway Department, ;and also the matter of closing the alley at this point. The matter was held over for .further study. � j A letter was received from Mr. V. B. Saville, District i! Engineer of the State Highway Commission, pertaining to the matter j of the lighting of Route 50 Expressway and enclosing agreement ! to be signed. The matter was referred to the Committee of the Whole, iI with Mr. Saville. I yl Mrs. Whitecotton spoke for the Hawthorne Garden Club �{ ;concerning the problem of dogs damaging lawns and shrubbery and !� abking that some type of ordinance be drawn to control dogs. !� The- matter was referred to the City Attorney and Police ;i ;Board to study and report back at next Council meeting. !� On motion of Mr. Willcoxon, seconded by Mr. Vanderfeltz ;the bills which were approved by the Accounts and Claims Committee j! ordered paid. I' I it } The matter of a broken lateral sewer at 1104 E. Dunklin I as referred to the City Attorney and City Engineer. I On motion of Mrs. Fisher, seconded by Mr. Willcoxon, the ;! Council meeting scheduled for April 20th was changed to April 21st. JI i I; f On motion of Mr. Scrivner all unfinished business before .the Council was ordered curried over to the new Council. ! i i� The drainage condition at 1225 Dockery Street was ;referred to the Street Committee. i The matter of widening and grading of Notre Dame Street as referred to the Street Committee. i The extension of the west end of Minnesota Avenue was ireferred to the Street Commissioner. ; The matter of the specifications which the Building Inspector has for the building for the Street Department were ireferred to the Committee of the Whole. 1 !i ?t i Mr. Scrivner reported a ditch is being washed in the i ;lower part of McKinley Street on the west side and would like to ave some rock placed therein. ! i The matter was referred to the Street Commissioner. 4! 1 i 1! The drainage condition at 1500 Bald Hill Road was ! 'V eferred to the Street Committee. ! i , I Mrs . Fisher asked what had been done about the right of sway on Hough Park Road. i The matter was referred to the Street Committee to report;; Regular Meeting, April 13 1959 back at next meeting and give advice as to what should be done. A report was received from the Planning and Zoning Commission recommending that the lot at northwest corner of Miller and Chestnut Streets not be rezoned and that the City owned warehouse be constructed at that location under a special permit as provided for in Section 1701-1 of Zoning Ordinance 5880 . The report was approved. A report was received from the Planning and Zoning �I ,Commission recommending that the request signed by Mr. C. H. Peters iG and Mr. C. C. Carson to rezone a tract of land northeast of the 11600 block on East High Street to permit the establishment of a poultry processing plant be denied and that it remain in District A- , 'Single Family Dwellings. f The report was approved. The annual report of the Jefferson City and Cole County Libraries was received and ordered filed. a The following report was received from the Committee of the;; Whole. "The Commitee of the Whole met on the evening of Tuesday, March 10, 1959, at 7: 30 p.m. to consider the following matters referred to it by the City Council: i 1. The propriety of executing an application for a permit to discharge sewage into the Missouri River. 2. The current sewage problems existing in the Castle Drive area due to improperly functioning septic tanks. 3. The matter of primary treatment of the City' s sewage on a city wide basis. All of the members of the City Council, with exception of Mr. Dave Jobe, were present . The City Engineer and City Attorney ; were present . Mr. Warren Smith and Mr. Jack K. Smith, as the representatives of the Water Pollution Board of the State of Missouri, were present. After a general discussion for two hours, on motion made by Mr. Hager, seconded by Mr. Wi.11coxon , and unanimously carried, 'it was decided to make the following repoert to the City Council at its first regular meeting following the municipal election of April 7, 1959: i! 1. That the property owners living on Castle Drive, who dispose of their sanitary sewage presently by the use of septic tanks , be permitted to connect into the Forest Hill lift station where a gravity flow connection can be made. 2. That the application for a permit to discharge sewage into the Missouri River be executed and forwarded to the Water Pollution Board of the State of Missouri. 3. That the engineering firm of Haskins, Riddle & ;s Sharp be requested to recommend to the City the most feasible and workable plan with respect to , primary treatment of the city sewage, said plan to be selected from the four proposals submitted in their report of August 12, 1957. 4. That the City investigate the feasibility of submitting, at the earliest practicable date, a bond issue for the purpose of financing sanitary sewage treatment and sewer improvements for the entire city.
