I; ;'The City Clerk reported to the Council that, as previously directedil ;'by the Council, he had mailed t� all interested banks, bond houses, i; ':!and investment bankers in the S ate of Missouri and elsewhere ';printed copies of a "Notice of Bond Sale" in relation to One Millio�.i ';Dollard ($1,000,00) Public Improvement Bonds of the City of Jefferson, Missouri, as authorized at a special election held on th4 15th day of November, 1957, and the Clerk further reported that to ;leach copy of the aforesaid "Notice of Bond Sale" there was attached `, Na printed form of a "Proposal for the Purchase of $1,000,000 Public ! ;' Improvement Bonds of the City of Jefferson, Cole County, Missouri," a!and a financial statement of said City. The Clerk further reported that, as previously directed by the Council, the aforesaid Notice it' of Bond Sale was published in The Bond Buyer, a financial journal ; "published in the City of New York. i i� !��The City Clerk further reported that, pursuant to the aforesaid j Notice of Bond Sale, there were filed with him, at or before the ii 'hour of 8o'clock P.M. , Central Standard Time, on Monday, the 7th ,day of April, 1958, fourteen (14) sealed proposals for the purchase' It ;of said bonds, and the Clerk then and there presented said sealed 1proposals to the Council. Thereupon, the Mayor instructed the Clerk to proceed to open the said sealed bids and to read the same I aloud in the presence and hearing of the Council and of the bidders ! .'assembled. Thereupon, Councilman Jordan offered and moved the 1"doption of the following resolution; t t t Re ular Meeting, April 7, 1958 IIII RESOLUTION TO ACCEPT BID FOR ONE MILLION 4 ~ I! DOLLARS ($1,000,000) PUBLIC IMPROVEMENT BONDS OF THE CITY OF JEFFERSON, COLE COUNTY, MISSOURI. WHEREAS the bid and offer of The First Boston Corporation for the purchase of One Million Dollars ($1,000,000) Public Improvement Bonds of the City of Jefferson, Cole County, Missouri, bearing interest as follows: Ii Maturities Interest Rates I 1959-1972 2-1/.2% 'f 1973-1978 2-3/4% �! at and for the price and sum of one million two hundred twenty dollars ($1,000,220.00) and accrued interest to the date of delivery of said bonds, at a net interest cost of three hundred twenty-one thousand ; seven hundred fifty-five dollars ($321,755.00) , and at an effective ` interest rate of 2.65255%, is the highest and best bid made and offered for said bonds: 4 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Jefferson, Cole County, Missouri, that the One Million Dollars ($1,000,000) Public Improvement Bonds of the City of Jefferson, Cole', County, Missouri, dated May 1, 1958, bearing interest as follows: i Maturities Interest Rates 1959-1972 - 2-1/2% (j 1973-1978 2-3/4%p shall be and the said bonds are hereby awarded and sold to The Mrst Boston Corporation at and for the price and sum of one million two hundred twenty dollars ($1,000,220.00) and accrued interest to ; the date of delivery of said bonds, at a net interest cost of threes, hundred twenty-one thousand seven hundred fifty-five dollars ( ($321,755.00) , and at an effective interest rate of 2.65255%; all i� ,accordance with the terms of sale as contained in the "Notice of i Bond Sale" and in the "Proposal for the Purchase" of said bonds . �! � BE IT FURTHER RESOLVED that the checks of all unsuccessful bidders i Ifor said bonds shall forthwith be returned to them upon their , respective receipts therebor, and that the check of the successful 1; bidders shall be held uncashed by the Treasurer..of said City of l pefferson, pending delivery of the said bonds in accordance with the , terms of sale and award. Councilman R. Jobe, Jr. voted Aye Councilman Jordan voted Aye i li Regular Meetin April 7 1958 Councilman Scrivner voted Aye Councilman Vanderfeltz voted Aye Councilman Willcoxon voted Aye The motion having received the affirmative vote of all the Councilman .present, the Mayor declared the motion carried and the resolution ; adopted, this 7th day of April, 1958. :'The City Clerk presented to the Council the following bids which �R ;were filed with him, for the printing of the $1,000,000 Public 'Improvement Bonds of the City of Jefferson, Missouri. ' Von Hoffmann Press Inc. Jefferson City, Missouri $1, 125.00 S.C. Toof & Co. , Memphis, Tenn. , $0.34 per bond plus $15.00 for ;! each rate change. Northern Bank Note Company, Chicago, Ill. $272.00 plus $12.50 for each change of interest rate. Columbian Bank Note Company, Chicago, Ill. $274.00 plus $15.00 for each change of interest rate. It was moved by Mrs. Fisher and seconded by Mr. Hager that the lowest bid be accepted and that acceptance of bid be postponed until information can be obtained as to the additional cost of printing the bonds with the facsimile signature of the Mayor and ,impressing the seal of the City on each bond. The motion was adopted. A petition opposing the proposed rezoning of lots 11 and 12 of the L.M. Beck Subdivision from an "A-2" single dwelling District to a District "F" Highway Commercial District was received. Mr. Simpson and his Attorney, Mr. Eagan appeared requesting that the rezoning be done. Mr. Schneider, Mr. Rehagan, et al spoke to the Council opposing the proposed rezoning. It was moved by Mr. Jordan and seconded by Mr. R. Jobe, that thl petition be referred back to the Planning and Zoning Commission fort, a hearing there, and that the Ordinance providing for the rezoning ; be read the 1st and 2nd time and referred to the Planning and Zoning Commission. The motion was adopted. On motion of Mrs. Fisher the bills which were approved by the Accounts and Claims Committee were ordered paid. s The matter of purchasing an additional electric typewriter for the City Collector's Office was referred to the Finance Committee. Mrs. Fisher spoke of the traffic problem in the 1500 block Russell Street near Monroe and Jackson. The matter was referred to the Traffic Sergeant and Police Chief to report back. A request was received from Mr. Jack Jordan, for permission to Pave and curb with concrete material, Livingston Street between Ridgeway Drive and Binder Drive (166feet) . The request was granted under supervision of City Engineer and prevailing wage Ordinance complied with. A petition was received from property owners asking that Norris Street between Hillsdale and Livingston Street be paved with concrete * material. The City Engineer was instructed to take the necessary steps on the above paving. A petition was received from Major Brothers to establish the grade of Jobe Street in Hough Park Subdivision and ask permission aX7 Regular Meeting, April 7, 1958 to grade the above Street. The request was granted under supervision of the City ;!Engineer. +� A request was received from Mr. John Bauer, President of the Woodlawn Cemetery Association, for the usual annual payment of $800.00 to the Association for the year 1958 . I The request was granted. A communication was received from Mr. Thomas Walsh of 409 West High Street, concerning traffic problems and school signs at ' ,(the intersections of High and Mulberry Streets. j The matter was referred to the Police Board. I Appointment of Mr. Kenneth J. Gove as Traffic Officer in place of George Reed, resigned, was received from Mayor Ellis. The appointment to be effective as of April 1, 1958. 1� The appointment was approved. j � f !� A letter was received from A. P. Stephan, M.D. , asking ,;that the alley east of Johnson Street and North of Hough Street, be 1iopened for use. The request was referred to the Street Committee. i ''i Bids for Auto license stickers and dog tags and other tags, as requested by the City Collector, were received from Von Hoffman Press and Central Printing Co. On motion of Mr. Jordan, seconded by Mr. Condit, the bid '. Hof Central Printing Co. in the total amount of $510.05 was accepted.' Bids on the improvement of Ridgewood Drive from Hart Street ±Ito the west line of lot o, block 3, Jefferson Heights were received as follows. Sheldon Gentry $13,2b5. 10 E. P. Barnett $130849 .75 The bid of Sheldon Gentry was accepted. ;i I' A letter addressed to the Mayor was received from the ;;State Board of Health, in regard to the matter of allowing property it jyowners outside of the city limits to connect with city sewers. The matter was referred to the Street Committee, City ;l ttorney, and City Engineer for further study. A report was filed by Mr. Phil Butzer, Heating and Plumbing Inspector on the matter of smoke nuisance at Montgomery and and at Tweedie Shoe Factory. j The report was ordered filed. The Building and Grounds Committee recommends to the `City Council the following: f, 1. That Roy Farmer be instructed to put up archway with name at entrance of Longview Cemetery 2. That Mr. Curtis be instructed to level and blacktop the roadway inside of Cemetery 3. That the City Council instruct the Chief of Police to ask for bids for air conditioner and have them in by the 15th of April. I� The report was approved. i A report was received from the Water and Light Committee ecommending that a light be placed on Allen Drive. I The report was approved. 1 Street Committee Report: A letter was received from Warden E. V. Nash, asking �lapproval to extend the sidewalk in front of the Administration ( Building. Committee approves request under the supervision of t� Regular_Meeting, April 7._J958 City Engineer. Mr. Nash asked if Penitentiary would be obligated to buy ;material to extend street north to new location of sidewalk. ,,Committee advises that property owner always pays for the cost of ;,improved street. Petition asking Council to establish sewer district in the area of Buena Vista and Edmonds Streets. This matter held over fore further study. The report was approved. A report was received from the Police Board recommending that ,]one parking space be allotted the Yellow Cab Co. and one space to I�City Cab Co. , and that taxis are not to be permitted to park on ''streets in downtown area except in designated parking spaces . This , ]'was amended to restrict cabs in any metered zone, except in designated ;]space, meter heads to be taken out and sign placed on pole reading ]taxi stand. Recommending that a 30 foot space at the Library Building 'At the north end of the lot be allotted for the Bookmobile, also '!that the City Clerk advertise for bids for a replacement of Car No. ' 15 "according to specifications to be submitted by the Chief of Police ! The City Attorney was ordered to draw up Ordinance giving taxicabs one zone and prohibiting from parking elsewhere. �j The report was approved. The following resolution was introduced. "Be it resolved by the City Council of the City of Jefferson, ',Missouri, that the Missouri Power and Light Company be and hereby its infitructed to install a street light on Allen Drive." On motion of Mr. Scrivner, seconded by Mr. Jordan, the resolution was adopted. The following resolution was introduced. "Be it resolved, by the City Council of the City of Jefferson. Missouri, that Sheldon Gentry, be awarded the Contract for the construction of Ridgewood Drive, from Hart Street to the west line of lot 6, block 3, Jefferson Heights, the said Sheldon Gentry having .the lowest and best Bid." On motion of Mr. Dorr, seconded by Mr. Jordan, the resolution .was adopted. I The following ordinance was introduced. "An ordinance changing, amending and modifying the zoning map of the city of Jefferson City, Missouri, as incorporated into Ordinance Number 5880 with reference to certain specifically described land by rezoning said land from a District "A-2" single family dwelling district to a District "F" highway commercial ` district." Read 1st time at length, 2nd time by title, and on motion ofi. .Mr. Jordan, seconded by Mr. Dorr, the ordinance was referred to the !; Planning and Zoning Commission. The following ordinance was introduced. "An Ordinance, of the City of Jefferson, Missouri, vacating and discontinuing as a part of the public thoroughfare, all that part of the alley lying between lots 1,2,3,4,5,6,7,8,9,10,11, 12,13 and 14 Block 2 of Ferguson Place a subdivision of part of Outlot 93, as ; recorded and plated in Book 1 Page 100, Cole County Recorder' s Office. And authorizing and directing the Mayor of the City of Jefferson, Missouri, to execute all necessary instruments to the owners of the . adjacent lots to and for said alley so vacated, as the parties entitled thereto, as shown by the record title to said adjacent and ; abutting property and declaring a reverter to the respective owners of said real estate."
