Jobe, Jordan, Scrivner, Vander£eltz and Willcoxon. 9 I� Absent - R. Jobe. 1 A quorum was declared present. Mr. Herman Julian and Mr. Charles Moseley spoke in regard to making Jackson Street for two blocks north of Dunklin a two-way traffic from 4:30 to 5:30 p.m. and spoke of the petition which was filed on same. On motion of Mr. Scrivner, seconded by Mr. Jordan, the matter was referred to the Police Board. �{ II� Mr. Thomas Graham, 1000 Moreau Drive, spoke of the sewer probl�ml causing sewage to back up in his basement. The matter was referred to the City Attorney, City Engineer, Street Commissioner and Street Committee. f' Mr. Edwin Stuart, Bolten Drive, complained that every normal rain causes the sewer to back up in his basement. j The matter was referred to the Street Committee, Street Commissioner and City Engineer. Alberta Hughes, of the Business and Professional Women' s Club spoke about the proposed ordinance on trash burning in the City. i Mr. John Klingen, 1134 E. Dunklin, spoke to The Council j regarding a building which tee' s Market proposes to construct next !' door to his property. Mrs . Fisher stated that Mr. Klingen and � Mr. Rackers were to meet and come to an agreement as to what they want and what can be done. City Clerk, Henry Ells, reported to the Council that the ; $1,000,000.00 Public Improvement Bonds of the City of Jefferson, had been signed by him in Chicago and delivered to the First Bostoni Corporation, and that the proceeds from the sale of the bonds amounting to $1,001,595 .51 were placed to the credit of the City in the Central Missouri Trust Company, Jefferson City, Mo. The City Clerk also explained to the Council that the Government Bonds pledged as security for city funds in the Central Missouri Trust Co. , amounts to $200,000.00 and that Mr. Sam Cook had advised '; him that the bank will pledge an additional $1,000,000.00 to take ? care of the proceeds of the bond sale which are now on deposit in the bank, but that this amount would be reduced as the money is withdrawn. ' I' It was moved by Mr. Willcoxon and seconded by Mr. Jordan that the City Clerk take care of the transaction. ' The motion was adopted. On motion of Mrs. Fisher the bills which were approved by the Accounts and Claims Committee were ordered paid. Mr. Hager spoke of a request for a blinker light at the corner ;; of High and Main Street. The matter was referred to the Police Board. It was moved by Mr. Willcoxon and seconded by Mr. Dorr, that i 1warrants be issued to City employees for the month of June in 1accordance with the provisions of Ordinance No. 6610, passed at the ; Council Meeting of May 26th. Jobe, that a jjnotation be made on the July Salary Ordinance, covering the salarie Pfor June and also the amount of salary increases for the month of it may. The motion was adopted. I I k I! j Mayor Ellis explained that the Committee on Housing Authority II j1would be the same as the Committee on Land Clearance. The City Attorney was instructed to draw an ordinance to �I ( prohibit the erection of any sign affecting the movement of traffic l�without consent of the City Council. 1 Mrs. Fisher spoke of the need for a building for storage of materials at the Street Department property and also the matter of repairing and painting the present garage. The matter was referred to the Building and Grounds Committee.) 0 The Mayor announced that he had appointed appraisers for ; parking lots and for right-of-way on Hough Park Road. On motion of Mr. Jordan, seconded by Mr. Hager, it was ijordered that flowers be sent to Mrs . Ralph Jobe, Jr. who is in the 11hospital. in Rochester. Mr. Dorr spoke of a complaint of water going over the curb at 11property of Dr. Handler on E. Circle Drive. !� The matter was referred to the Street Committee. Bids on the construction of a concrete box culvert on Hough I ,! Park Road were received as follows: Hunter Bros. Cons' t . Co. $1,498.00 �j Cure-Linhardt Cons' t. Co. 1,699 .00 The bid of Hunter Bros. Construction Co. was accepted. �f Reports of City Officers for the month of May were received. Request for a loading zone at 116 Lafayette St. was received ,, from Carl V. McMillin. The request was referred to the Police Board. I' Request was received from Edw. Arnold, Jr. as fireman on the !, Fire Department, effective May 18th was received and approved. V !! Appointment of Eugene Weigel as Captain on the Jefferson City !- Fire Department to replace Dossie Pendleton, deceased, effective !! The report was approved. The following construction report was received from the City Engineer. "Construction of Nelson Drive, from Station 1046 to Station 1423. The work was done by E.P. Barnett on private contract for Louis Nelson at the cost of $5086.80 ." The report was approved. i; The following construction report was received from the City Engineer. "Construction of Ridgewood Drive between Hart Street and a poi�it 911 feet west. The work was done by Sheldon Gentry at the cost of $12,085.96 .' The report was approved. The following resolution was adopted. "Be it resolved, by the City Council of the City of Jefferson, l. Missouri, that Hunter Bros . Const. Co. , be awarded the Contract for ; Ithe Construction of concrete box culvert on Hough Park between lGreen Berry Road and Dixon Drive, the said Hunter Bros. Cons' t. Co. having the lowest and best Bid." The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson, I .Missouri, that the work of constructing Nelson Drive from Station 1 111046 to Station 1423 be and is hereby approved as the Council finds ; �, that said work was done according to plans and specifications ." i The following resolution was adopted. "An ordinance creating a taxicab stand for the Yellow Cab Co. ! in a designated area and creating a taxicab stand for the City CaL Company in a designated area, prohibiting the operators of vehicles '; other than taxicabs of the two named companies from parking within said taxicab stand area, and prohibiting the parking of Yellow Cabal or City Cabs in any parking meter zone space or in any area where parking is restricted for specific parking purposes as established by ordinances of this City, and providing a penalty for violations thereof." Capital City Water Company of Jefferson City, Missouri, has petitioned the City Council for the issuance of a , special permit to use certain hereinafter described property for thi �Iconstruction of a clear water basin or clearwell in furtherance of t' I,, the purposes, objects and operations of the utility' s business, and!, Whereas the City Council referred the matter to the Planning } ' and Zoning Commission for its recommendation and consideration ?I ; ,jointly with the Water and Light Committee of the City Council, andj!
