Bids were received on a car for use of the Police Department, as follows: Riley Chevrolet Net cost to City $1207 .00 Paden Motor Co. Net cost to City 1779 .00 The bid of Riley Chevrolet was accepted. Bids were received on construction of a box culvert on Hough l iPark Road as follows: Hunter Bros. Construction Co. $222.50 If Cure-Linhardt Construction Co. 273.00 The bid of Hunter Bros. Construction Co. was accepted. Ij Bids were received on the improvement of Boonville Road from Ithe north line of Sunset Place Addition to a point 1170 feet south I of the north line of Livingston Street, as follows: !I Hunter Bros. Co. on concrete, was accepted. 4 A letter was received from Mr. French Nelson, expressing ; appreciation and thanks to the Council for the service they are . appreciation to the people of the City. The letter being accompanied by a box of candies for each member. I; The City Clerk was requested to write a letter of thanks to �1Mr. Nelson. ii A petition, signed by all property owners, protesting the ; proposed improvement of West Main Street from Forest Hill to ; Westmore Drive and a letter from the Park Boad supporting the fif; petition, was received. i I- On motion of Mr. Dorr, seconded by Mr. R. Jobe, the petition sand letter was ordered received and filed. �t f; Attorney Wm. Seibel, spoke to the Council, stating that a s': petition had been circulated to ask the Council to establish the grade and construct a culvert on Allen Drive, and that the owners �- outside of Hayes Park area would pay for gravelling street and jwould like street opened. d The matter of establishing the grade was referred to the City �! Engineer and the culvert was referred to the Street Committee. i Mrs. Eggleston asked the Council for information as to purchasiAg island belonging to the City at corner of Hart and Miller Streets. I! The matter was referred to the Street Committee. Mr. Virgil Wells spoke to the Council protesting the Ordinance ; concerning the parking of taxi cabs, etc. 3 The matter was referred to the Police Board. I Mr. Homer Ferguson spoke on the matter .of granting the Missouri;; ; Power and Light Co. permission to install an 18,300 volt line on I ; Industrial Avenue, just outside the City limits. Regular Meeting, July 7 1958 City Attorney Rose, suggested that the Ordinance be passed and : that the Mayor hold the easement until the J.C. Fair Assn. grants permistion. Mr. Hager moved that the Ordinance and easement be held over. The motion was adopted. The drainage problem at 423 Ridgewood Drive was referred to th Street Committee. Mr. Hager asked that the matter of drainage and bridge at 525 West McCarty Street be referred to the Street Committee. �! Mr. Willcoxon moved that storm sewer be built to take care of z the drainage and roof water on Cherry Street, and that the City Attorney inform the people to connect to same and that request for bids be included in Street Committee' s recommendations . The motion was adopted. On motion of Mr. D. Jobe, seconded by Mrs. Fisher, the accountii which were approved by the Accounts and Claims Committee were l ordered paid. Mayor Ellis spoke on the matter of the City Dump and explained that a great deal of work and study had been given to the problem by him and the City Attorney. The Mayor read a draft of an advertisement which could be run in the paper asking for bids on gathering and disposal, etc. of trash, bubbish and garbage in the City. The matter was referred to the Committee of the Whole for further study. The Committee of the Whole was asked to meet at 7: 30 P.M. , Tuesday, July 15th. A communication was received from Mrs. Stanley Peszko, Treasurgr of the Jefferson City Council of Clubs, requesting the semi-annual 1' allotment of $350 .00 for the Visiting Nurse Program. It was moved by Mr. Willcoxon, seconded by Mrs. Fisher that the request be granted. if The motion was adopted. !' A ppoposed contract was received from Weatherby Posting Servic4 to install and maintain a Deluxe Highway painted bulletin north of Highway 54 and 63 Junction. Illumination of bulletin to be furnished by Weatherby. The cost to be $53.00 per month. One half of the cost to be paid by the Chamber of Commerce and the Ozark Airlines, the other half to be paid by the City. t Mrs. Fisher moved that the Airport Commission be allowed to I° enter into proper contract with the Weatherby Posting Service. The motion was adopted. i� A request was received to establish the grade of Notre Dame Avenue from Hough Park Road south. !: It was moved by Mr. R. Jobe, seconded by Mr. Dorr, that the request be granted. The motion was adopted. The following names were submitted by Mayor Ellis as members o the Library Board, for the three year term ending June 1, 1961. Mrs. Thomas D. Graham Miss Francille Baily Mr. Homer L. Ferguson It was moved by Mr. Hager, seconded by Mr. Vanderfelts that the appointments be approved. The motion was adopted. Regular Meetin ,_Jul_y_ 7, 1958 A petition was received asking for the paving of the 500 block bf East Atchison under the sixty (60) cent law. The matter was referred to the Street Committee. A request was received for a stop sign at intersection of .Union and Adams Streets, sign to face Adams Street, and a stop sign it intersection of Houchin and Dunklin Streets, sign facing Houchin. , The matter was referred to the Police Board. A request was received for a street light in the 600 Block of j koward Street near the intersection of Howard Street and the alley And Farm Bureau driveway. !' The matter was referred to the Water and Light Committee. 4y i A request was received for "No Parking - Loading Zone" at fronts of warehouse of Missouri Van & Storage Co. on 100 Lafayette Street. The matter was referred to the Police Board. A petition was received from property owners on Hilda street !Asking City Council to pass a resolution to grade and pave said strei6t ±faith portland cement concrete. On motion of Mr. Hagers, seconded by Mr. Dorr, the City Engineex !has ordered to draw up resolution for Street Improvement. The motion was adopted. A communication was received from Mr. Alex Vetter, Chairman of Ii ihe Bond Issue Advisory Committee, recommending that the Committee '! be authorized to employ Mr. N. R. Beagle as "Expeditor for the Mayorl1s Bond Issue Advisory Committee" , his employment to be of a temporary is fiature and would end at the discretion of this Committee or when thei projects are completed. It was moved by Mr. R. Jobe, seconded by Mrs. Fisher that Mr. Beagle be employed. The motion was adopted. The Street Committee submitted the following report; Problem of Mr. Moody on Major Drive, we recommend a drop inlet on East side of Street and a concrete spillway on west side. Problem of Tom Griffen on 400 Block Cherry Street, we recommend.. City Engineer make a survey and report back to Council. Drainage trouble at 1510 Bald Hill Road, we recommend that a 30" pipe be installed at lowest point under Bald Hill Road. r Problem at 1206 and 1208 East Atchison Street, we recommend that Mr. Curtis clean out catch basin and install an oak lid on same. Drainage problem at old Isom Pond, we recommend that catch basip be enlarged and shoulder rebuilt. Drainage problem at south end of Elizabeth Street, we recommend': clean out ditch on west side. Drainage problem at Gipfort Lane and St. Mary's Blvd. , we recommend a black top ditch to keep from washing. Problem at Ashley and Mulberry Streets, we recomment that Mr. Curtis build up shoulder above curb. Problem at 202 Hart Street, we recommend that curb and sidewalk,' be raised avcording to plans of City Engineer. We also recommend that City pay $200 .00 to Mrs. Pimpell to replace retaining wall. Mr. Thomas Graham's sewer problem at 1000 Moreau Drive, the Committee recommends that City Engineer make a study and install extra manhole if needed. The matter of water going over curb and sewer backing up in basement at Mr. Stuart's home on Bolten Drive, we recommend that Engineer advertise for bids to install extra catch basin and outlet and manhole cover be plugged. Water going over curb at Dr. Handler property on East Circle Drive recommend that City Engineer advertise for bids for two extra drop inlets. Condition on Dunklin Street and Missouri Avenue, no action takell because Street will be iWidened under Bond Issue. Regular Meeting, July 7 1958 Matter of Alley between Locust, Linn, Dunklin and Elm Streets, e refer this to Mr. Curtis to handle. it Drainage condition at West McCarty and Hart Streets, we ecommend that City Engineer secure an easement from Mr. Fred Grahame nd build a retaining wall on both sides of Creek for a distance of pproximately 40 feet. Problem at Hillsdale and Ridgeway, we recommend that catch asin located at approximately 150 feet south of Hillsdale Street be ! wised and install side inlet on same, also install larger pipe nder Hillsdale Street. Problem.-of Ted Schmidt on Redwood Drive, we recommend that onej dditional drop inlet be installed. Drainage problem at Dix Road and West Main Street, we recommend hat a drop inlet be placed on both sides of West Main Street at Vest Circle Drive and a pipe from West Main to creek be installed. We recommend that City Engineer advertise for bids for all major work contained in this report. On motion of Mr. Jordan, seconded by Mr. Hager, the report wasi pproved. The following report was submitted by the Water and Light j+ ommittee. The Committee recommends that two lights be placed in the it 00 Block on Aurora Street, one light to be placed on the 4th pole ast of the pole holding the light at the corner of Tanner Bridge ad and Aurora Street and one light on the last pole on the Street. ;; e Committee also recommends one fire hydrant tobe placed at the T pproximately 601 feet east of Tanner Bridge Road on Aurora Street. ! On motion of Mr. R. Jobe, seconded by Mr. Hager, the report I' as approved. The following report was submitted by the Building and Grounds '' ommittee. The Building and Grounds Committee recommends that Mr. Curtis look into the possibility of building a shelter for stacking materials, nvestigate as to size and cost and report back to the Committee. On motion of Mr. R. Jobe, seconded by Mrs. Fisher, the report as approved. The following report was submitted by the Finance Committee. I The Finance Committee recommends the following tax rates for the oming year. Revenue Fund ---------$0 .83 per $100.00 valuation. Interest and Sinking Fund -----------$0.45 per $100.00 valuation Library Fund----------$0 .10 per $100.00 valuation. Park Fund-------------$0.20 per $100.00 valuation. Firemens Pension Fund---------$0 .07 per $100.00 valuation. Total-------------------------$1.65 per $100.00 valuation. On motion of Mr. Hager, seconded by Mrs. Fisher, the report as approved. ` li The following report was submitted by the Police Board. # The request of Mr. Herman Julian and Mr. Charles Moseley for i� wo-way traffic on Jackson Street for two blocks north of Dunklin treet from 4: 30 to 5: 30 P.M. The Traffic Division made a survey { f the parking lot and both exits, the one on Jackson and alley exit , n Adams Street. The Traffic Division suggests that Jackson Street emain a one-way street, but for Mr. Curtis to repair the Adams Street xit. The Traffic Division recommends that a blinker light be installed t the corner of High and West Main Streets. 11 1 The Traffic Division recommends that the request for a loading one at 116 Lafayette Street be turned down. "Be it resolved by the City Council of the City of Jefferson, Missouri, that the Capital City Water Company, be and hereby is .: instructed to install one fire hydrant to be placed at the T approximately 601 feet East of Tanner Bridge Road on Aurora Street.!,' The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson, Missouri, that the Missouri Power and Light Company, be and !: hereby is instructed to install two street lights in the 400 Block on Aurora Street. ' 1! One light to be placed on the 4th pole East of the pole holding!: the light at the corner of Tanner Bridge Road and Aurora St. i is One light on the last pole on the street." !; 6623/ The following ordinance was introduced. "An ordinance authorizing the Mayor to execute, acknowledge and!: ,. deliver to Missouri Power & Light Company an electric line easement'i ! and providing for the effective date thereof." City Attorney Rose, stated that right of way can be secured on Boonville Road from first three people if City puts in sidewalks, also that two large trees on property of Mrs. Engelbrecht are in 70 Regular Meeting, July 7, 1958 Tway of construction easement and that Mrs. Engelbrecht agrees to accept the sum of $250 .00 for the replacement of the two trees ,which will be lost in the road construction. The City Clerk was instructed to write a check for $250 .00 { payable ,jointly to Mrs. Alvena Engelbrecht and Edgar- M. Eagan. i }I� City Attorney Rose announced that the Civil Aeronautics Board his meeting in Topeka, Kansas for purpose of investigating the ► extension of services of Ozark Airlines, and that he had prepared exhibit for the City. He also stated that he would attend this meeting and would like for someone on the Airport Commission to accompany him. I. The matter was referred to the Airport Committee with power to act. City Attorney Rose reported that he has the easement papers ready for Mr. Cardwell on Pamela Street, but that the Council should ( meet with the City Engineer on the matter and determine what is �, involved before easements are signed. ii The matter was referred to the Committee of the Whole. Mr. Rose stated that property owners on Jackson Street were bordered to put in sidewalks and that Mr. Garrison found out that his property line is in street. When right of way line is decided, the City should pay $500 .00 to Mr. Garrison plus cost of tearing up trees etc. If right of way line is where City Engineer says it is, the City should not pay anything, and a contract should be entered into. On motion of Mr. R. Jobe, the City Attorney was requested to ` draw up necessary papers. Mr. Rose reported on the matter of the request of Bill Nunn for payment for damages to his sewer line in the construction of ` Joint Sewer District No. 1 some time ago, and that the contractors, ',Mr. Scheperle and Mr. Brunner have asked if the City would pay Pone-third of the costs if they would pay the other two-thirds. Mr. R. Jobe made a motion that the request be denied. I The following resolution was adopted. "Be it resolved, by the City Council of the City of Jefferson, . Missouri, that Hunter Bros. Const. Co. , be'awarded the Contract for ' the Construction of Boonville Road, from the north line of Sunset ( Place Addition to a point 1170 feet south of the north curb line of ! Const. Co. , be awarded the Contract for repairs on concrete drop inlet on Hough Park Road, the said having I the lowest and best Bid." 662 / The following ordinance was introduced.
