Council of ' A communication was received from the Jefferson City Council of Clubs
Clubs. requesting the semi-annual allotment in the amount of $350.00 for
the visiting Nurse Program.

Municipal ' in regard to their annual convention to be held August 10th through `;
Association. the 17th in Houston, Texas. E
On motion of Mr. Robinson, Mr. Cole, City Collector and Mr. Henry,

Street . The following Street Committee report was submitted by Mr. Cline.
Committee The Street Committee Committee met July 15 , with the following
Report. Members present: Mr. Cline, Mr. Robinson, Mr. Kliegel and Mr.
Enloe. The Street Committee recommends the following:
11. The purchase of a "Scotch Lights' sign making machine.
2. The bookkeeping help at the Street Department be increased from
two to three days a week.

Dear Mayor Christy:
Your Utilities Committee met this date with Councilmen Debo, Hogg,
;: Scrivner and Riner present.
;; The Committee conferred with Homer Ferguson, District Manager, and
John Nienhueser, District Superintendent of the Missouri Power
' and Light Company; and with Earl J. Kirsch, Field Engineer, and A.
Engen, Lighting Engineer of Line Material Industries , North Kansas
! City, Mo.
The Committee approved and recommends to the City Council that an
immediate program be launched to update Jefferson City's Street
lighting system. Immediate installation of 16 new 6,800 lumen mer-
cury vapor lights on East Capital Avenue between Adams and Cherry
Streets was recommended on a motion made by Councilman Riner and
; seconded by Councilman Hogg, the motion carried unanimously.
Upon advice from the two lighting Engineers and the MPL officials,
it is recommended that four of these mercury vapor lights be in-
stalled in each of the four blocks on East Capital Avenue. In some

instances whdte trees Are* dieing, it is recommended they be cut
down to provide additional lighting facilities.
This pilot project is to be restudied after three months installa-
tion with a view of providing additional 6,800 lumen mercury vapor
i lights on a planned program -- possibly six each month -- if there
I is sufficient demand from the citizenry and funds are available.
The Committee also recommends :
1. A 6,800 lumen mercury vapor light be installed at
the corner of Miller and Jackson streets to replace
a 1,000 lumen incadescent light.
2. A 1,000 lumen incadescent light be installed in the ;I
alley behind the home of Louis E. Bredeman, 506 E. Miller
Street. 0
3. Fire Chief John Sullivan work with the Water C omp anyq!
to seek installation as soon as possible of fire hydrant$
around the new Senior High School Building. The Committe6
also asked MPL to work out a plan for street lighting
at this building and streets leading to the High School
and Stadium.
4. Installation of a second shade -- of equal width to
one now being used -- on a light in front of 1129 E. Elm:
The second shade should be west of the present shade so
the street light does not shine into the southwest bedroibm
of the residency at 1129 E. Elm.
5. A. 1,000 lumen incadescent light be installed near
the middle of an alley located between Lafayette and
Cherry Streets and High and McCarty Streets.
6. A 6,800 lumen mercury vapor light be installed on this
north side near the end of the pavement in the 200 block
of Franklin Street.
7. A 6,800 lumen mercury vapor light be installed on
the east side of Southwest Boulevard on a pole located
between the residences of Frank Kliegel, 1211 Southwest
and Michael A. Rackers, 1205 Southwest.
8. A 6,800 lumen mercury vapor light be installed near
the middle of the 200 block of West Fillmore Street.
9. Where -ever feasible, 6,800 lumen mercury vapor lights
4 should be installed of requests for new lighting so these
new lights may be located at various sections of the
City for public inspection and reaction.
10. A 6,800 lumen mercury vapor light be installed on
Winston drive near the residence of Tom Whitecotton,
1113 Winston Drive, and between Rosewood and the point
where Chestnut Street joins Winston Drive.

Your Committee on Building & Grounds recommends to you Report.
and the Council that:
1. The Monroe St. parking lot be marked off for spaces .
for eleven cars to be rented at $7.00 dollars per month
and four spaces be marked for use of City Inspectors and
that the Police Desk Sergant have the supervision of
this lot.
2. That two ash receptacles for the lobbies be pur-
chased
3. That the Building Commissioner be instructed to adver-
tise for bids for the construction of a storeroom on the
third floor and also remodel the second floor hall.

4. That the matter of an air conditioner for the City
Clerk's office be referred to the Building and Grounds
Committee with power to act.
5. That the Building Commissioner be instructed to request
bids on repair of the sidewalk adjoining City Hall.
6. That the remodeling of room #4 be ratified.
On motion of Mr. Riner, the report was adopted.

On motion of Mr. Scrivner, the report was adopted.
Public Mr. Robinson, Chairman of the Public Health Committee reported that
Health the Health Inspector is doing a good ,job following up on complaints
Committee. of weeds, disposal of waste and debris. The citizens of the City
are giving excellent cooperation. He also asked that the press con
tinue to give support.

j AS FOLLOWS:
1. The Cooperation p Agreement between the City of Jefferson, Mo. ,
,. and the Housing Authority of the City of Jefferson, Missouri, datedil
the 4th day of February, 1958, shall be amended by the execution of
;: Amendment No. 1 in the following form, to-wit:

COOPERATION AGREEMENT
This amendatory Agreement entered into this day
of 1963. by and between the Housing Authority of the

City of Jefferson, Missouri, (herein called "Local Authority")
and the City of Jefferson, Missouri, (herein called "Municipality")',
y WITNESSETH:
WHEREAS , the Municipality and the Local Authority have
entered into a certain Cooperation Agreement dated February 4, 19584
providing for aid and cooperation in respect to low-rent housing
Projects developed and to be developed and operated by the Local
Authority with the financial assistance of the Public Housing
Administration (herein called "PHA") ; and
WHEREAS , the aforesaid Cooperation Agreement provides
among other things that in respect to any Project for which no
Annual Contributions Contract has been entered into prior to
August 2, 1954, between the Local Authority and the PHA, the Local
Authority would repay to the PHA and the Municipality on behalf of
the local public bodies which have contributed to such Project in
proportion to the aggregate contribution which the PHA and the
local public bodies have made to such Project at the times and from'
the funds therein described; and
WHEREAS, such repayment provisions were required by sec.,,
10 (j) of the United States Housing Act of 1937, as added by the
Housing Act of 1954 (68 Stat. 590,632) which requirement was repealed
effective June 30, 1961, by the Housing Act of 1961 (75, Stat. 149,
165); and
WHEREAS, the Local Authority proposes to undertake the
development and operation of one or more additional low-rent housing
Projects to be initially covered by one or more annual contributiong
contracts with the PHA on or after June 30, 1961; and
w WHEREAS , the Local Authority and the Municipality desire;'
to modity and amend the aforesaid Cooperation Agreement so as to
make such repayment provisions inapplicable to Projects initially
covered by an annual contributions contract on or after June 30,
i; 1961;
NOW, therefore, the Local Authority and the Municipality;
do agree that the language proceeding clause (1) of Section 10
! of the aforesaid Cooperation Agreement be modified to read as
`f follows : 1110. In addition to the Payments in Lieu of Taxes and in
further consideration for the public services and facilities furnished
and to be furnished in respect to any low-rent housing Project
j identified as Project No. MO-9-1; "
IN WITNESS WHEREOF the Municipality and the local
Authority have respectively signed this amendatory Agreement and
caused their seals to be affixed and attested as of the day and
year first above written.
