Resolution The following resolution introduced by Mr. Riner was adopted:
Library. "WHEREAS , the Greater Jefferson City Committee has submitted to the
.City Council of the City of Jefferson the report of the Library
Subcommittee, and
, "WHEREAS , said Library Report points out deficiencies in the
' physical properties And in the operation of the Jefferson City -
';Colo County Library due to insufficient operating and capital funds,
and
,WHEREAS , the City Council has previously indicated its full support`
for adequate library services for the citizens of Jefferson City
and surrounding areas,
,.NOW, BE IT THEREFORE RESOLVED, that the City Council approves the
Library Report and that the Jefferson City - Cole County Library !
`Board be hereby instructed to form a citizens ' committee which
would be directed to do those things necessary to place on the
';ballot as soon as practicable a proposition to itcrease the Library
operation tax to 2 mills, and to submit to the voters of Jefferson
:City a proposal for a Library Fund Tax of 2 mills to accumulate over,'
a period of not more than ten (10) years. " ;

On motion of Mr. Cline, the City Attorney was instructed to draw up
the necessary ordinance retroactive to the time that the signs are
installed.

A communication was received from Phil G. Bauer and Mildred Bauer Street
at 206 E. Franklin St. , asking the Council to reconsider paving the ?! Committee.
remaining half of the block at 200 East Franklin Street.
On motion of Mr. Willcoxon, the matter was referred to the Street
Committee.
The following communication was received from the Exchange National : Street
Bank: Committee.
"The Exchange National Bank of Jefferson City requests your approval.
of a condition relating to the driveway approaches for our new
Facility at 215 West Dunklin Street. The resent City Ordinance states
that diiveways and the radius of driveway curbing shall be 5 ?0"
minimum from the property line. We request permission to extend our
driveways to our property lines and use a 610" curb radius, all as
is indicated on the enclosed plan.
We are making the above request because we feel it will provide a
much better entrance and exit to our new Facility, which is vital to
our operation. It will also alleviate traffic congestion on Dunklin
Street.

On motion of Mr. Willcoxon, the request was referred to the Street
Committee and the City Engineer with power to act.
Two petitions were received from property owners in the 400 block of Petitions
!Aurora Avenue and in the watershed bounded by Tanner Bridge Road on Sewer
fthe west, by the City limits on the south, by Chestnut Street on District.
( the east and by Aurora Avenue on the north requesting the Council to
form a sewer district within said area for the establishment of a
anaitary sewer to be connected with the public sewer system in
IIJefferson City, Missouri.

Utility Mr. Debo, Chairman of the Public Utility Committee asked permission
Committee > of the Council for power to act in the installation of 34 - 6800
lumen mercury lights to be installed around the new Senior High
School , on Lafayette , Franklin, Jackson and Union. Mr. Hawes asked
that the 900 and 1000 blocks of Lafayette be included also.

I� On August 13, 1963 the Mayor 's Committee on Annexation met at West

!j Gate Lanes , at noon, pursuant to a call by Committee Co-Chairmen
Tweedie and Hawkins. The Mayor and the City Council Committee on
i' Annexation were guests. A motion was made by K. C. Jones and
seconded that the Executive Committee of the Annexation Committee
meet as soon as possible and recommend to the Mayor and Council
Committee on Annexation, a competent firm of Engineers to survey
areas adjacent to the City for possible annexation. The motion
carried.
On August 16, 1963 a meeting of the Executive Committee of the
Mayor's Committee on Annexation was held at Tweedie ' Cafeteria at
8:00 AM. Present were W. R. Tweedie, Sr. , Robert L. Hawkins, Jr. ,
J. D. James, Louis Burkel, William Wisch and French Nelson, who
represented the subcommittee chaired by C. Gordon Price. Following ;;
discussion, the Executive Committee unanimously agreed to recom-
mend to the Mayor and the Council Committee that the firm of
Bartholemew and Associates, of St. Louis , Missouri , be employed
at a cost to the City of between $6,000 and $9,000; that this
firm undertake the necessary studies looking to annexation; and
that such employment and study be undertaken as soon as possible, it
beingthe understanding of the Executive Committee that same could
be completed within 90 to 150 days.
It was the further unanimous recommendation of the Executive
ilj Committee that a complete and comprehensive annexation program is
Edesirable and essential to the future of Jefferson City; that such
!i an annexation program is inimately related to overall City planning;
that existing City plans should be updated and coordinated with
annexation plans in order that plans for the entire City, including
annexed areas, be efficiently co-ordinated; that the then greatly
expanded City of Jefferson be updated to the future in planning
jand constantly up to date in possibilities to offer the most in
living to its citizens , its merchants, its office industries, its
manufacturing industries , and its prospective citizens and industries.
A flourishing modern City of Jefferson is our goal.

The following Bill was introduced by Councilman Willcoxon: Bill No. 67
"An Ordinance providing for and directing the submission to the Special Bond
qualified electors of the City of Jefferson, Cole County, Missouri, Election.
at a special election to be held in said City on Tuesday, the 8th
day of October, 1963, of a proposition for the issuance oU sewer
revenue bonds of said City to provide funds for the purpose of
extending and improving the sewerage system of said City, including
the construction of a sewage treatment plant. "
The Bill, was read the first time at length. It was then moved by
t Councilman Willcoxon and seconded by Councilman Scrivner that the
Bill be read the second time by it 's title. The motion was un-
animously adopted and the Bill was read the second time by title.
It was then moved by Councilman Willcoxon and seconded by Council-
i man Jobe that the rules by suspended and that the Bill be read the
third time by title and placed on final passage. The motion was
unanimously adopted by the Council and the Bill was read the third
time by title and placed on final passage. The roll was called on final passage of the Bill with the following result:

Mr. Marvin Fleming, Principal of Senoir High School and Mr. Cline
discussed the Bill at length. On motion of Mr. Debo the Bill was
amended as follows.
Section 1 , line 4, strike out "of the following day" , line 5 , insert;
after May 1st, "except on Fiidays and Saturdays during this period,
the prohibitive hours shall be from 12:00 midnight to 5 :00 a.m. "
