Jobe, Jordan, Scrivner, Vanderfeltz and Willcoxon. 8 bsent: Dorr and D. Jobe. 2 A .quorum was. declared present. Mr. Willcoxon stated that he thinks there should be a starting nd finishing date in contracts for paving of streets. A request was received from Mr. Sheldon Gentry, that action be taken to solve the drainage problem at Marion Drive. The request was referred to the Street Committee. A request to vacate part of St. Paul Street. . The request was granted and the City Attorney was instructed to raw up the proper ordinance. A letter was received from McKay Buick Inc-. , calling attnetion o a piece of sidewalk which has sunken around a sewer opening in Front of their lot uptown. The matter was referred to the Street Committee. Bids on the grading and surfacing of Hart Street from Miller treet, south to the Missouri Pacific Railroad crossing, - were eceived as follows: Hunter Bros. Const. Co. $600.00 Alvin Brunner 637.50 The bid of Hunter Bros. Const. Co. was accepted. The matter of buying a mowing machine was discussed and it was oved by Mr. Willcoxon and seconded by Mr. R. Jobe, that the City dvertise"for bids for a tractor and mower (new or used) . The motion was adopted. Mr. Hager spoke of the washing of the street at the Sheley and rank property on Allen and Hayselton Drive and would like for the treet Committee to look into it and find out if possible to vacate nd revert to property owners. Mrs. Fisher stated she would like for the Street Commissioner to ut rock in holes on Sheley and Frank property. On motion of Mr. Hager, seconded by Mr. R. Jobe, it was ordered hat an ordinance be drawn, providing for two regular Council stings per month. One on the lot Modday and one on the 3rd Monday each month. On motion of Mr. Jordan, seconded by Mr. R. Jobe, the broken ewer on Colorado Street was referred to the Street Commissioner or repairs. The matter of graveling the alley between Dix Road and Beck treet was referred to the Street Committee. A low place in front of 710 Houchin Street, causing a collection IF rain and mud, was referred to the Police Board. The matter of the parking in the alley running east and west etween Madison and Jefferson Streets, causing difficulty for Central airy and other trucks, was referred to the Street Committee. `.�. The condition on Armory Drive, both sides of Drive, was referred to the Street Committee. Recess Meeting, September 18 1958 The Police Board submitted the following report. The Board recommends that Mrs. Baysinger' s statua be changed to policewoman, to be under direct supervision of the Chief of . Police and to draw the regular salary of a patrolman without the : usual probation period. (Requires Ordinance) The Board requests that the Chief of Police be instructed to sell the old radar unit to Boonville for the sum of $750.00 . and that the Chief be further instructed upon selling the old unit " that he is then authorized to purchase new improved equipment at ;! approximately $1100.00. !E The Committee recommends that the request for a lodding zone } on Lafayette and State be denied. We recommend that a sign be erected near the intersection of 11, Capitol Ave. , and Madison in front of the Governor Hotel, showing ! Airport Limousine Parking Stand and showing Ordinance Number on ; sign. (Ordinance required.) That no parking signs be placed on the south side of 500 " Commercial Avenue (Ordinance required) Parking of trucks of over � ton on East side of 1200 block Madeline Street be prohibited. (Ordinance required) On motion of Mr. Jordan, seconded by Mr. R. Jobe the report was approved. The Committee.'of .the Whole submitted the following report. The Committee of the Whole met on September 18th to consider the Army Reserve question of utilities to a certain piece of ground .; owned by Mr. Louis Dulle A motion was made to refer the Army Reserve Sight utilities , question to the Building and Grounds Committee to contact Mr. Dulle ; and try to negotiate on the cost of getting utilities to the ground in question - said motion was made and seconded and passed ` unanimously by the Committee of the Whole. On motion of Mr. Willcoxon, seconded by Mr. Jordan, the report was approved. The following resolution was adopted. WHEREAS, the roadway of Castle Drive, between the curb lines '; from the center of the intersection of Castle Drive and the north .. curb line of Hall Street to the center of the intersection Castle Drive and the pavement 227.0 feet north of the north curb line of Hall Street, in the City of Jefferson, Missouri, is in need of , improvement. THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, that the said Castle Drive, between the curb lines from the center of the intersection of Castle Drive and the north curb line of Hall Street to the center of the intersection of Castle Drive and the pavement 227.0 feet north of the north curb line of ;Hall Street, be graded, burbed and guttered with cement material ;where necessary and paved with portland cement concrete: That the ;work is necessary to be done: That the street aforesaid is between two paved streets which are less than 1200 feet apart and is a :connecting street between them. Resolved further, that anyone desiring to do so, may appear before the City Council on the 6th day of October, 1958, at 8 o' clock P.M. and be heard on the question of the necessity of grading, curbing and guttering and paving with portland cement concrete of said Castle Drive, between the north curb line of Hall Street and a point 227.0 feet north of the north .curb line of Hall Street, as provided by the State Statues of Missouri for the year 1949 . Resolved further that the cost of the said improvement of the roadway of Castle Drive, from the inter- ,section of Castle Drive and the north curb line of Hall Street to a point 227.0 feet north of the north curb line of Hall Street, shall be charged against the lots and tracts of land, fronting or abutting on that part of said street to be improved, in proportion ' to the number of fronting or abutting feet and shall be paid for by special tax bills issued against the property fronting or abutting on any of said improvement, and that the cost of constructing curb ! Recess Meeting, September 18 1958 ; with cement material, shall be assessed against the real estate onl ' din front of which the same is constructed. � t ( Resolved, that the City Engineer be and is hereby instructed to ! prepair plans and specifications for said improvement and an ' estimate of the cost thereof and file the same in .the office of the City Clerk. Resolved, that when the plans, specifications and estimate of cost of said work shall have been filed in the office of the City Clerk, that the said City Clerk shall then cause this resolution to be published for seven (7) consecutive insertions in the Post-Tribune, & .daily newspaper, published and printed in the City i of Jefferson, Missouri.
