Mayor Ellis spoke on the matter of the Councils action concerning the collection and disposal of garbage and trash in the i1City. Mr. B. Smith Reed acted as spokesman for a group of people Ilopposing the location of a disposal area on the Elston Road near 'their property. Reports of City Officers for the month of August were received! A letter was received from Mrs. Florence Hyde on the matter of! Improvement of Hough Park Road. The letter was ordered filed. iit A letter was received from Mr. Jack Jordan, requesting the ii :te-establishment of the grade of Livingston Street from Castle Drive! o Ridgeway Drive and also the grade of Binder Drive from Hillsdale } 'Drive to Livingston Drive. The matter was referred to the Street Committee and City 1! ;Engineer. !! A letter was received from Mr. Jack Jordan calling attention �t ;Ito the condition of the sanitary sewer manhole in center of the 1! block bounded by Ridgeway Drive, Binder Drive, Hillsdale Drive and �Oakview Drive. The matter was referred to the Street Committee. A letter was received from Mr. E. P. Barnett, requesting 'permission to complete the portland cement pavement of James Street i it to Ridgeway under private contract and under the direction of the City Engineer. i The request was granted. !� A letter was received from Mr. Lee Rackers asking permission to ;'replace the sidewalk and curbing with new rolled curbing at his new ;store building at the corner of Dunklin and Clark Avenues. The request was granted under supervision of the City Engineer'~ A request was received from Fire Chief John Sullivan, ;suggesting two proposals. i� (a) That the City Council purchase dress uniforms for the firemen. (b) Allow each fireman to purchase all his firefighting clothing and uniforms as prescribed by Fire Wardens in consideration of $15.00 per month per fireman' s clothing !, allowance. The request was referred to the Finance Committee. t� 's On motion of Mr. R. Jobe, the matter of no parking for trucks of over � ton on East side of the 200 block Madeline Street was referred to the Police Board. The matter of a cab sign for Harry Baysinger on Madison Street 'was referred to the Police Board. The Building and Grounds Committee recommended that Capt. ;;Harris of the Army Reserve and Mr. Dulle, meet with the Committee Hof the Whole to work out a solution for the new building. i i; The recommendation was approved. ; i i yi Regular e t mber 8 1958 A petition against the improvement of Buchanan Street from Riverside Drive to Hough Street was received. The City Engineer after checking the protest, reported that it had a majority of the property owners and a majority of the front footage and was a legal protest. It was moved by Mr. Scrivner and seconded by Mr. Willcoxon that the Council take no further action regarding this improvement. The motion was adopted. On motion of Mrs. Fisher, seconded by Mr. Willcoxon, the accounts which were approved by the Accounts and Claims Committee :were ordered paid. It was moved by Mr. Willcoxon and seconded by Mr. R. Jobe, 'that the Plumbing Inspector be instructed to see that ditches that are dug in the streets by contractors et a1, are properly filled as the need arises. The motion was adopted. On motion of Mr. Dorr, seconded by Mr. D. Jobe, the City Engineer was instructed to secure a contractor to do work on Hart Street between Industrial Drive and Miller Street. The City Attorney spoke of the claim of Mrs. Ina Green, who fell on Madison Street. On motion of Mr. R. Jobe, seconded by Mr. Willcoxon, the City Attorney was instructed to settle for $750.00 if possible. On motion of Mr. Willcoxon, seconded by Mr. Dorr, the City Engineer was instructed to advertise the two pieces of property in Hy Cliff Park, and that the bids be made separately on each piece of property. The matter of drainage problem near the last house on Darlene Street was referred to the Street Committee. A bid of $700.00 was submitted by Edgar M. Eagan, Attorney for Mildred E. Cherry and Sallie E. Eggleston, for property advertised for sale. On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the bid was accepted. Bids on the improvement of Hilda Street, between William Street and a point 415 feet south were received as follows: E. P. Barnett $7,506.00 On motion of Mr. Dorr, seconded by Mr. Hager, the bid. of Mr. Barnett was accepted. Bids on the work necessary for the maintenance of Minnesota Street between Holly Drive and Laurel Drive were received as follows: Hunter Bros. Construction Co. $334.00 Pope Construction Co. 500.00 On motion of Mr. Willcoxon, seconded by Mr. Dorr, the bid of :Hunter Bros. Construction Co. was accepted. The following report was received from the Safety Committee. "A called meeting of the Safety Chairmen of all Public and Parochial Schools and the Safety Committee of the City Council met in the Council Room of the City Hall at 7: 30 p.m. , Tuesday, August 26, 1958. Those in attendance were Mr. Monte Wilcoxen, Mr. Al Vanderfeltz and Mrs. Gladys Fisher - City Council; Safety Officer-Lloyd Cordes; Mrs. Ray Freeman-East; Mrs. L. Aber-South; Mr. Clyde Laughter-Moreau Heights; Mr. Charles Edmonson-Southwest; Mr. John Hearne-West; Mr. L. E. Bredeman-I.C. ; Mr. A. Angerer-Trinity Lutheran; Mrs. Bernard Dugan-St. Peterls; with Mrs. G. Donald Shull-P.T.A. Council, presiding. .92 Regular The purpose of this meeting was to bring together persons ;interested in Safety and Traffic problems pertaining to the schools and to survey shat has been accomplished and offtr additional (suggestions for improvement. The reports were as follows: . Cordes: 1. All school crosswalks will be repainted by opening of school. 2. Tw6lve new 20 M.P.H. signs have been put up. 3. Two men have been hired by city for crosswalks at Ohio and Highway 50 West, and at Bolivar and New Highway. 4. All School Boy Patrol equipment is ready for use. . Dugan: 1. A three way boulevard stop be installed at the corn+ r of West Main at Broadway. (This has a stop button in the St.) 2. Consider the crossing at Broadway and McCarty. (S.B. Patrol) i. . Edmondson: I 1. Consider the possibility of having the city install ' a SCHOOL STOP sign at the streets leading from the Armory Bldg. ii 2. Paint crosswalks on both the streets leading into I''i 4f the Armory. 3. Consider the number of children crossing High Street at Bolivar as we may need a SLOW school crossing zone and crosswalk here. 4. Consider the Kindergarten age children who return home during the noon hour and those going. to school,' during the noon hour. IT WAS MOVED AND SECONDED THAT A STUDY BE MADE BY MR. CORDES AND tR. L. Because of the highway traffic all cross walks on 8 Y � highways be repainted at frequent intervals. 20 Recommend SCHOOL ZONE be painted on the street in addition to other signs. is Hearne: 1. For consideration--no walks are on Boonville Road beyond 200 block for children walking from Meadow Lane, Lowell and Livingston. 6. All school areas are well defined and marked as such. ,�e appreciate the cooperation of the City Council and their help. i Each school asked to have the Posters on BIKE SAFETY from . :Johnson and Johnson. These have been ordered. Also, 5000 , 'Identification Booklets on Bike Safety and First Aid have been bordered from Johnson and Johnson and will soon be ready for ! 1 93 Regular Meetings Se tember 8 1958 � distribution. The Farm Bureau of Missouri has again offered to reprint their ' Safety folder for all elementary school children of the City. Please ;ask your Principal for the number your school will need. ALL SAFETY CHAIRMEN are urged to attend the P.T.A. School of ` Instruction and workshop to be hald at the Gordon School, Wednesday 1, evening at 6p.m. Price $100. Phone reservations into Mrs. G.H. Alley south of Dunklin, drainage condition at 117.119 W. Dunklin Not a City problem. On motion of Mr. Hager, seconded by Mr. Willcoxon, the report was approved. The following construction report was received from the City Engineer. "Construction of Hillsdale Drive between Ronnie Avenue and Norris j Drive. The work was done by E. P. Barnett at the cost of $3453.401: The report was approved. The following resolution was adopted. "WHEREAS, the availability of natural gas for industrial, commercial and residential uses is a vital factor in the growth and development of a community; and WHEREAS, Panhandle Eastern Pipe Line Company is the only source , of supply and the sole supplier of natural gas to Missouri Power & Light Company, the distributor of natural gas in Jefferson City, : Missouri; and WHEREAS, Missouri Power & Light Company for many years has sought to purchase a greater supply of natural gas from Panhandle Eastern : Pipe Line Company for distribution in Jefferson City and other ; communities served by Missouri Power & Light Company; and WHEREAS, it is a matter of public information that Panhandle ; Eastern Pipe Line Company has vast reserves of natural gas but will ': not construct the necessary facilities to make such natural gas available to Missouri Power & Light Company and its- other distributors in Missouri; and WHEREAS, the industrial growth of Jefferson City and other communi,- ! ties served from Panhandle Eastern Pipe Line Company system in ? Missouri is seriously jeopardized and retarded by the lack of natural ; gas in the area; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Jefferson, Missouri, that the Public Service Commission of Missouri and the Federal Power Commission be requested to invoke any and all regulatory authority as such bodies have to require Panhandle Eastern Pipe Line Company . to improve and increase its facilities in order to make available to Jefferson City and other communities in Missouri an adequate supply of natural gas to meet the industrial, commercial and residential needs of such communities." 94 gegUlar MeAting- September B., 1958 The following resolution was adopted. "A resolution approving and adopting a workable program for the City of Jefferson, Missouri WHEREAS, as a condition t2 certain prescribed Federal financial 'and other aid and assistance, S ction 101 (c) of the Federal Housing, Act of 1949, as amended, requires the submission to the Housing :;and Home Finance Administrator by each locality of a Workable Program :;(which shall include an official plan of action, as it exists from "time to time, for effectively dealing with the problem of urban slum$; and blight within the community and for the establishment and !preservation of a well-planned community with well-organized environment . ;for adequate family life) for utilizing appropriate private and :public resources to eliminate and prevent the development or spread of `slums and urban blight, to encourage needed urban rehabilitation, to<i 'provide for the redevelopment of blighted, deteriorated, or slum areis, or to undertake such of the aforesaid activities or other feasible community activities as may be suitably employed to achieve the objectives of such a program; and WHEREAS, THERE HAS BEEN PREPARED ON BEHALF OF THE City of Jefferson for presentation to the said Housing and Home Finance ;Administrator such a plan of action, which plan has been fully " reviewed and considered by the governing body of said city, which plan appears to be an acceptable and effective plan of action for the aforesaid purposes; and ' ,i WHEREAS, it is the desire, purpose, and intent of the govern- 3ng body of this city to utilize available appropriate private- and ;Public resources to the end that our city may rid itself of and ,prevent the development or spread of slums and urban blight and 'Undertake such of the aforesaid activities or other feasible communim. ty activities as may be suitably employed to achieve the objectives of 'such plan: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, STATE OF MISSOURI, that the hereinabove mentioned Workable Program for said city be, and the same is hereby, approved and adopted as the official plan of action of our community for effectively dealing" with the problem of urban slums and blight- within this community and ;for the establishment and preservation of a well-planned community ±with welldorganized environment for adequate family life, and the ;Mayor is hereby authorized and directed to present such Workable :Program, together with all required supporting documents and state- ments, to the Administrator of the Housing and Home Finance Agency for approval pursuant to the provisions of said Titie I. Housing Act of 1949, as amended. The following resolution was adopted. "Be it resolved, by the City Council of the City of Jefferson, . �i ssouri, that E.P. Barnett Construction Co. , be awarded the Contract for the Construction of Hilda Street between William Street--south, :the said E. P. Barnett Const. Co. having the lowest and best bid." The following resolution was adopted. "Be it resolved, by the City Council of the City of Jefferson, ; Missouri, that Hunter Bros. Const. Co. , be awarded the Contract for the Construction of Minnesota Avenue between Holly Drive and ;�aurel Drive, the said Hunter Bros. Const. Co. having the lowest pnd best Bid." ! The following resolution was adopted. i "Be it resolved by the City Council of the City of Jefferson, :Missouri, that the work of constzmcting Hillsdale Drive, from Ronnie. Avenue to Norris Drive be and is hereby approved as the Council finds that said work was done according to plans and specifications':'.
