I Reports from the City Officers for the month of April were received. Mr. Dulle spoke on the matter of sidewalks on both sides of Boonville Road. t The bills which were approved by the Accounts and Claims Committee were ordered paid. On motion of Mr. Scrivner the City Attorney was instructed to prepare an Ordinance restricting the placing of "Slow-Children" on the streets. i' The City Collector was authorized to buy a new typewriter and trade; in his old one. ; r On motion of Mr. Willcoxon, the City Engineer was instructed to advertise for bids for constructing a culvert on Hough Park Road ' between Greenberry Road and Dixon Drive. attorney The City/was given power to intervene in the Ozark Airlines case. i' The Street Committee was granted permission to meet with the Special Road District and given power to act in re Bald Hill Road. Mrs . Fisher spoke on the matter of loud mufflers on cars. i Mrs . Fisher spoke in regard to the condition of Dunklin Street at Missouri Avenue. , The matter was referred to the Street Committee. f. E The condition of the 1200 Block E. High Street was referred to the Street Committee. Mrs . Fisher spoke about the matter of the Humane Officer charging for destroying dogs, etc . ji The City Attorney was instructed to draw up a new ordinance setting out the duties of the Humane Officer, Mrs . Fisher and the City Attorney to decide on the provisions of the ordinance. The matter of the alley between Locust, Linn, Dunklin and Elm was referred to the Street Committee. Amount Collected $25, 128 .35 { Delinquent tax as shown on ad valorem tax book $ 935 .51 The report was ordered filed. i. !The Water and Light Committee reported that in a joint meeting with; , the City Planning and Zoning Commission, met on Wednesday April 30th, to consider the request of the CapitAl City Water Company for a If special permit to construct and maintain a clear well on the property owned by them on West Main Street near Fulkerson. The Planning and !; Zoning Commission voted to grant the permit. Mrs . Fisher, the onlyi member of the Water and Light Committee present, recommends that this request be granted. The report was approved. The Street Committee submitted the following report: it Alley was between Polk, Taylor and Water and Hough Street be I1open for use, recommend that Mr. Curtis open alley. e Request that pipe be extended 12 feet on Isom and Major Drive, recommend that pipe be purchased by City and property owners install { same* ( Bill Smith at 2006 Livingston Street requests a pipe extensionol ,{recommend that Mr. Curtis install pipe not to exceed 20 feet. ✓ Request by Dr. Stephan that alley be opened, recommend that ;City give Dr. Stephan permission to use city lot as a roadway. v National Guard asked City to deed a small triangle piece of I1property to them southeast of Armory so that they can complete them; Istreet, recommend that City deed this lot or tract to them. i v In regard to alley between Monroe and Adams, Capitol and Water,' we recommend that .60� per foot law be used and alley be improved. ! Mrs . Swift wants ditch changed and pipe along lot line, committee disapproves . In regard to manhole in alley off St. Mary' s Blvd. , behind ' Schrimpf' s Store, work has been completed. v The matter of a tree in alley back of Schrimpf' s Store, we `,recommend that Mr. Curtis handle whatever need to be done. j ✓ In regard to culvert in front of Herbert Markway, we recommend that City Clerk notify Special Road District to take care of the (drainage in this location. Street Committee report continued on page 51. ;,The following report was received from the Police Board: i ✓ Recommend that a 30 mile per hour speed zone sign be placed ins !the 700 block Ohio Street near the Park Baptist Church: i� v In considering a request for slow children signs on Vetters �iLane and Elm, the committee decided not to recommend the installation of anymore signs of this type because they are not effective. The committee recommends that an ordinance be drwwn, prohibiting the parking of trucks and busses on Cliff Drive. i v We recommend that an ordinance be drawn, restricting parking i on the West aide of the 700 block of Ohio Street from Highway 50 West on the north to Wears Creek on the south. ' We recommend that a no parking zone of 20 feet be established is .,in front of the Historical Society Building, wouth of the alley in j 11100 block Madison Street. �1 V We recommend that an ordinance be drawn for no parking in the i Malley between Madison and Monroe in the 100 block, between Capitol and State. j 1; The report was approved. Me following construction report was received from the City Engineer. "Construction of sewers in Sewer District No. 89 "C" . The work was done by Roy A. Scheperle Construction Company at 4; 4cost of $6,006. 70. �i The report was approved. Regular Meeting, May 5 1958 Continuation of Street Committee Report. ` Street sign at Aurora Street and Tanner Bridge Road has been taken care of. rRequest for 30 mile per hour sign on Bald Hill Road, committee '! recommends sign be installed. -Drainage condition at Georgia Street on St. Mary' s Blvd. , we ? recommend that Mr. Curtis lower catch basin. ! National Guard has asked for one load of gravel, they will haul f` it. Street Committee approves. The report was approved. The following resolution was adopted. !i "Be it resolved by the City Council of the City of Jefferson, , Missouri, that the work of constructing Sewers in Sewer District SNo. 89 "C" be and is hereby approved as the Council finds that said;! ,; work was done according to plans and specifications ." j ! I. The following ordinance was introduced. i "An ordinance repealing section 507 of the revised ordinances of the City of Jefferson, Missouri, relating to fires, and enacting:' ; a new ordinance pertaining to the same subject, and providing a '' penalty for the violation thereof." Read 1st time at length, 2nd time by title, and on motion of Mr. R. Jobe, seconded by Mrs. Fisher, the ordinance was tabled until "' the next meeting. The following ordinance was introduced by Councilman Jordan. 6598/ "An ordinance directing the issuance of Public Improvement Bonds of the City of Jefferson, Cole County, Missouri, in the iIprincipal amount of one million dollars ($1,000,000) , authorized at a special election held in said City on the 5th day of November, 1957 ; setting out the form of said bonds and the interest coupons to be attached thereto, determining the rates of interest, maturities, and place of payment thereof; and providing for the levy of an . annual tax sufficient to pay the interest on said bonds as it accrues and to pay the principal thereof at maturity." The ordinance was read the first time at length. It was then moved by Councilman Hager and seconded by Councilman Fisher that this ordinance be read the second time by it' s title . The motion was , unanimously adopted and the ordinance was read the second time by title. It was then moved by Councilman Willcoxon and seconded by Councilman Fisher that the rules be suspended and that the ordinance be read the third time by title and placed on final passage. The motion was unanimously adopted and the ordinance was read the third;! time by title and placed on final passage. i!
