Present: Cline, Debo, Hawes, Hogg, Jobe, Kliegel, Riner, Robinson, Scrivner and Willcoxon . 10 Absent: None. 0 A quorum was declared present . Minutes. The minutes of the previous meeting were corrected as follows: Page 323, Library Resolution, line 16, strike out "as soon as practicable" and insert in lieu thereof,"at the next regular election" . On motion of Mr. Willcoxon, the minutes were approved as corrected. Hearing Mr. Hubert Krautman, Extension Service of University of Missouri, 'Bill No. 19 . ..spoke in regard to various changes being made its Bill No. 19 as suggested by the Dairymen ' s Council. ; Mr. Thomas Graham, attorney, for Tommy Goldammer, spoke in his behalf in regard to the sale of raw milk. ;.Mr. Robinson, Councilman from the Fifth Ward offered the following amendments to Bill No. 19 , which were adopted: Amendment No. 1 - Amend Council Bill No. 19 on page 4, by striking . the figures 1430 F. where they appear at the end of the third line of paragraph 33 of Section 75.020 and substitute in lieu thereof the figures 1450F• Amendment No. 2 - Amend Council Bill No. 19 on page 12, section 75.070, item 8r by striking the last sentence designated (f) from said item. Amendment No. 3 - Amend Council Bill No. 19 on page 14, item 23r ' of Section 75 .070 by deleting the work "not" , where it appears in said item. Amendment No. 4 - Amend Council Bill No. 19 on page 16, by striking' the words and figures "Item 14 p" where they appear in line five on { said page and substituting in lieu thereof the words and figures "Section 75. 130" . Amendment No. 5 - Amend Council Bill No. 19, page 21 by striking the figure "500i in line 4 of the second paragraph on said page and substituting in lieu thereof the figures "400" . Amendment No. 6 - Amend Council Bill No. 19 , section 75 .070, page 12, item 8r by adding after the word vats in line 19 thereof, the words , "except that where in place washer is used only a one compartment vat shall be required" . Amendment No. 7 - Amend Council Bill No. 19, section 75 .050, page 7, paragraph 4, by adding a new phrase to read as follows: "provided , however, that the producer or a member of his family shall whenever practicable accompany the inspector on his inspection" . Mr. Debo, Councilman from the Fourth Ward offered the following amendment to Bill No. 19: Amendment No. 8 - Amend Council Bill No. 19, page 6, section 75.030, line 7 , by striking the period and substituting in lieu thereof a "semicolon" and by adding the following: "provided however, that this prohibition against the sale and distribution of raw milk shall not apply to persons engaged in the sale and distribution of such products on the effective date of this ordinance." The amendment was approved by the following roll call vote: Ayes: Debo, Hawes , Hogg, Scrivner and Willcoxon . 5 Nays: Cline, Jobe, Kliegel, Riner and Robinson . 5 . Absent: None . 0 Chair: Mayor Christy voted aye. 1 Rezoning A petition was received from Charles Kendrick, William W. Ousley and Petition. Alice W. Ousley, requesting the rezoning of property located between High and East Miller Streets and Bluff Street on the east . The . petition was referred to the Planning and Zoning Commission. Regular Meeting, September 2, 1963 request was received from property owners in the four and five ;:Lighting undred block of Marshall Street for the erection of a street light . !`Request. he matter was referred to the Utilities Committee. communication was received from the City Engineer requesting Public Works 325.00 to cover expenses for his trip to the Annual Public Works .Congress . ongress in Detroit , Michigan . On motion of Mr. Willcoxon , the equest was allowed. On motion of Mr. Willcoxon, the following Street Committee Report ' Street as adopted: iiCommittee 'The meeting of the Street Committee was held on August 26., 1963, •Report. t 7: 30 p.m. in the City Engineer' s Office with the following memberi resent: Willcoxon, Jobe, and Robinson. There was a quorum, as equired. a e following are the Street Committee' s recommendations: 1. The letter request from Mr. Phil Bauer to improve half of the 11street along his property on Franklin Street was discussed at length`s nd was rejected. 1;2. It has been determined by this Committee that the curb cut !ordinance requires further revision ; that the City Engineer should Mork with the City Attorney to make said revisions and resubmit the Fevised curb cut ordinance to this Committee for further action . 13. That the request to put in a low-water crossing on East Miller !Street he studied in further detail and this Committee to act on the ;decision of said low-water crossing at their next regular meeting.' 1,!On motion of Mr. Robinson, the following Health Committee Report Health Vas adopted: Committee Meeting, August 29, 1963 Report . ;following a discussion of theCity' s responsibilities in regard to a `Welfare Program, it was decided that the Chairman of the Health ;Committee would confer with the County Court and that the City Welfare Clerk and the County Welfare Director would make further studies to the end that a possible program of cooperation might be ;'worked out between the City and County, leading to possible ,'reductions in the cost of our program." On motion of Mr. Debo, the following Utilities Committee Report was Utilities adopted: Committee "Your Utilities Committee met August 22, 1963 with Councilmen Nogg, Report . ;;Scrivner and Debo present. ,!Under instructions of Council at its Aug. 19, 1963 meeting, the ;Committee was given power to act and approved the following Anstallations: ;!Thirty-seven (37) new 6800 lumen mercury vapor lights to be erected i'around the new Senior High School on Lafayette, Franklin, Jackson }and Union Streets. These include requests of Councilman Hawes in the 900 and 1000 blocks of Lafayette Street . The Utilities Committee recommends to Council that one 6800 lumen ercury vapor light also be installed in the 300 block of West {Ashley and one 6800 lumen mercury vapor light be installed over the ;hill on California Street. "On motion of Mr. Scrivner, the following Police Department Committee Police Dept . :;Report was adopted: Committee j"The committee met on August 21st with all members present . Report . Several applications for employment in the Department were examined. The committee recommends that all taxi drivers be called in to be by Lt . Patton as to the requirements of personal Jappearance and conduct required by ordinance that they be told that ;zany future violation of the ordinance will result in the suspension of their taxi drivers permit. 111A safety inspection of .all cabs is also recommended by the committee. oThe committee recommends that the purchase of gas and oil be referred Ito the committee on purchasing and supplies . ej Regular Meeting September 2 1963 It is recommended that the purchase of a polygraph be made from funds alloted in the budget for a 24 hr. monitor tape recorder and that the balance of that fund be used for reconditioning and painting of Department Headquarters . Request bids on three (3) new police cars for the Jefferson City Police Department . No. 11, 1962, Chevrolet , four-door Sedan . No. 14, 1962 Ford, four-door Sedan. No. 15, 1962 Chevrolet, four-door Sedan . Planning & ; On motion of Mr. Willcoxon, the following Planning and Zoning Zoning : Commission Report was adopted: Commission The City Planning & Zoning Commission, at a regular meeting on Report . 'August 15, 1963, considered a petition to change the zoning classifi- cation of a part of Lot 38 of Owens Subdivision of Outlots No. 55 ; and 56 of the City of Jefferson, said part known and numbered as : 1133 East Miller Street, from "B" Two-Family Dwelling District to "E" Local Commercial District . At the same meeting, and in support of the petition above, the attorney for petitioners presented an application from the owners of another part of the same Lot 38, known and numbered as 1135 East Miller, to be included in the change of classification. Noting that the eastern 100 feet of this lot is in "E" Local Commercial District, the Commission recommends that the Council extend the "E" Local Commercial District to include all of the . south 50 feet of Lot 38 of Owens Subdivision of Outlots No's . 55 and 56." t Annexation On motion of Mr. Robinson, the following Annexation Committee Report Committee was adopted: art. 'The Committee voted on motion of Mr. Willcoxon, to ask the Mayor' s Committee on Annexation to proceed to contract for the engineering firm of Bartholomew and Associates to make a study of and report on an annexation program - with the understanding that the cost would not exceed $9 ,000 and if possible that part of the cost payment be deferred to the 1964 fiscal year, and with the further understanding that the report would include figures showing the possible expense of extending the City' s boundaries to include the proposed areas to be annexed and the amount of taxation the City could expect from the same areas . It was also the sense of the Committee that the budget for the 1964 : fiscal year should include money for making a full and detailed updating of the Citys master plan ." Parking & On motion of Mr. Cline, the following report of the Parking and Traffic Traffic Commission was adopted, with the exception of Item No. 5 Commission which was referred back to the Commission . Report. "Meeting was held Saturday, August 24, 1963, at 10:00 a.m. , in the . Council Chambers . The following requests and recommendations were made: 4 1. On request of the manager of A & P Store, the Commission recommends parking meters be installed on the East side of the 200 block of Adams Street . 2. The Commission recommended temporary No Parking signs be placed near the intersection of Buena Vista and Ethylene Street so as to eliminate congestion due to the parking of employees of the construction company building the Edmond Heights Urban Renewal , project near this intersection . 3. It is recommended that a study as to whether parking should be removed on Lee Street, specifically which side, and also that the Traffic Division of the Police Department make a survey of the residents on Lee Street as to whether they desire same. ' 4. Recommended that the one way signs be taken down on Jackson Street at Dunklin and McCarty. 5 . Commission took under advisement the feasibility of erecting a stop and caution sign light at Clark Avenue and Dunklin Street intersection , Also, request City Engineer to furnish a design of th 332 Regular Meeting, September 2, 1963 forementioned. intersection, and the advisability of using "traffic uttons" as guides for channeling traffic. It is recommended that parking on the North side of East Miller djacent to the DeBroeck Store be restricted to angle parking and hat one stall at the corner of the building at Clark Avenue be re- �noved inasmuch as this is hazardous to traffic entering Clark Ave . �7 . It is recommended that a four way stop be approved at Winston and osewood. It is recommended that bids be acquired for the extension of the ; ttendant's booth at the Municipal Parking Garage. This is referred`: to the Building Commissioner with the instructions that all due hasto e given this request. i Commission recommends that the City Engineer contact Cure-Linhar6t onstruction Company and the C. Rallo Company and ascertain what would be the best type of sump pump and construction . This also is to be one in all due haste. y 10. The Commission has favorable approved the use of fabricated metal troughs to temporarily relieve the leakage problem in the Parking Garage. They are presently being installed and they are to be erected to prevent possible liability claim on the part of the people t, arking in the Garage and being exposed to damaging leakage. ill. Recommended that two hour parking zone be established in the 200 block of Miller Street on the North side. ' 12. A traffic engineer study of the "Y" intersection at West Main ii and West High is recommended. The design of this particular intersection by the City Engineer is requested." �On motion of Mr. Hawes the Accounts and Claims for the month of : Accounts ! ugust were approved. ^+ Claims. Committee. On motion of Mr. Willcoxon , the matter of cars parked at the Street Comm. scorner of Howard and Highway 50 West was referred to the Street Committee. On motion of Mr. Debo, the matter ofra-20~m.p.h. speed zone on Parking & jSwifts Highway was referred to the Parking and Traffic Commission. � Traffic - , Commission.
