AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH
EXCEL ENVIRONMENTAL RESOURCES, INC.
WAS, the Borough of Carteret is in need of professional environmental services
to the DuPont Agrico property on Roosevelt Avenue; and
IEREAS, Excel Environmental Resources, Inc. possesses the requisite knowledge,
ping, experience and professional license to provide expert technical, regulatory, and
tegic consulting to the Borough on the aspects of the subject property as it relates to
Borough's interests in property acquisition; and has submitted a proposal to provide .
services at a cost not to exceed a total amount of $15,955.00; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
forsaidpurpose. Account#: 0-04-16-105-201
THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
teret as follows:
1. The proposal from Excel Environmental Resources, Inc. for
professional environmental services related to the DuPont Agrico
property on Roosevelt Avenue in the Borough in an amount not to
exceed $15,955.00 at the rate set forth in Excel Environmental
Resources, Inc.'s existing contract with the Borough is hereby
approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:11-5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.
4. A copy of this Resolution to be forwarded to the Borough's
Purchasing Department, the Borough's Director of Engineering and
Excel Environmental Resources, Inc.

Excel Environmental Resources (Excel) has prepared this Work Scope and Cost proposal for expert professional
environmental consulting services associated with the former DuPont Agrico Site over a period of time estimated at two
months as detailed in the Time and Materials Cost Estimate provided in Attachment A. Based on our understanding of the
Borough's short-term needs, this Scope of Work is designed to provide expert technical, regulatory, and strategic consulting to
the Borough and, to the extent requested by the Borough, to DuPont and/or its LSRP on the environmental aspects of the
subject property as it relates to the Borough's interests in property acquisition.
This Proposal has been prepared in accordance with the terms and conditions previously established between Excel and the
Borough of Carteret and the labor rates specified in the Time and Materials Cost Estimate provided in Attachment A. This
Work Scope Authorization is valid for a period of 60 days, as authorization to proceed, please sign in the space indicated and
return a signed copy to our office via fax or email. Should addiitonal time beyond what is budgeted herein be requested, Excel
will issue a Supplemental Work Scope Authorization for the Borough's review and consideration.

development, including compilation of existing sediment analytical data for transmission to DuPont and their
LSRP, and, to the extent requested by the Borough, technical/regulamry mid strategic consultation to DuPont and
their LSRP to assist with resolution of NJDEP comnments and concerns regarding the environmental
characterization and remediation of the DuPont Agrico property.
