A communication was received from Mr. Roy Farmer, Cemetery ' Custodian, suggesting that the driveway in the New City Cemetery be surfaced with blacktop. The matter. was referred to the Building and Grounds Committee.; i A request was received from Police Chief Claude Short for two it conditioner units in the Police Department. fThe matter was referred to the Building and Grounds Commnittee4 A report was received from the Planning and Zoning Commission,' recommending that the request for a special permit to construct a eady-Mix Cement Plant on Industrial Road by the Cole County 1Industries Company be denied. The report was approved. c. ` On motion of Mr. Dorr, seconded by Mr. Scrivner, it was rdered that the $3,500.00 due Bartholomew and Associates, on April lot be , paid out of the General Revenue Fund, and that this amount be refunded to the Revenue Fund, when the money is received I' from the sale of bonds, and that other expenses connected with the 1 ,same matters be handled in the same way. A petition was received Asking that the alley way between Yolk and Taylor and Water and Hough Streets be installed. The matter was referred to the Street Committee. i ! A communication was received from Mr. Raymond G. Scheperle, equesting that the list of businesses that are permitted to operate 'tin Zone "F" , be made to include, Public Amusements and paid !recreation. The request was referred to the Planning and Zoning Commission: f� Mr. Henry W. Ells, Jr. and a Committee from the Veterans of ;Foreign Wars, spoke to the Council advising that they were sponsoring a circus on May 2nd. , and that all profit from same goes to community Projects, and requested that the City license fee usually Charged for same be waived. �&s On motion of Mr. R. Jobe, seconded by Mr. Condit, the request referred to the Finance Committee with power to act. Mrs. Fisher reported that there is no street sign at Aurora treat and Tanner Bridge Road and also that the "30 Mile Zone" sign s down on Bald Hill Road. I The Street Commissioner reported that the culvert or tunnel att lKadison and Dunklin Streets has a hole on the side or top about x 4 feet, which will require about six loads of dirt to repair. On motion of Mr. Dorr, seconded by Mr. Condit the matter was j eferred to the City Engineer and Street Commissioner with power to joct. ' i1 On motion of Mr. Dorr, seconded by Mr. R. Jobe, the City �ttorney and City Engineer were instructed to explore the situation ; n Boonville Road in regard to securing right of way for improvement' rom Hayselton Drive to a little way past Lowell Drive and report ack to the Council. ' On motion of Mr. Dorr, seconded by Mr. Jordan, the City ngineer was instructed to contact the Telephone Company in regard Recess Council Meeting, March 24 1958 ' to repairing the damage done by them on Boonville Road. f The following requests, etc. were referred to the Police Board. 1. Request of Library Board for parking space for Bookmobile) 2. Requests for one parking space in front of taxicab office. 3. Suggestion that Police cars No. 11 and 12, be traded in �i each six months. The Committee of the Whole reported that they recommend the matter of Insurance, including all phases, be referred back to the Finance Committee. The following resolution was introduced. i; "Resolution authorizing and recommending and directing the ±, Mayor and the President of the City Council to comply with the ' IiMissouri Civil Defense Planning Directive, dated December 1957, form E :, the purpose of establishing and organizing for the Civil Defense of ±Jefferson City, Missouri, to be organized and called the Jefferson �ICity Civil Defense Authority which shall be under the direct control �of and responsible to the Executive Department named hereinafter, 11 (1) a letter from the Mayor directing (2) all city departments and agencies to take part in and become a part of the Civil Defense Organization, (3) these agencies and departments as names will prepare written plans and so organize, train and equip themselves as to carry out their assigned mission in keeping with the overall civ l l�defense plan prepared and furnished by the Director of Civil Defens�', , 1 (4) they shall be responsible to the Executive Authority which is ;,composed of the Mayor and City Council in carrying out their astignOd 1�missions. { BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON CITY, MISSOURI, AS FOLLOWS: I Section 1. That the Mayor and the President of the City :Council and its members are authorized and directed to comply with ;=the Missouri Civil Defense Planning Directive, dated December 1957, Ifor the purpose of establishing and organizing for the Civil Defense Ilof Jefferson City, Missouri, to be organized and called the Jefferson City Civil Defense Authority which shall be under the direct control of and responsible to the Executive Department named , hereinafter, (1) A letter from the Mayor directing (2) all City ,Departments and Agencies to take part in and become a part of the Recess Meeting, March 24 1958 Civil Defense Organization, (3) these Agencies and Departments as named will prepare written plans and so organize, train and equip themselves as to carry out their assigned missions in keeping with the overall Civil Defense Plan as prepared and furnished by the Director of Civil Defense, (4) they shall be responsible to the Executive Authority which is composed of the Mayor and the City bouncil in carrying out their assigned missions . The original of any and all maps, plans and route be used and any and all other written instructions in the j furtherance by the Director of Civil Defense shall be on file in thep office of the City Clerk and such changes are to be made from time ;to time as are needed and said heretofore referred to maps, plans And routes to be used and any and all other written instruments to be used in the furtherance of this program are considered to be and �! are herein made a part of this Resolution by reference. Any and alli' changes made in any written instruments herein referred to shall 'bear the signature of the Director of Civil Defense or his duly authorized and appointed assistant. Said signature shall be attested 'to by the City Clerk. �assage of the above resolution is hereby recommended. Passed this 24th day of March, 1958 . The following resolution was introduced. "A RESOLUTION EXPRESSING ASSURANCE OF PURPOSE AND INTENT TO DEVELOP AND SUBMIT FOR APPROVAL BY THE HOUSING AND HOME FINANCE AGENCY OF THE FEDERAL GOVERNMENT A WORKABLE PROGRAM FOR THE CITY OF JEFFERSON, MISSOURI WHEREAS, it is anticipated that application for certain Federal financial assistance will be made to the Public Housing Administration by or on behalf of the City of Jefferson, Missouri; a0d, WHEREAS, the governing body of the City of Jefferson, Missouri., ,has been fully informed relative to the requirements of Federal law that to qualify for such Federal aid it must submit to the Housing and Home Finance Agency a workable program which shall include an official plan of action, as it exists from time to time, for effec lively dealing with the problem of urban slums and blight within the; community and for the establishment and preservation of a well-plannid community with well-organized environment for adequate family life, and i WHEREAS, it is the present desire, purpose and intent of the governing body of the City of Jefferson, Missouri, to utilize appropriate available private and public resources to the end that our community may rid itself of and prevent the development or Spread of slums and urban blight and to undertake such of the afore paid or other feasible community activities as may be suitably employed to achieve these objectives: IJOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI: That there be recorded this expression of our understanding of the responsibilities which this City of Jefferson, Missouri, must assume in preparing, presenting for approval and carrying out Recess Meeting, March 24 1958 to accomplishment a "Workable Program" for this community on or before the date which shall be established for the execution of an Annual Contributions Contract for the low-rent housing project of the j Housing Authority of the City of Jefferson, Missouri. i BE IT FURTHER RESOLVED, that the Mayor of the City of Jeffers n, Missouri, be, and he 3s hereby, authorized and directed to submit to the Regional Administrator of the Housing and Home Finance Agenc , a certified copy of this Resolution as evidence of the good faith, intent and purpose of this body to develop and submit on or before the indicated date an appropriate "Workable Program" for our community. PASSED AND ADOPTED this 24th day of March, A.D. , 1958. "An ordinance providing for the improvement of the roadway of Ridgewood Drive in the block from the center of the intersection of Ridgewood Drive and Hart Street to the center of the intersection o Ridgewood Drive and the west line of lot 6, Block 3, Jefferson I Heights, in the City of Jefferson, Missouri, by paving with , portland cement concrete pavement." + r On motion of Mr. Dorr, seconded by Mr. Jordan, the ordinance was Bread the third time by title and placed on final passage, and was passed by the following vote. "An Ordinance approving a cooperation agreement with the , housing authority of the City of Jefferson, Missouri WHEREAS,. pursuant to resolution adopted by the City Council o the City of Jefferson, Missouri, at a regular tweeting of said Counc 1119 held on the 3rd day of February, 1958, the Mayor of said City executed a certain Cooperation Agreement on behalf of said City." Read lot time at length, 2nd time by title and on motion of Mr. R. Jobe, Jr. seconded by Mrs. Fisher, the rules were suspended and the ordinance was read the 3rd time by title and placed on is final passage and was passed by the following vote.
