1. On motion of Mr. Willcoxon, it is recommended to the City '!
j Council that the agreement with the State Highway Department, re- Ij
lative to the location of new highway 50 West, be approved. More
specifically, that the planned location as shown on the plans
previously submitted to and reviewed for the Council be approved i
Iwith the understanding that a by-pass for Dix Road would be provided
during the construction at that location and that Fulkerson street
would be built by the Highway Department from McCarty Street to
" connect with the Industrial Boulevard and that the proposed access
to the new Highway 50 near the Stein property will be eliminated.
{ 2. On motion of Mr. Willcoxon, the resolution relative to the
j� extension of the Airport runway in lieu of a turn around, was
j1 approved for recommendation to the Council.
3. Mr. Ted Herron, made a presentation relative to the proposed
IWears Creek Urban Renewal project and answered questions from a

�llarge gallery and several Council members. The meeting recessed at
1; 10 :00 p.m. , subject to call when other Council members could ask
: questions of Mr. Herron. Mr. Riner, Mr. Iiawes , Mr. Willcoxon and

1. That as of the date of filing, of an application by City of
Jefferson, Missouri , (hereafter called Applicant) with the Housing;
and Home Finance Agency, United States Government , for a grant to
aid in financing the construction of (bried project description)
The applicant had a capital improvements (plan) program or capital
(improvement) expenditures budget for the fiscal year or years during
which construction of the proposed project is expected to occur; and
that the total expenditures for cppital improvements in said plan
or budget was :

Control.
WHEREAS it has long been recognized that a serious and
" troublesome £lood control problem exists in and along the lower
Wears Creek watershed and the Missouri River water front adjacent

WHEREAS this problem has been changed, aggravated and
,. enlarged by construction projects put into place in recent years anti
WHERI.AS the plans and reports which have been made by
the United State Corps of Engineers concerning this problem are
because of this construction and the passage of time , now in need
tof being revised and brought up to date and
WHEREAS it is vital to the future growth and development ;
of Jefferson City and of the State of Missouri that fully adequate
, and modern flood control facilities be provided as soon as may be
accomplished
