later than 10 p.m. , and such meetings will be executive sessions.
3. The Mayor is hereby commended for his suggestion and is author-'

cedural statements to the end that better understanding and cooper-)

Fire Department Committee : ' Committee
!� April 26, 1963 Report.

Dear Mayor Christy:
Your Fire Dept. Committee met this date at the West End Fire Statiob.
Ii Present were : Councilmen Paul Hogg, Dave Jobe , Montie Willcoxon,
Perry Hawes and Bob Debo.
The committee hoard a presentation from Harold Fischer and other
residents who are proposing to Form a Jefferson Township Fire
Department. Mr. Fischer explained the purpose , proposed boundaries'
and plans of the organization.
Mr. Fischer said the Fire Department had a potential of 1 ,200
members who would be required to pay $50 each for initial member-
ship, then $5 yearly dues . lie said the Jefferson Township Fire
Department would purchase nothing lass than 750 gallon pumper with
all the equipment needed. lie asked the Committee 's permission to
house this equipment with the Jefferson City Fire Department and
that it be manned by two Jefferson City Firemen who would be paid
for their services by the Township Department.
`f Mr. Fischersaid if this plan is approved the Jefferson City Fire
Department would receive credit for the additional equipment in
I any future insurance rating.
Chief John Sullivan raised the question on who the Twonship Dept.
would pay--the two men called to work to keep the Jefferson City
Department at full strenght. Councilman Willcoxon said he felt E±
the Township Department would pay for the services of four men
when fires occurred in the rural areas.
The question also was raised as to where the equipment could be
housed since the City's two fire stations now are overcrowded.
Mr. Fischer, who said the furthest point the Township Department
would operate would be eight miles from Jefferson City, expressed
confidence operational details could be worked out.
I No action was taken by the committee, and chairman Hogg said an-
other imettag with representatives of the Township Fire Department
will be arranged. He thanked Mr. Fischer and other members of
his party for explaining their proposal.
Then the committee began monsidering the budget requests of the
'IFire Department for the 1963-1964 Fiscal year.

expenditures - "if the money is available. "
' The committee approved immediate purchase of an aluminum boat and
('outboard motor for $475. The committee directed this equipment be
"purchased from this year's contingent fund. i

;contingent fund for purchase of a weapons carrier vehicle by the
"Fire Department. It

'(Gentlemen:
i The Street Committee met on Friday, May 3 , 1963, in
iithe office of the City Engineer and a quorum was present. i
This Committee proposes the following recommendations ;(
lj
I. That the City Attorney be instructed to draw up an
I ordinance to the effect that a $100-deposit must be made
with every request covering vacating of right-of-way.
2. That the verbal request by the Exchange National
Bank to improve the east-west alley between Broadway and ;!
Washington, south of Dunklin, be denied, inasmuch as the ;
improvement would necessitate a need for the City to get
into land acquisition and construction easement require-
ments for this improvement.
i 3. That the Street Department correct the drainage
problem east of, and behind, the 2100 and 2200 blocks of
3{ Oakview Drive to Marilyn. '
4. That the City Engineering Department obtain a 2nd-
hand pickup truck, not to exceed $600.00. Said truck to be ;
! used by the Engineering Department inspectors.
5. That the Street Commissioner paint the clearance
(� height of the Walnut Street bridge overpass. Said clearance'

11height should be 16 feet and should be done in 6-inch letters. Ij
{ 6. That the Street Department proceed in advertising ;
for bids for an asphalt mixing machine , in order that `
same may be purchased with the 1963-64 budget.
7. That Mr. Ed Pope be hired to work for the Street
Department at a starting salary of $350.00 per month,
as Labor Foreman. Wigh this approval, it will be ne-
cessary for the City Attorney to revise the Personnel
and salary Ordinance to cover this change.
8. That the Street Commissioner be authorized to
obtain bids for a sewer rodder and bucket machine and to
obtain same with monies available in this year's budget.
This sewer rodder and bucket machine to be similar or
equal to that equipment now being rented by the Street
Department and costing approximately $7,000.00
9. That the verbal request of Mr. Jerry Loethen,
representative of Mrs. Della Loethen, for $3,500.00 i
for the sewer easement through Della Loethen's property]
just south of Washington Park, be denied. This Committee,a
recommends an offer of $200.00 for said sewer easement
or, if the property owner prefers, a sewer house con-
nection in lieu of the $200. It is further recommended
that, if this offer is not acceptable, the City
Attorney proceed with condemmation regarding the needed
sanitary dewer easement.

TO: The Honorable Mayor and City Council
The Committee on Building and Grounds recommends that the ground
under the high Street viaduct be blacktopped and marked off in
stalls to be rented at $5.00 each permonth and that the Police Desk
Sergent be made custodian of that lot. 1
Also, the City Collector, Ed Cole be authorized to have a ceiling
in his office lowered and new lights installed at a total cost of
$470.00. This request also has the approval of the Finance
Committee. a
;j Further it is recommended that an Advisory Committee on Insurance '
i� be set up to advise the Building and Grounds Committee on insurance
it matters throughout the City. We further recommend that the three
members recommended by the independent insurance agents be selecte
as the committee to wit:
Paul Kolb for a term of three years
Joe noonan for a term of two years Ir
Bill Todd for a term of one year
1 Building and Grounds Committee asked for and received five bids on ,
an air-conditioner for the Mayor's Office. The following firms re- 1
turned bids:

( Bid was awarded to Herb Gordon, the low bidder, $248.00, for a

Your Utility Committee met this date and recommended the
;, following action:
1. Three street lights be installed on Lincoln Drive, a
new street, between East High Street and Hough Street.
�! 2. Two fire hydrants be installed on Lincoln Drive between
East High Street and Hough Street.
3. A street light be installed at the East end of McKinney ;I
j;l street at the lower entrance of Ellis-Porter Park.
j 4. A street light be installed in the 700 block of Michigan ;
i' street.
:. Your committee was given power to act on the above requests and
orders have been directed to the Missouri Power and Light Co. , and �o
, the Capital City WAter Co. to install these facilities .
. Members who attended this meeting were Councilman Bob Debo, Jack
Riner and Paul Hogg. Mayor Christy also accompanied the councilmen
in inspecting the above sites.

Parking The following report was submitted by Mr. Cline, Chairman of the
& Parking and Traffic Commission:
Traffic PARKING AND TRAFFIC i
Commission COMMISSION
Report Meeting held on April 9, 1963. Those present were : Forrest Scrivner,
Vernon Burkhalter, Robert Debo, Sgt. C. R. Duncan, and Donald V.
Cline. The following recommendations were made :
1. Request from Riley Chevrolet , March 15 , 1963, reuesting
that a parking meter be removed in front of showroom at former garage ,
216 E. Capitol , for reason of this being used for storage. This was
discussed and it was the recommendation of the Commission that t;hisJ
meter be removed if this was the only access to the showroom.
2. A traffic count was made on Southwest Bolevard and Stadium .!
Drive by the Traffic Division of the Hefferson City Police Depart-
ment, and it was found that more traffic existed on Southwest Blvd. i
than on Stadium Drive, thus , ,justifying a Stop Sign on Southwest
Blvd. rather than on Stadium, however, due to people being conditiogje
to make a stpp on Southwest Blvd, it was recommended that this
intersection be made a four way stop in order to avoid accidents and
to slow traffic.
3. It was a unanimous recommendation of the Parking and Traffc
Commission to recommend to the City Council that all signs be in I I
conformity with national standards , and that the Street Department
be guided by the uniform Traffic Device Manual !
4. The porblem of the peeling of paint on the Parking Garage
was discussed and inasmuch as the general contractor has indicated
that he is not concerned about this condition, that we take steps
either to demand some action, or if there is no recourse to con-
tract someone to paint these partitions so that the Garage is pre-
. sentable.
5. It is also recommended that steps be taken in the Street
. Department budget to provide continuous painting of zones in the City
. so as they will be clearly defined at all times Naturally, weather
j' conditions will prevent this at times , however, this should be the
only exception.

I Meeting held at the Police Department at 10:00a.m. , Saturday, May !;
1{ 4, 1963. Those in attendance were : Donald V. Cline, Robert L. Debo,
{i Perry Hawes , Jr. , Forrest W. Scrivner, David Jobe, and Lieutenant
;! Lawrence Patton.
ii 1. It was agreed that this Commission shall meet on the`:
!' third Saturday of each month, at 10:00a.m. , at the Jefferson City
Police Department.
i 2. It was agreed that this Commission shall work from
an agenda, which shall be made out previous to the meeting, al-
j' though discussion and action shall not be limited to those items in�-
eluded in the agenda. It was the consensus of opinion that as far
as possible restrict ourselves to the agenda.
3. Recommended that employees of the Municipal Parking ,!
Garage be put on a five day a week schedule as soon as possible.
!� It was recommended that vacations should be completed before
effecting this change. It is necessary to employ another attendant
in order to go to a five day a week. It was recommended that the
?! City should advertise in the local paper for applications inasmuch
as at the present time, we only have two applicants. Appointment !!
i is to be made by the Mayor on the recommendation of the Commission.!;
4. Recommendation made relative to increasing the
salary of the Attendatn Supervisor and the Attendant working the
3-11 shift, inasmuch as the work load exists on these two shifts.
It is recommended that both the Attendant Supervisor and the
Attendant on the 3-11 shift be raised to Step 4 in the City
!� personnel salary scale. In the case of the Attendant Supervisor,
this would be 3,960 a year, and the Attendant 3 ,720. The vote was
four to one in favor.
5. It has been brought to the attention of the Commission
that a hazard exists relative to pedestrians walking in front of
1 Exit at the Municipal Parking Garage inas-much as those cars leavin�
{ the Garage cannot see, thus , it is recommended that a mirror device
be placed at an angle near the Exit so that sidewalk traffic may
be observed by the driver exiting from the Garage.
1 6. It is the Commissionts recommendation that immediate,
Isteps be taken to water proff the top level of the Parking Garage
1 and all information indicates that unless this is done, we will
continue to have the seepage problem. We are aware that certain
�4 recommendations will no doubt be made by the architect firm of j
li Schwartz and VonHoffman, however, we feel that in lieu of their
11 report, we must also be ready to remedy the situation.
}) 7. It is the recommendation of the Commission that thel
I existing Ordinance relative to extending parking meters from the
j� 400 block of Eash High to Lafayette Street be repealed. This is
based on further analysis of the area. Along with this, we feel
that meters should be removed in the 400 block of Monroe on both
j' sides of the street, inasmuch as these meters are not being utilized
and in all probability considered a fringe area. It is impossible
! to note the time original recommendation was made, this area would ;i,
ij not be utilized to capacity.
8. Information was presented to the Commission relative
to the purchase of power sweeper for maintenance of the Municipal
EParking Garage. It was recommended that further study be given and y
perhaps a demonstration so that we may be certain of the ability of
the machinery to adequately take care of the needs of the Parking

City, Missouri, daughter of Mr. and Mrs. Robert L. Hawkins, 141
; Boonville Road, Jefferson City, Missouri , student at Jefferson City ;l
; High School, represented the youth of Missouri by accepting the

WHEREAS , Miss Katherine Hawkins ' response did so represent
