Jobe. 1 A quorum was declared present. � Reports of City Officers for the month of September, 1958 +' 41were received. i' The following letter was received from Mr. Henry Schmidt. Honorable Mayor and Members of City Council: ij Gentlemen: The undersi§ned respectfully requests permission to connect a 367' 8" lateral sewer line starting 50 feet west of the ' .east property line thence westerly parallel with Stadium Blvd. but 1,100' south. One manhole to be above existing main sewer and second imanhole on east end of this proposed lateral. To be put in under ,private contract according to specifications of the City Engineers Office. Respectfully, s Henry T. Schmidt /s/ 607 Stadium f On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the !request was granted under the supervision of the City Engineer. A letter was received from Jack Jordan requesting permission to pave and curb and gutter with concrete, Binder Drive from Marilyn to Livingston under private contract and under super- vision of City Engineer. The request was granted. A letter was received from the Junior Chamber of Commerce in regard to making any contribution the Council feels advisable toward this past years Jaycee Cole County Fair. The matter was referred to the Finance Committee. A petition was received from residents of the 1200 block Myrtle Avenue, requesting a street light close to the parking entrance of Helias High School The petition was ordered filed. A letter was received from Mr. Milo Beck asking for an opening for a 20 foot alley from Hilda Street to Beck Street. The request was referred to the Street Committee. ij } A letter was received from Mr. Waldo Hill, administrator of ''the Memorial Hospital, asking the Council to meet with the Special !toad District in regard to the feasibility of widening Southwest Avenue. The matter was referred to the Street Committee and Chairman to get in touch with the Special Road District. A petition was received requesting two street lights on 4rk Street in Golden Acres Subdivision. As the matter has been taken care of, the petition was prdered filed. A letter was received from the Buescher Funeral Home, asking for more lighting at the corner of Capital Avenue and Jackson Street, and suggesting a four way stop and a 20 mile speed zone. j The matter of stop sign was referred to the Police Board. The matter of Street lights was referred to the Water land Light Committee. j A recommendation was received from Police Chief Claude 101 Regular Meeting.- October 6 1958 that Mrs'. Lucille Baysinger be appointed as a policewoman on the Jefferson City Police Department effective October 1, 1958 . The appointment was approved. ! A petition was received from owners of real estate within Sewer District # 50 "D" and asking the City to provide a sanitary sewage system which will serve their needs. The City Engineer was instructed to contact Haskell, Riddle and Sharp to work out something feasible prior to lagoon constructi"n. A letter was received from Col. L. E. Laurion, Corps of Engine�r Dist. Engineer, advising that the Dulle Tract as well as the Wells Tract on East McCarty Street has been rejected by the Chief of Army, Reserves and R.O.T.C. Affairs, Washington, D.C. due to excessive costs. .� The letter was ordered filed. �i i A bid of $100.00 was received from Mr. Paul Doll on Tract. No. advertised September 19, 20, 21. The bid was rejected and the check of Mr. Doll in the amount of $100.00 was ordered returned to him. Mr. Lester Frank stated he would like for the City to vacate property on Allen Drive so it could be filled. On motion of Mr. Dorr, seconded by Mr. Willcoxon, the City Engineers Office was instructed to prepare plans for proper vacatioL On motion of Mr. Willcoxon, seconded by Mrs. Fisher, the bills,,, which were approved by the Accounts and Claims Committee were ordered paid. pi i Mr. Brandon of the Motorola Communications, advised the Council of changes made by the F.C.C. and that the probabile cost to the Police and Fire Department to make changes would be $4692.25. The matter was referred to the Committee of the Whole. A vote of thanks was passed by the Council to Mr. John Rathour and Mr. Runkle for their handling the garbage and trash collection 1 problem during the past month and requested the City Clerk to advise them of the action taken. ;i It was moved by Mrs. Fisher and seconded by Mr. Willcoxon that the City ask for bids on the necessary work to be done on Industrial Avenue to be paid from the Bond Issue money. The bids to be received at the November 3rd Council Meeting. ! Mrs. Fisher spoke about contractors on street improvements noti completing the curbing as it should be. I+ On motion of Mr. Jordan, the City clerk was requeeted to inst � c the City Engineer to contact Mr. Al Brunner in regard to ditching Elizabeth Street properly to take care of drainage problem. The following report was received from. the Safety Council of the P.T.A. On south side curb of St. Mary' s and. Ohio paint yellow all of the way to cross walk and "No Parking" on curb. Have "School Zone" painted on Streets with yellow letters 18 inches high. Have City to Have Mr. Saneke at Bolivar and New Highway from 11;30 A.M. until 12: 30 P.M. on schoolc.days to assist samll children After a traffic count at Ohio and St. Mary' s, Michigan and St. Mary' s, Kansas and St. Mary' s as requested by the Safety Council., the Traffic Division has decided it is not necessary to place stop signs at St. Mary' a since this is dead end going north. It has been requested by many citizens to place signs before entering the 20 mile per hour zones to read "Start 20 mile per hour; zone" and also place signs at the end of said zones to read "End of; Al i02 -RegulaLMegtings October 20 M.P.H. resume speed" . these signs to be placed on all streets with 20 M.P.H. signs. The following report was received from the Water and Light : :Committee. The Water and Light Committee had an emergency meeting due;; ,to the placing of an electric sign on Highway 50 West which would involve a conduit and right of way change. !r Mr. Seville of Division 5 of the State Highway Department j t with the Committee and approved the change of location of the !r ,sign, Mr. Bassman, Building Inspector also approved the change - itherefore, the Water and Light Committee recommends to the City 1; 'Council the change necessary for the erection of the electric sign ich would change the zoning from 25 feet of right of way to 10 feet. The Committee also recommends two lights placed on Lark ;Street and one light on Myrtle Avenue near the entrance to Heliaa ;High School E Gladys Fisher, Chairman /s/ On motion of Mrs. Fisher, seconded by Mr. Jobe, the matter;; regarding the electric sign on Highway 50 West was referred to the i lanning and Zoning Commission. jl The balance of the report was approved. � a The following report was received from the Finance mmittee. The Fire Chief requested the city to pay for the purchase of dress uniforms for the Fire Department or that they be given a +; '!uniform allowance for purpose of buying uniforms. The Finance Committee recommends no action at this time 'and it be held over for further study. 'i The report was approved. i R The following report was received from the Police Board. A. The Committee recommends that Booker Mason' s widow be ';paid his last full months salary. B. We recommend that the City Clerk be instructed to ;advertise for bids for a replacement for Police Car No. 11 and that 1the specifications be for factory police cars as well as passenger Qrs that can be converted into regular police cars. C. . The Committee recommends that the City Clerk be L. partment etructed to write the Sheriff requesting him to separate the two il costs in making up monthly statements between the City Police and Judge Schwaller's Court. The report was approved. The following report was received from the Street f� mmittee. Letter was received from Mr. Jack Jordan calling attention; !� out a manhole cover. This has been taken care. Request of Mr. Sheldon Gentry in connection with 'drainage problem on Marion Drive. We recommend this matter- be Ceferred to City Attorney. 1i Matter of leveling street right of way on Allen Drive, ,requested by Mr. Sheley and Franks. No action taken until we hear from these people in regard to vacating part of the street right of ay. The condition on Armory Drive on both sides of drive, we recommend that the National Guard take care of back slopes. Mrs. Pimpell had a retaining wall washed out (location- is pn Hart Street) she finds it will cost $275.00 to febuild, Street ;Committee recommends that Council pay this amount. i Matter of sidewalk settling near McKay Buick, property weer has been notified to repair same. The request of Geo. Ione for an extension of pipe under 1+ ij 103 Regular Meeting, October 6, 1958 Darlene Street, approved. The matter of no parking on E. Cedar (100 blodk) Street near Central Dairy, we recommend no parking on north side. Jack Jordon requested that the grade be re-established on 'L�vingtston Street from Castle Drive to Ridgeway Drive, also the :grade of Binder Drive from Hillsdale Drive to Livingston Drive, Committee approves request. ! The report was approved. The following communication was received from Mr. P.F. Butzer, , ;Plumbing and Heating Inspector. !! ' Regular Meeting, September 8, 1958 It was moved by Mr. Willcoxon and seconded by Mr. R. Jobe that;; 3the Plumbing Inspector be instructed to see that ditches that are jdug in the streets by contractors et a1 are properly filled as the need arises. The motion was adopted. Wish to add to above motion if the Council wish to do so. And to see where excavations are made in streets or alleys ,or on City property, that permits have been issued before any work is done and permit is on the ,fob. And it shall not be permissible for trenching machine operatorb to remove top surfacing with machine, to be removed by hand or by a mechanical devise so as to leave the sides of the trench intact. Where street surfacing is removed to be approximately 6" wider; ,than the bahk hoe or bucket of trenching machine if trenching machine is used. Back filling of trench to be done that not more than 12" of earth or what ever the back fill may be, and to be carefully rammed or flooded and to continue this operation until trench is filled and to be level with surrounding street or surface. The communication was ordered filed. The following resolution was adopted. "Be it resolved by the City Council of the City of Jefferson, Mo. that the Mo. Power and Light Co. be and is hereby instructed to install street lights at the following places: Two lights on Lark Street One light in 1200 block Myrtle Ave." The following ordinance was introduced. "An Ordinance repealing Ordinance 5179, 5454, and 6045 defining "Milk" and certain "Milk Products" , Milk Producer" , "Pasteurisation", etc. ; prohibiting the sale of adulterated and ' misbranded milk and milk products; regulating the inspection of ,dairy farms and milk plants, and the examination, grading, labeling,;! pasteurization, regrading, distribution, and sale of milk and milk ,products; providing for the publishing of milk grades, the constructio of future dairies and milk plants, the enforcement of this ordinance and the fixing of penalties, and enacting a new Ordinance pertaining; to the same subject."
