1. The Committee met on May 27th and agreed to recommend to the of the Whole.
Council the approval of a new ordinance and contract for

2. On motion of Mr. Scrivner, the Committee approved recommending
to the City Council the adoption of the Fire Committee Report.
3. On motion of Mr. Riner, the Committee approved recommending to
i the City Council, the adoption of the RCsolution relative to
old age Housing.
On motion of Mr. Robinson, Item 1 was adopted.
On motion made by Mr. Scrivner , Item 2 was adopted.

The following report of the Fire Committee was submitted by Mr. ' Fire

"The Committee met in the Council Chambers at 7 :00 p.m. , Monday Report.
May 27. Mr. Jobe expressed the view that this Committee should re-
commend we do not enter into nn agreement- with rural residents.
Mr. Jobe moved that we accept or reject the fire district proposal.,
Mr. Willcoxon seconded. The motion to reject passed. Mr. Debo
moved that this Committee recommend the City give the rural residents
the same fire protection they are now receiving until a forth-
coming annexation report is acted upon. Mr. Willcoxon seconded.
The motion passed. Mr. Willcoxn moved the City offer a training
program to rural residents. Mr. Debo seconded. The motion passed.
Mr. Hawes moved this Committee adjourn. Mr. Jobe seconded. Motion
Ii passed. "

Finance The following report of the Finance Committee was submitted by Mr.

Report. "The Finance Committee , met on June lst. The proposition of a new
salary scale was discussed and in the future a meeting with the
. Committee and the City Collector will be held to discuss this new

A full time assistant for the liumane Officer was also discussed andi
no action taken at this meeting. This discussion will be resumed
i' at another meeting in the near future. It is reconmiendod that this
:, be taken into consideration, although no provision has been made in :
= the humane Officers 1963-64 budget , for such an addition. " :4

fi The Street Committee met on June 3, 1963 , with a quorum
present.
:! The following recommendations are herewith submitted:
1. Regarding the action taken by the Council to allow the Street
;, Commissioner to obtain bids for the 15 cubic foot asphalt mixer,
; the Street Committee recommends that this Committee have the power
, to act, relative to accepting the lowest responsible bid and the
;' purchase of the asphalt mixer to be made and be paid from the fundsi
. in the 1963-64 Street Department budget.
The Street Committee prefers and recommends that the proposed
!' Highway 50 West system be referred to the Committee of the Whole.
Further, that the City Engineer's report on this proposed Highway
50 West system by given to each member of the Council; that Mr.
: P. G. Parrish, or some other authoritative person from the Highway

Department, be at this Committee of the Whole meeting to answer I
specific questions related to the proposed location of Highway 50
West and that the City Clerk be instructed to invite Mr. Parrish
to this meeting.
Further, that this Committee welcomes any outside expert advice tha:

asphaltic concrete the following streets or alleys :

C. Livingston Street in the approximate area between
Boonville Road and Castle Drive.

It is understood that the preparatory work and drainage work is toil

and the City Engineer, LeRoy Henry as to the cost to the City of

On motion made by Mr. Robinson, the records are to show that the
prediction made by Mr. Robinson regarding Item No. 3 will closer
approximate $60,000.00 than records show.

Meeting held on Friday, May 17 , 1963. Those present were Robert Report.
Dobo, Forrest Scrivner, Dave Jobe , Donald V. Cline , and Mr.
Epstein.
ii Following requests and recommendations were made:
1 . Request by Mr. Parrish, Division 5 Engineer, that an Ordinance;
4 be passed restricting parking on the shoulder of highway 54 South
was discussed. It seems that the area recently annexed is faced
I with the problem of heavy trucks parking on the shoulder. This is
I{ certainly a traffic hazard and has caused ruts and the defacing
of the Boulder. The Commission recommends that an Ordinance be
passed prohibiting parking on the right side of the Highway. Signs;
will be erected by the State Highway Department with a copy of
f Ordinance to same.

' of the Capitol Avenue Rest Home was recommended. The usual pro- !'
visions for a loading zone should prevail. '
3. Request for a one way street on Adams between State Street and ,!
Capital Avenue was referred to the Traffic Division of the Police
Department for study. To be reported back at the next meeting.
4. Request by Mr. McBride, manager of Kroger Store , relative to
whether traffic could be enforced in the parking lot at the Plaza, -
by the City Police Department. This is to be referred to the City
Attorney for opinion, inasmuch as this is private property there
is doubt as to whether this is possible.
1 5. Recommended that No Parking be established on the East side of
the 400 block of Argonne Street, inasmuch as this street does not
provide adequate space for maneuvering of an automobile when
!; parking is allowed on both sides of the street.

I J6. Mrs. Buchanan, 216 E. McCarty, requests that No. Parkinp be
established at the entrance of an' alley between Miller and McCarty
bff Monroe. Conditions are that especially during; school , this
entrance is blocked by students of Jefferson City High School , and j
this certainly impedes the flow of traffic. Commission approves thioi
request.
7. Request from several businesses located on the North side of :1
:, West Dunklin from Georgia extending to Virginia Street that there bo
!: established a one hour parkins, limit from 7AM to 7PM, was approved
and the Chairman was instructed to inform those businesses concerned
,ithat this in all probability would be better handled by installation
�l of parking meters.
'8. It has been brought to the attention of the Commission that
resident residing in the 300 block of Walnut Street that it would b
well to designate the two short streets on each side of the High s
'1: Street Viaduct as one way, inasmuch as visitors to the Capital City;
1, are not aware of this.

Flood WHEREAS it has long been recognized that a serious and

that the Congressman, the honorable Richard Ichord, from the
ii eighth district of Missouri in particular and in general the
entire congressional delegation from Missouri , the two United
States senators from Missouri , the United States Corps of :!
Engineers , and the President of the United States be and are
{' hereby urgently requested to include at least $40,000 in the
1964 fiscal year budget for the purpose of studing, designing j
and reporting a proper plan of flood control on the said E

There are problems confronting the City of Jefferson which need a ,Sbe appointed
careful , overall study. !;by Mayor.
While I am deeply impressed with the ability and dedication of ever}
member of the Council , still , both the national and state governmen�l
have had singular success with a group of outstanding laymen makingi
such a study and submitting their reports to the respective bodies. !
It is my recommendation that the Council authorize the appointment
of such a committee by the Mayor, subject to approval by the City
Council. They should have the power to hold hearings and, if necess �ry,
supoena witnesses ; When their study is completed, they should make
a detailed report to the Mayor and City Council.
