Gentlemen:
The Jefferson City Planning and Zoning Commission in official
meeting held April 10, 1963, recommend to the Mayor and City Counci
Members that they approve the following action taken by this
Commission.
(1) In regards to the Koester Brothers rezoning
request, it is recommended by this Commission
that all that part not now in "F" District in
Section 11 Township 44 Range 12 west of
Heisinger Road and south of Highway 50 ex-
tending to present south and west City limits
be rezoned to "F" highway Commercial.
(2) That the final plat of Section #1 of Holiday
Park Estates be accepted as submitted for
final approval.

WHEREAS , some complaints have been heard from citizens
of this City they had insufficient notice to appear on matters
before Council, and

THEREFORE, BE IT RESOLVED that the City Clerk be in- �t
+ structed to prepare such an agenda before each Council meeting, jl

BE IT FURTHER RESOLVED that all departments heads, City±
Councilmen and other persons having business with the Council sub-
mit their requests to the City Clerk no later that 9 a.m. on the
Thursday preceding the next Council meeting, and
BE IT FURTHER RESOLVED that the agenda be printed and
circulated to the public no later that 5 p.m. on the Friday pre-
ceding the next Council meeting, and I
BE IT FURTHER RESOLVED that the publication of an
agenda shall not restrict members of Council or Department heads
from presenting new business of an urgent nature, to the Council

Resolution liThe following Resolution was submitted by Councilman Debo and
Library. adopted: {
RESOLUTION
(Submitted by Councilman Debo on April 16, 1963)
WHEREAS, the library has been operating under the income
of a one mill tax imposed in Jefferson City 63 years ago and in
!; Cole County 17 years ago, and
?' WHEREAS , the basic book collection in this library is now
4; about 70,000 volumes with approximately one-half of thses considered
fworn out and outdated, and
IrWHEREAS, there should be at least 100,000 current volumes to servic;b
j" the needs of this community, and
WHEREAS, one entire floor of the present library building ''
is not usable because of needed repairs and the age of the !�
structure, and
WHEREAS, the present library staff includes two professional.
librarians but should employ five for the area and population the :!
library serves, and
WHEREAS, a questionnaire circulated in February, 1961, ;I
showed 358 of 478 persons polled would vote to increase the mill
tax and substantial majority said they would support a bond issue j
for a new library, and
WHEREAS , the population of Jefferson City in 1900 was 9,66411
when the library was built and is now 28,228 plus 12 ,533 persons
living in the county for a grand total of 40,761, and
WHEREAS , the library must receive adequate financial suppor
to allow for increased staff and materials and adequate building
i facilities to accomodate library services , and
WHEREAS , a new library building was pledged by candidates
for Council in the recent City Election, NOW !
j THEREFORE, BE IT RESOLVED that the Jefferson City Council
pledge its uspport to any reasonalbe proposal which would provide
additional operating revenues for the Library and would eventually
lead to the erection of a new library building in Jefferson City,
and
BE IT FURTHER RESOLVED that copies of this resolution be !
sent to Cullen Coil , Chairman, and David C. Harrison, acting
Chairman of the Library Subcommittee of the Greater Jefferson City
Committee; to Mr. Lew Larkin, president of the City members of the
Library Board of Trustees; to Mr. Frank Seaver, president of the
county members of the Library Board; and to Miss Doris J. Athy,
librarian of the Jefferson City-Cole County Library. i

WHEREAS, the Hon. E. C. L. Wagner, 2031 West Main Street, i
Jefferson City, Missouri , a longtime resident of the City, has
been a member of the Planning and Zoning Commission of the City of

Jefferson, Missouri, since his initial appointment to that agency
(: by Mayor Jesse Owens, on the 1st day of May, 1947 , servicc con-
{ tinuously as the Chairman of that body for nine years , and
WHEREAS , as a member and as Chairman of the Planning �E
' and Zoning Commission, the Hon. E. C. L. Wagner has gratutiously
and unstintingly given of his time and distinguished service for
the welfare and benefit of the residents of Jefferson City in ;f
attending and holding countless meetings and hearings of the Com-
mission, studying and considering all petitions and requests re-
ferred to the Commission for its consideration, and by making
appropriate and thoughtful recommendations to the City Council and
Mayor of Jefferson City in the field of municipal planning and f
zoning to insure the proper and orderly development and use of all
areas of the City, and
WHEREAS , it has come to the attention of the City
Council of the City of Jefferson,Missouri, that the Hon. E. C. L.
Wagner has submitted his resignation from membership and as Chai
of the Planning and Zoning Commission to the Mayor of the City,
