A quorum was declared present .
Mr. Bill Hemmel spoke to the Council on the matter of the
'proposed paving of Ridgewood Drive and expressed his opposition to
,;this improvement.
Mr. Dorr advised him that the matter had been referred to the
,Street Committee, but it would not be taken up tonight.

0 Mr. Forrest Carson, Attorney for the Housing Authority reported;
;ion his trip to Ft. Worth, Texas, and stated that more information
would have to be furnished, and spoke of the desirability of the
;City going into land clearance in connection with public housing.
Their Committee will recommend to the Chamber of Commerce that the
Chamber of Commerce get options on the ground and make some avail-
able to people at prices they can pay. The Federal Government will
stand two-thirds of the cost and the City one-third.
'! Mr. Jordan, Chairman of the Finance Committee, made a report on
the matter of renewing the insurance on City Buildings, recommending;
a total amount of $362,940 .00
It was moved by Mr. Willcoxen and seconded by Mr. it. Jobe, that
,,the report be approved and that the insurance be written for a
;period of five years , and that the mayor and city clerk be given
;the authority to carry out the renewing of the policies immediately.;
The motion was adopted.
The matter of taking out insurance on the Street Department
.equipment was referred back to the Finance Committee with instructions
that they look into the matter of Liability Insurance at the same
time.
Mr. Jordan reported that his Committee had been investigating and
,,receiving bids from several Engineering Firms in connection with
off-street parking, traffic survey etc . , and recoimilended that the
'following bid of Harland Bartholomew Associates of St. Louis, in the
amount of $10 , 350 .00 , covering the following services be accepted.
Scope of Services
�I. Parking; En6ineering Stud_and Engineering Report t
This study would relate most specifically to the matter of parking
within the central area (the area between Mulberry and Marshall
;Streets and between Elm Street and State Street, these boundaries
!not being rigidly fixed but allowing of extension if the studies seem
to warrant such extension; also included would be parking in the
south side commercial area) . Specifically, the study would involve
;the following:
1 . Re-evaluation of the locations presently under consider-
ation as off-street parking lots. The re-evaluation would involve
an up-to-dating of the parking use characteristics as determined
in our older studies, would involve an up-to-dating of the curb
and off-street parking inventory of the older studies, would
involve up-to-dating and some internal-internal supplementation
of the origin-destination study recently performed by the State,
and would involve a re-check of land uses in the central area.
Also involved in this phase of the study would be conferences
with representatives of State government in an effort to
determine their future plans insofar as this is determinable.

2. Recommendations as to appropriate design features,
ncluding such items as proposed solution of utility problems, types

ttcluding, in the instance of potential multi-level structures, all

ery important in that it indicates the period over which the
mprovements will have liquidated themselves and is a check against
he reasonableness of proposed rates. It also gives strong indices-
ions as to just when the initial program can begin to pay for otherl
arking improvements needed by the City. I;
6. Evaluation of the relationship of parking to traffic I!

analysis involving the projection of flow to the design-year of 1980 '
nd analyzing and giving recommendations relative to the more obvioub
and large scale improvements which should be made to facilitate
traffic flow both at the present and in the future.

resent the findings of the above described studies and to make
ecoc►mnendations included therein toward the end of the necessary
final decisions .

11. Preparation of suggested legislative changes toward !'

raffic regulatory matters . These recommendations would involve
resentations of methods used in other American cities for this
urpose, analyses of these several methods and their careful
xplanation, and would involve our working with the City Attorney `

ally to the requirements of Jefferson City.

12. Preparation of a suitably illustrated engineering {
eport setting forth the above studies and recommendations. This
ould be a mimeographed report, suitably illustrated, of which
eventy-five (75) copies would be furnished the city.
II. Traffic Engineering Study and Traffic
Report for the Central Area

This study would be supplemental to the parkin g Y stud and
;very properly should be done concurrently with the parking study.

n no instance should it postdate the parking study. Specifically,
he study would consist of: i

1. A determination of both present and projected 1980
flow on the streets of the area described in I above . This
would involve up-to-dating the flow data in the State Highway
Department' s recent origin-destination study report; this �'�
up-to-dating would be accomplished by machine counts at select f
locations throughout the area. The projection would be done {
on the basis of accepted projection techniques, following f
conferences with the State Highway Department. Consideration
would be given to the plans for the proposed expressway and it�)
diversion from many of these central area streets. The capacit�,
of streets within the study area would be determined, particul
attention being paid to intersections; this latter would involy
some intersection counts. j
2. Maximum use would be made of the origin-destination
study prepared by the Spate, which study would be up-to-dated
and would include internal-internal movement estimated it
predicated on nationally accepted techniques .

3 . An isochronic or time-and-delay study would be made
with the cooperation of public employees and representation of ,
i downtown employees, utilizing forms prepared by this office.
The purpose of this study is to show specific "bottleneck"
areas and point up the extent to which they contribute to
congestion. i
4 . Land use up-to-dating in the central area.

` 6 . Recommendations as to specific steps to be taken to I�
j improve traffic flow in the cei►tral urea. This would include
'( recommendations as to signing, painting, si.gnalizat•ion and its �I
timing, curb parking regulation, the elimination of or control I�
of turning movements, the advisability of any one-way street I�
arrangements, and other such capacity increasing considerationslf.

1. Combination of all items in I and II above.
2. Up-to-dating of land uses in the Jefferson City area.l
This would not be a highly detailed land use inventory, but
would suffice to show the extent and nature of growth which
has taken place since the completion of the land use studies
made earlier by this firm.

3. An isochrone or time-and-delay study to determine
areas of maximum congestion in the city. This would be a
study requiring the cooperation of numerous employees in the
central area. This firm would prepare appropriate forms, give
necessary instructions, and compile and digest data obtained.

4. Up-to-dating the origin-des tination study made by the
State, including estimation of internal-internal movements by
nationally accepted techniques. The current origin-destination.
data would then be projected to the design-year of 1.980, again
utilizing well-known techniques, toward the end of providing an
ultimate check just ust which improvements would provide �.
f maximum benefit to Jefferson City.
S. A detailed check of those improvements proposed by
the Mayor' s Committee. This analysis and check would be
followed by proposed specific recommendations as to exactly
what improvements whould be made, involving such items as the
effect on utilities, on cross street crowns, on adjoining
property, etc.

6. Recommendation of proposed standards of improvement
by specific location of improvement.
7 . Preparation of estimates of cost of improvements.

9. Necessary meetings with official bodies in order to
present the findings of the above described studies and to

This simply recognizes the fact that the 5 . 25% has a modest
I allowance in it for limited preliminary study.
Time of Completion of Engineering
Studies and Design
If engaged to perform the work herein proposed, we could
begin work within two weeks of notification to proceed. It
is estimated that we could complete all of the engineering
studies, reports, and engineering design, construction plans !(
and specifications within a total period not to exceed seven I
(7) months. The various reports could be completed within
three (3) months and certain of the plans and specifications !�
could be completed very shortly thereafter. In short,
ii although it would require some seven (7) months for completioty
I� of everything except the supervision and inspection phases, !
!} work could be begun essentially at the start of the construe- i
Lion season next year.

the 900 block of Jackson Street between Hickory and Atchison. !�

A communication was received from members of the Police Dept
thanking the Council for the clothing allowance granted to members
Iof the Department.
A petition was received requesting the Council to grant

11permiasion for paving the remainder of Allen Drive. i

A request was received from eight property owners for a scree
Oign at the upper end of Allen Drive and also for a street light on
!the previously paved part of Allen Drive.

A communication was received from Rev. Msgr. Paul Kertz, !!
&tating that there is an alley from McCarty Street, south through
their property, that has never been officially closed and deeded to
the Immaculate Conception Church.

A report was received from the Planning and Zoning Commission,
recommending that attached ammendment to a proposed ordinance regard;-
ling the filing of plats of new subdivisions be adopted and made a ;
jpart of the ordinance.
The report was approved.
A report was received from the Planning and Zoning Commission, {:
regarding the request to re-zone lots 11 and 12 of the L.M. Beck i
Subdivision and recommending that those two lots, presently in the
,A-2 District be re-zoned and placed in the "F" District, and also
recommending that in order to allow warehouses and wholesale houses '
to be allowable in the 'T' District, that Zoning Ordinance No. 2880 !:
be amended to specifically allow such usage in the "F" District by
adding to Section 1102 of Article XI the following:
13. Warehouses and wholesale business.
The report was approved.
A report was received from the Planning and Zoning Commission
in regard to the request of the Cole County Industries Co. for a j;
special permit to construct a readymix concrete plant on Industrials;
Road. The Commission requests thirty days additional time, over 1
the regular thirty days to allow investigation of the amount of
dust that may be expected from such a plant. ('

A report was received from the Planning and Zoning Commission,
regarding the revised plat of Isadore A. Bax of part of Outlot 91. i
The Commission reported that on January 31, 1958, it had provisionally
�approved a plot of this same tract of ground, and that the Commission
Ihas today reconsidered its approval of the Plat on January 31, 1958,;
and recommends that the later plat be approved, provided that it
; shows a surface drainage easement to the City from the north east f
! side of lots 3 and 4 to the north line of the Bax property.

s� A report was received from the Street Committee stating that
! the matter of paving Ridgewood Drive be held over for further study.!
The petition of Mr. Eggert for a sewer - recommend that City
;Engineer be instructed to establish a Sewer District .
The matter of permitting lots outside of City limits to connect��
i{to our Sewers, plans were presented to us by Dave Brown - we I�
ilrecommend that City Engineer and City Attorney write to the State
Board of Health and find out what their position is on this matter.
Street Committee recommends that parallel parking stalls be
painted on both sides of street on Miller, Madison, and Monroe by
.Junior College, also paint stalls on Capitol Ave. between Monroe and;
Jefferson Street. i

Commission on February 3, 1958 , was called up for 3rd reading.
"An ordinance, regulating the subdivision or resubdivision of
lands into lots, plots or building sites; providing for submission
and approval of maps or plats for such subdivision or resubdivision
providing for certain minimum improvements; providing for the
enforcement of the regulations herein set up; providing penalties
for the violation of this ordinance."
On motion of Mr. Willcoxen, seconded by Mr. Vanderfeltz the
ordinance was read the 3rd time by title and passed by the followin
vote.
