Reports of City Officers for the month of February were

Mr. Bud Hemmel asked about the matter of improving Allen Drive ,;
hich was referred to the Street Committee.
Mr. Dorr advised that nothing was done by the Committee,
ecause of the legal tangle over who owns part of the property.
Mr. Booker inquired as to the matter of paving Hart Street
idgewood Drive. P
Mr. Dorr stated that no action has been taken by the Committeeii
On motion of Mr. D. Jobe, ' the bills which were approved by the
ccounts and Claims Committee, were ordered paid. !
Mr. Willcoxen moved that the local printing companies be
iven opportunity to bid on the printing of the bonds to be issued
y the City.
Mr. Willcoxen reported that the Airport Committee had received]
ids on the installation of a canopy and awning at the Airport
icket Office, and had accepted the bid of the Roark Window Co. in
he amount of $1,232 .50 .
On motion of Mrs. Fisher, seconded by Mr. R. Jobe, the action ;
f the Airport Committee was approved.

Mr. R. Jobe reported a drainage problem at 1602 E. Elm Street. !
The matter was referred to the Street Committee. E
A report of delinquent Liquor Dealers was received from the
ity Clerk and was referred to the Chief of Police. y
A petition was received asking the Council to establish a ;
ewer district in the area of Buena Vista and Edmonds Street .
The matter was referred to the Street Committee.

A letter was received from Warden E. V. Nash, asking approval �.
o extend the sidewalk in front of the Administration Building I
Itraight west, starting at a point 42 feet west of the Main Entrance
nd asking if the Penitentiary would be obligated to provide the j.
aterials extending the present street north to the new location of I
she sidewalk.
The matter was referred to the Street Committee and City
Engineer.
A letter was received from Mr. W. R. Nunn of 2047 West Main ±'
treet, in regard to damage etc. , caused by failure of Brunner Const
o. to properly back fill after laying a new sewer line from Industrtal
rive to Main Street, and asking the City to pay the plumbers bill
nd the cost of restoring the driveway.
The matter was referred to the City Attorney for advise as to
ur liability.
Mayor Ellis presented a letter from Col . Clyde Lear et al,
sking that the entrance streets to the Armory Site off St. Mary' s
lvd. be named Armory Drive East and West and also suggesting that
he Armory number be established as 801 Armory Drive.

Miss Francille Bailey to succeed Mrs. Margaret Pinet, resigned';

The appointments were approved.
j A petition asking that a 20 mile per hour speed sigh or "Slow
' Children Playing" sign be installed at the curve of Vetter' s Lane
, and Elm for west bound traffic and a sign at the corner of Houchin
and Elm for east bound traffic.
The request was referred to the Police Board. �+

received from Mr. Glenn Watson, President of the City Bus Lines, Inc� .
;,. stating; that certain bus fares would be raised effective March 8 , 1.958
j The communication was ordered filed and the Council went on
record as protesting the raise in bus fares.
The Council went on record as disapproving the proposed raise if
in bus fares and ordered the conununication filed ut►der protest. ;I

i: November 5, 1957, consistent with the commitments made by the Bond ;1
; Issue Election Campaign Committee as to the benefits that were to
i" be derived by the city from the approved expenditures.

It is understood that this advisory committee is charged with
the responsibility of keeping; the public fully informed in connectiipn
with the planning; and execution of these various projects in keepin�
" with the spirit of the election campaign which was passed upon the i
faith reposed by the people iii the city government to expend these
;, funds appropriated to achieve certain desired improvements , the
' plan for which was presented in a rather indefinite and general
form necessarily.
It was further understood that the scope of this committee' s
activities are to be restricted only to the projects that come
under proposition No. 1 and proposition No. 2 voted on at a special's
election held Tuesday, the fifth day of November 1957, and that

this committee' s term of office shall be considered as terminated
when projects have been completed with appropriations authorized is
by said election exclusive of the expressways which are considered i?
as under the scope of the Highway Department and the city govern- I!
ment and not under the assigned ,jurisdiction of this committee.
This committee is to be privileged to incur necessary expenses ;
that may be required, subject to the approval of the City Council.
The duties and responsibilities of this committee are understood
to be limited to investigate, study, and make recommendations to th
City Council and the Mayor concerning the location, priority, E'
engineering, and financing of street widening, new streets, city
trafficways, and off-street parking to be constructed within the
City of Jefferson out of funds voted for that purpose at the specia

On motion of Mr. R. Jobe, the statement was ordered filed and
spread upon minutes of meeting.
Mrs. Fisher Chairman of the Water and Light Committee made

a report that the Water and Light Committee recommends to the City
Council that a light be placed in the 300 block Colorado Street. t
On motion of Mr. R. Jobe, seconded by Mr. Vanderfeltz the
report was approved.
Mr. Scrivner, chairman of the Police Board, reported that his
committee recommends that the ordinance establishing one way traffic
l at the intersection of West Main and High Streets be arrmiended to j
Mallow east bound traffic to enter both streets, but all cars
entering West Main must yield right of way to traffice from High St:
That the one -way radio on the three wheel motorcycle be
( traded in on a two-way radio at a difference of cost of $165 .00
That a No Parking Zone be created on the West Side of Jackson
Street, from the Intersection of Atchison and Jackson, a distance
of two hundred and ten (210' ) feet, to the Intersection of Hickory
and Jackson.
On motion of Mr. Jordan, seconded by Mr. R. Jobe the report
was approved.
Mr. Jordan, Chairman of the Finance Committee, made the following
report. i
The matter of taking out insurance on the Street Department
equipment was referred back to the Finance Committee with instructi6ns
that they look into the matter of Liability Insurance at the same (;
time.
The Finance Committee has looked into Liability Insurance and
we are recommending the following to the City Council.
Liability Insurance on the City trucks as follows: f
Two ( ' 52 Internationals) two (56 Internationals) and
two ( ' 57 Chevrolets)
Liability Insurance on trucks, per truck is $70.30 per year,
which is $421.80 per year for our six trucks, less a 10% discount is
which is $379. 62 per year for the six trucks. This coverage is
25,000, 50,000 and 10,000.
Fire and theft and combined additional coverage based on actual,
cash value of our six trucks is $55.52 per year. s
Manufactures and Contractors Liability on balance of City I'
Street Department equipment is as follows.
Coverage of 25,000, 50,000 and 10,000 is $103.46 per year.

The Council took up for consideration the matter of calling I
',for bids on certain of the bonds of the City of Jefferson, Missouri,,
as authorized at an election held in said City on the 5th day of
f�ovember, 1957 . After a discussion of the subject, Councilman
,� alph Jobe offered and moved the adoption of the following resolution .
RESOLUTION TO DIRECT SALE OF BONDS l�
BE IT RESOLVED by the Council of the City of Jefferson, Cole it
'County, Missouri, that Eight Hundred Thousand Dollars ($800,000) of
bonds of said City, authorized under Proposition No. 1 at the special
;election held in said City on the 5th day of November, 1957, and
W�o Hundred Thousand Dollars ($200,000) of bonds authorized cinder
;Proposition No. 2 at said election, be offered for sale to the
ighest bidder therefor on the 7th day of April, 1958 . f

�j BE IT FURTHER RESOLVED that said bonds be combined into a
!6ingle series of bonds in the amount of One Million Dollars
($1,000,000) and that said bonds be sold on sealed bids to be filed Ef
Vith the City Clerk of said City at the City Hall, Jefferson City,
Missouri, at or before the hour of 8 o' clock P.M. , Central Standard I�
rime, on the aforesaid date; each bid to be accompanied by a certifi'd
'(or cashier' s) check on some solvent bank or trust company in the !

BE IT FURTHER RESOLVED that bidders for said bonds be requested

Said bonds are to bear date of May 1, 1958 , are to be of the de-
nomination of One Thousand Dollars ($1,000) each, and shall
bear interest at a rate or rates to be determined pursuant to
sale of said bonds, payable November 1, 1958, and semi-annually
thereafter on May 1 and November 1. in each year. Both princip8l
of and interest on said bonds will be payable at a bank or i
trust company to be designated by the purchaser, subject to
approval by the Council, and said bonds shall mature serially, i,
without option of prior payment, on May 1 in each of the yearsi

Bidders. are requested to designate in their bids the price they
will pay for bonds bearing interest at a rate or rates, but
not more than three different rates, likewise to be designated
in their bids; provided, however, that each interest rate so
designated shall be a whole multiple of one-eighth of one per
centum (1/8 of 17.) , and that all bonds of the same maturity
shall bear interest at the same rate.
i Proposals should be addressed to the Council and should be
filed with the City Clerk on or prior to the date and hour
hereinabove named. Each bid must be accompanied by a certifi-
ed (or cashier' s) check, payable to the City of Jefferson,
Missouri , in the amount. of Teti Thousand Dollars ($10,()00) , to
evidence the good faith of the bidder.
Proposals tendered by mail should be addressed to the Council, ,
City Nall, Jefferson City, Missouri, and should be plainly
marked "PROPOSAL FOR BONDS."
The Council reserves the right to reject any or all bids, and
all bids must be made on the form supplied by the undersigned. ;
These bonds are issued to provide funds in the amount of
$800,000 (of $2, 225,000, authorized at an election held
November 5, 1957) for the purpose of creating, opening, and
improving public streets in said City and to pay one-half the
cost of acquiring rights of way for streets designated as
expressways, all the remainder of the cost of such rights of
way and all the cost of constructing and maintaining such
expressways to be paid from state and federal funds, and in the
amount of $200,000 (of $750,000 authorized at an election held '
on November 5, 1957) for the purpose of planning designing,
acquiring, constructing, equipping, and improving property for
parking motor vehicles in said City. It is not contemplated
j that any additional bonds out of these authorizations will be
offered prior to September 1, 1958 .
These bonds are offered subject to the unqualified approval of
the legality thereof by the law firm of Charles and Trauernicht;
of St . Louis, Missouri. The City will pay legal fees and will ;
pay for the printing of the bonds and the registration thereof
by the State Auditor of Missouri . Delivery of the bonds will
be made to the purchaser within forty-five days after the
