The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret, preceding the Regular Meeting December 29, 2022, was held
Thursday, December 8, 2022, at approximately 6:00 p.m. remotely, via
telephone call -in.
The following were noted present:
ROLL CALL
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
Jorge Diaz
Ajmar Johal
Randy Krum
Susan Naples
Also noted present were Carmela Pogorzelski, Municipal Clerk and
Robert J. Bergen, Esq., Law Director.
Noted Absent was Councilmember DiMascio.
The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE
Pledge of Allegiance led by Councilmember Bellino. OF ALLEGIANCE
At approximately 6:02 p.m. Councilmember DiMascio was noted NOTED PRESENT
present.
The 2022 Annual Notice was emailed to The Home News Tribune, STATEMENT OF
The Star Ledger and posted on the bulletin board and on the doors of MEETING NOTICE
the Memorial Municipal Building on January 11, 2022. Notice was
published in The Home News Tribune and The Star Ledger on January
14, 2022. All items being voted on tonight were posted on the
Borough's website, www.earteret.net prior to tonight's meeting.
Upon MMS&C, by Councilmembers Diaz and Bellino and unanimous APPROVAL
affirmative vote of the full membership present, the minutes of OF MINUTES
November 21, 2022 were approved as transcribed and engrossed by
the Clerk.

ORDINANCE #22-27 ORDINANCE #22-27 was introduced and adopted on First Reading
ESTABLISHING and the Clerk authorized and directed to advertise same for Public
INSURANCE TRUST Hearing, upon MMS&C, by Councilmembers Diaz and Krum. Upon
FUND individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.

"AN ORDINANCE ESTABLISHING AN INSURANCE TRUST

ORDINANCE #22-28 ORDINANCE #22-28 was introduced and adopted on First Reading
AMENDING CHAPTER and the Clerk authorized and directed to advertise same for Public
254-29 SCHEDULE XI Hearing, upon MMS&C, by Councilmembers Krum and Bellino.
STOP INTERSECTIONS Upon individual roll call vote, Councilmembers Bellino, Diaz,
DiMascio, Johal, Krum and Naples voted in the affirmative.

"AN ORDINANCE AMENDING ARTICLE I, `GENERAL
PROVISIONS; TRAFFIC AND PARKING REGULATIONS', OF
CHAPTER 254 ENTITLED `VEHICLES AND TRAFFIC' OF THE
CODE OF THE BOROUGH OF CARTERET"
MAYOR REIMAN Mayor Reiman said Middlesex County did a traffic study and proposed
a four way intersection at Pershing and Roosevelt for the purposes of
traffic control and safety.

AUTHORIZING and the Clerk authorized and directed to advertise same for Public
EXECUTION OF Hearing, upon MMS&C, by Councilmembers Diaz and Bellino. Upon
AMENDMENT #1 NJ individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
URBAN RENEWAL, LLC Johal, Krum and Naples voted in the affirmative.

Upon MMS&C, by Councilmembers Diaz and Krum and unanimous
