Present : Cline, Debo, Hawes , Hogg, Jobe, Kliegel, Scrivner and Willcoxon . 8 Absent: Riner and Robinson . 2 Mr. Riner and Mr. Robinson were absent with leave. A quorum was declared present . -------------- ,a Minutes. On motion made and seconded, the Minutes of the previous meeting were approved as read. ji --------------- 4'. ;r Petition A petition was presented to the Council by the Residents of Russell Russell Street Street, requesting it be made a "One-way Street" . The petition was referred to the Parking and Traffic Commission . --------------- Tape Mr. B. Gordon appeared before the Council in regard to a Tape Rbcorder Recording Device, being considered by the Police Department . Police j Dept. ---------------- Judges & The Election Judges and Clerks for the Special Bond Election, Clerks for ; October 8, 1963 as recommended by the Chairman of the Democrat Election . and Republican City Committees , were approved, as was the list of the Registrars. --------------- i 14unicipal After a brief explanation by Mr. Ed. Cole, City Collector, on League. motion made by Mr. Willcoxon, the Council authorized Registration, Banquet and Luncheon expenses be paid to members of the City Council and other Department Heads to attend the annual Convention of the Municipal League of Missouri to be held in Columbia, Mo. , September 25 , 26 and 27th. StreeL The following Street Committee Report was submitted by Mr. Willcoxonn: Committee 9-16-63 Report. Honorable Mayor City Council The Street Committee met to-day in the City Engineer' s office with the following members present: Mr. Willcoxon, Chairman - Mr. Cline - Mr. Kliegel The Honorable Mayor was also present at this meeting. Due to the important matters submitted to this Committee, for handling, it was determined that the full Committee be present regarding their outcome and no action was taken on these important matters except to refer them to the next full Committee Member session of the Street Committee. It was further recommended that both Councilmen of the Fifth Ward along with the full membership of the Committee be present to discuss and determine the outcome of "the improvement of Bald Hill Road" since no clear decision could be made. Christy !iReport. City Hall Jefferson City, Mo. Dear Mayor Christy: Your Utilities Committee met on this date with Councilmen Debo, Robinson and Nogg present . The Committee approved and recommends to the Council the following installations: ' One (1) 6,800 lumen mercury vapor light be installed abouti 100 yards west of the east City limits on Bald bill Road. , Two (2) 6,800 lumen mercury vapor lights be installed across the street on Swift's Highway opposite the entrance - ways to Helias High School. One of these lights would replace an in- cadescent light now in use. The committee decided to postpone action on requests for ' brighter lighting in the Southside Business District and install- !� ation of lights along the new Leslie Boulevard because of the City' financial condition . When and if Leslie Boulevard is lighted, it is estimated 16 new 6,800 lumen mercury vapor lights will be neededjt with the lights spaced from 240 to 238 feet apart. The cost would i! be about $48.70 more each month to the City' s Electrical Bill. The Committee took no action on requests for new street lights at McCarty and Marshall and on Rear Broadway Street as it could find no need for lights at these locations. Ayes: Debo, Hawes, Hogg, Jobe, Kliegel, Scrivner and Willcoxon . 7 Nays: None. 0 Absent: Cline, Riner and Robinson 3; 'r --------------- Resolution The following resolution was submitted by Mr. Tom Rose for the Paving =' paving of Bald Hill Road: Bald Hill Rdl RESOLUTION FOR PAVING WHEREAS, the roadway of Bald Hill Road, between the westerly curb line of Hobbs Terrace and the easterly curb line of { Peyton Dirve, in the City of Jefferson, Missouri, is in need of improvement, now therefore: 338 ti �� �iBE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI: That Bald Hill Road in the City of Jefferson , Missouri, between the westerly curb line of Hobbs Terrace and the easterly '! curb line of Peyton Drive, shall be graded, paved with asphaltic �lConcrete and curbed and guttered, where necessary, with Portland = Cement concrete; and that all of the above mentioned work is 11necessary to be done. That the aforedescribed portion of Bald Hill j , Road lies between and connects two improved and paved streets which; Aare less than 1200 feet apart. RESOLVED FURTHER, that anyone desiring to do so, may i appear before the City Council of the City of Jefferson,Mo. on Monday, the 7th day of October, 1963, at 8:00 p.m. and on the question of the necessity of grading and paving with asphaltic concrete and curbing and guttering with Portland cement concrete that portion of Bald Hill Road extending between the westerly curb line of Hobbs Terrace and the easterly curb line of Peyton Drive as provided in Section 823 of the Revised Ordinance of the City of Jefferson, Missouri, 1956. RESOLVED FURTHER, that the cost of grading and paving the above-described portion of Bald Hill Road with asphaltic 'Iconcrete and the cost of guttering same with Portland Cement Concrete shall be paid for by the City of Jefferson, Missouri, from funds available in the Street Bond Issue Fund, and the Cost of curbing the above-described portion of Bald Hill Road with Portland cement concrete shall be charged against the lots and tracts of land fronting or abutting on that part of Bald Hill Road to be improved in proportion to the number of fronting or abutting feet and shall be paid for by special tax bills against the property fronting or 1 abutting on said improvement. RESOLVED FURTHER, that the Clty Engineer be, and he is hereby, instructed to prepare plans and specifications for said improvement and an estimate of the cost thereof and file the same in the office of the Clty Clerk. !! RESOLVED FURTHER, that when theplans, specifications and estimate of the cost of said work shall have been filed in the office of the Clty Clerk, that the said City Clerk shall then cause : this Resolution to be published for seven (7) consecutive insertions in the Post Tribune, a daily newspaper, published and printed in th6 City of Jefferson , Missouri. �! Obie Munzell appeared before the City Council as a property , owner in regard to the paving of Bald Hill Road and after discussion with Councilman Hawes and Councilman Kliegel, Mr. Hawes placed the resolution on the informal calendar until after the Bond Issue I Advisory Board meets . !I --------------- ! �t Mr. Forrest Scrivner requested the City Attorney to draw up an 1IMagazine Ordinance requiring all Magazine and Book Salesmen to registar with;;Salesmen. the Police Department and a three day waiting period be enforced until local Police can check their qualifications . Mr. Scrivner also referred the matter of rusty water in the area around Renns Addition to the Utilities Committee. -------------------- r Mr. Paul Hogg requested that Westmore Drive from West Main to the ,� Westmore Dead End be resurfaced with Hot Asphalt Mix, this being done in the' Drive year of 1964. Cline. Committee. PURCHASING & SUPPLY COMMITTEE REPORT I Meeting held Tuesday, September 3, 1963, at 7: 30 p.m. , in the Mayor s I Office. Those in attendance were: Mayor John G. Christy, Jack Riner Robert Debo, Forrest Scrivner, Perry Hawes, Royal Cooper, and I Donald V. Cline . 1. It was suggested by Mr. Royal Cooper, State Purchasing Agent, that the City of Jefferson let out for a bid every 90 days relative to bulk gas. This was to be taken under advisement . j' 2. It was recommended that we contract office supplies, this also 11 is to be studied. 3 . It was also suggested by Mr. Hawes, that the Purchasing and Ij Supply Committee could function as the Acting Purchasing Body with the help of one of the City employees, perhaps the Fiscal Officer, �i City Clerk. f, 4. The Committee recommends to the City Council that the City of Jefferson become a member of the National Institute of Governmental Purchasing, at a cost of $150 .00 a year. I f 5 . This Committee will continue to explore purchasing methods used in other cities the size of Jefferson City relative to model procedures in obtaining bide, qualifications, and specifications,etc . j Respectfully submitted, i /s/ Donald V.
