"Department insturct Taxi Company' s after ordinance is passed, establishing taxi zones that no further violations of parking will be tolerated. Recommend that false arrest insurance be purchased from National Police Officers Association at $16.00 per year to protect our Police Chief and the policy remain in force continuously. Instruct Street Commissioner to paint intersection of Marshall and !! State twenty feet from each curb. Recommend that bids be awarded for replacement of cars 11, 15 and 114. --------------- j On motion of Mr. Debo, the following report of the Utilities Utility Committee was adopted: Committee October 1, 1963 Report. jiMayor John G. Christy City of Jefferson City ball Dear Mayor Christy: Your Utilities Committee met this date with Councilmen Debo, '.� Scrivner, Hogg, Robinson and Riner present . The Committee recommends to Council the following action: 1. Three new 6,800 lumen mercury vapor lights be installed in the j 700 block of Houchin Street. Two of these lights would replace II incadescent lights now being used. 2. One new 6,800 lumen mercury vapor light be installed in the j 400 block of Woodlawn. �+ 3. One new 6,800 lumen mercury vapor light be installed in the 100 block of West Ashley Street near the dirveway to the Central United Church of Christ . i 4. One new 6,800 lumen mercury vapor light be in - stalled in the ±� middle of the 800 block of Broadway at the alley. 5 . Two new 6,800 lumen mercury vapor lights be installed in the 11 400 block of Ridgewood Drive. 6. One new 6,800 lumen mercury vapor light be installed in the 400 block of Marshall Street south of Weir' s Creek Bridge. 7. One new 6,800 lumen mercury vapor light be installed in the 700 block of Cardinal Street near 727 Cardinal. 8 . A fire plug be installed at the intersection of Carol Street and Rose Valley Drive. + i 341 " The Committee heard testimony from representatives of the Capital ; City Telephone Co. , and the Missouri Power & Light Company on a request of City Engineer L. J. Henry on the placement of utility poles . The Committee deferred action until it could arrange a hearing for Mr. Henry who was out of the City at the time MPL and Telephone officials were heard. The Committee was told the Capital City Water Company is making every effort to clear up rust water situations and was promised it would receive additional information on this subject soon. A request to approve the location of two fire hydrants in a new subdivision off St Mary' s Blvd. was deferred pending a conference with the City Attorney. Respectfully submitted, /s/ Robert Debo Councilman Debo. �� --------------- i Parking & ' The following report submitted by Mr. Cline, Chairman of the Traffic Parking and Traffic Commission was adopted: Commission Parking & Traffic Commission Report. Meeting held Saturday, September 21, 1963, at the Municipal Airport Those Present: Mr. Robert Deob, Mr. Perry Hawes, Mr. Forrest Scrivner, Lieutenant Lawrence Patton, Mr. Davis, and Mr. Donald V. Cline. The following recommendations and requests were made: I 1. Request from the First Baptist Church relative to utilizing ;i parking space in the Municipal Parking Garage on Sundays was discussed. It was a unanimous opinion of the Commission that we would certainly like to honor this request, however, there is a problem concerning precedence and if it was to be made available, it would have to be made available to all churches and if it was utilized by all churches, this would certainly present some problem relative to space, and since all qualifications are to be considered, this Commission is to notify the respective Church that we will be unable to honor their request . 2. A request submitted by Councilman Debo, member of the Commission, relative to extending the 20 MPH zone beyond the present limit now specified for school zones on Swifts Highway West, be disapproved for reason of precedence that could be set relative to speed zones . 3. It was the Commission' s recommendation that Ordinance regulating parking in the 400, 500 and 600 block of East High and the 400 block of Monroe Street, which was repealed, be reinstated. 4. Request by Councilman Scrivner that the four-way stop be erected at the corner of Edwards and Buchanan Street, was referred to the Traffic Division of the Police Department for study and recommendatio, 5. The matter of the automatic pay increase for City Employees, specifically those parking attendants, which has been held up, was discussed and it was the Commission' s recommendation that the increase be approved as per the anniversary date of their employ- ment, thus, their pay would be retroactive from that date, subject to approval of the Council. 6. A request that a loading zone be erected in front of 212 State ;: Street be disapproved for the following reasons: a) A true commercial zone does not exist. { b) Request does not meet the requirements for reason of the fact that there is a rear entrance to the residence. The only time a loading zone is established on the present policy is when there is no other access to the building. Thus, the request is disapproved. Respectfully submitted, i /s/ Donald V. The Commission feels that the construction of a nursing home will fill a need of our community, that the proposed building and its attendant dwelling units for "Senior Citizens" will not have a depreciating effect upon the value of the surrounding pro- perty, that it will not generate traffic in a quanity seriously affecting the adjacent thoroughfares, that public utility facilities in the vicinity will not be overburdened thereby, and that the general welfare will be served. The Commission, therefore, recommends �Ithat the petition be granted on both requests. WHEREAS, the roadway of Bald Hill Road, between the westerly curb line of Hobbs Terrace and the easterly curb line of ;Peyton Drive, in the City of Jefferson, Missouri, is in need of improvement, now therefore: 1E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MO. : That Bald Mill Road in the City of Jefferson, Missouri, "between the westerly curb line of itobbs Terrace and the easterly burb line of Peyton Drive, shall be graded, paved with asphaltic .`concrete and curbed and guttered, where necessary, with Portland 'cement concrete; and that all of the above mentioned work is necessary !to be done. That the aforedescribed portion of Bald bill Road lies ,between and connects two improved and paved streets which are less Ethan 1200 feet apart . RESOLVED FURTHER, that the City Engineer be, and he is hereby, instructed to prepare plans and specification for said improvement and an estimate of the cost thereof and file the same ii in the office of the City Clerk. RESOLVED FURTHER, that when the plans, specifications an4 estimate of the cost of said work shall have been filed in the office of the City Clerk, that the said City Clerk shall then cause this Resolution to be published for seven (7) consecutive insertions in the Post Tribune, a daily newspaper, published and printed in the ;( City of Jefferson, Missouri.
