Resignation A communication was received from Patrolman George C. Wagner,
Patrolman ; submitting his resignation from the Jefferson City Police Department',
Wagner. effective October 15, 1963. On motion of Mr. Cline, the resignation ;}

White Motor '.The White Motor Company, Kansas City, Missouri, requested five
Company parking meter spaces on December 1 and 2nd, adjacent to the
Request. Governor Hotel, for display purposes for the Missouri State Motor
Carriers Convention. On motion of Mr. Willcoxon, the needed spaces
were allowed on the south side of Capitol Avenue, west of the taxi-
cab stand.
Board of A communication was received from the Jefferson City Board of
Education, Education informing the Council of a motion unanimously adopted by
Franklin St. the Board of Education on May 13, 1963:
"It is moved that the strip of land, (five feet in width from Jackson
to Marshall Street, and then widening to twenty-five feet at Lafayette
be donated to the Housing Authority provided it build the proposed
Franklin Street at no expense to the Board of Education."
On motion of Mr. Willcoxon, the communication was ordered received
and filed.
Parking and The Business Men' s Assurance Company requested that numbers on the
Traffic north side of West Highway 50 be corrected. The matter was referred

STREET AND SEWER COMMITTEE REPORT
The Street and Sewer Committee met on October 15, 1963, with the
following members present: Montie Willcoxon, Chairman,Edward Kliegel,
Donald Cline , J. George Robinson . Those present consituted a quorum '
and action on the following is herewith submitted for approval.
. 1) The communication from the Missouri State Highway Commission,
dated September 26, 1963, and referred to this Committee by Council
action, was approved by this Committee and it is recommended that
the Council allow the installation of sewer lines under the proposed
Highway 50 West, as out-lined in the communication and that said
cost be borne by the City. The Committee further recommends that, if
this meets the approval of the Council, the City Engineer so advise
the Missouri State Highway Department to proceed with the necessary ;
contract and construction involved, which has been estimated to be
$1,000.00.
2) Councilman Paul Hogg' s request to widen West McCarty Street one-
quarter block west of Vista Place was referred to the Street Committee
at the last Council meeting and it is the recommendation of this
Committee that this matter be referred to the two Councilmen of the

Third Ward to the City Engineer, and to the City Attorney, to work
!lout the necessary right-of-way requirements and costs, regarding
;; this widening.
ii3) This Committee recommends that the City Clerk be instructed to
1isubmit an invoice in the amount of $35 ,860. 17 to the School Board,
which covers the cost of street improvements along Lafayette Street
nandUnion Street in the front and side of the new school building.

14) The inquiry regarding the rebuilding of the 300 block of West
Miller Street , as submitted by a prospective builder, was considered
and this Committee recommends that no action be taken at this time
and that further study be made regarding this Street construction .
15) This Committee recommends that the perimeter streets, as well
Jas the interior streets, of the Campus View Urban Renewal project
4be constructed of Portland Cement Concrete, in lieu of the small
additional cost involved with the fundamental and basic reason that
it would lower the maintenance cost and provide a better street
system within the Campus View Urban Renewal project.
6) Mr. F. E. Wisely' s correspondence to the Hon . John G. Christy,
dated October 14, 1963, which had an enclosure of a "Suggested
Procedure Sewer Rehabilitation Program" for Jefferson City, was
submitted to this Committee. It is the recommendation of this
Committee that copies of this "Suggested Procedure. . ." be made
'iavailable to all members of this Committee for their study and
1."" serious consideration for further action of the next Street and
lSewer Committee meeting. It is further recommended by this Committee
i; that the distinction between the work to be performed by the City
Forces and by contractors, as discussed in the "Suggested Procedure
. . ." report be scaled down from $1,000 to $250. It was further
suggested that all emebers of the City Council read the "Suggested
Procedure Sewer Rehabilitation Program" , as submitted by Horner &
Shifrin, due to the scope and its effect regarding the recent Bond `
Issue.
7) The drainage problem which lies within the scope of the recent
improvement of Stadium Dlvd. was referred to the City Engineer
and City Attorney for handling.
8) It in the recommendation of the Street Committee that the Stir-et
Department install the necessary corrugated metal, pipe to handle
the drainage at the northwest corner of Ridgeway and Oakview, the
recently vacated Chicago Road drainage and the drainage along the
property line at the intersection of Water and Taylor Streets. This
installation of the above mentioned drainage areas to be done at
such time as the requesting property owners (Mr. Farmer, Mr. Mosley,
1 and the Schaefer Brothers) purchase the necessary drainage pipe,
which must meet the approval of the City Engineer-Department . If
the above meets with the Council' s approval, this Committee re-
commends that the City Engineer and the Street Commissioner proceed
;; as outlined above.
t 9) It is recommended by this Committee that Bill #40, which in-
volves driveways and curb cuts within the City, be read for the
'} third time for final action by the City Council.
10) Councilman Paul Hogg' s request for the resurfacing of West-
J; more Drive from West Main to the dead end was approved by this
Committee to be allowed in the 1964 Street Resurfacing Program.
11) It was pointed out to this Committee by the City Engineer that
{ the street drainage of the proposed William Street , which is to be
constructed by the Highway Department , and will connect the future
i dead-endings of St. Mary' s Blvd. , does not meet the established
;I policy of this Committee or the Council and we recommend that the
City Engineer write to the Highway Department pointing out this
defect in drainage of William Street and request that they take
t corrective measures to conform with the accepted policies.

WHEREAS, by Ordinance No. 7411, passed and approved on the 'l
21st day of August, 1963, it was directed that a special election
!be held in the City of Jefferson on Tuesday, the 8th day of October,;
'` 1963, and that at said special election there should be submitted

'OF JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. THat this Countil declares that the special
election held in the City of Jefferson on the 8th day of October,
1963, was duly and regularly held and conducted in accordance with {
the Laws of the State of Missouri and the Ordinances of said City.
Section 2. That at the said special election there was `
submitted to the qualified electors of said City for their approval
or refection the following proposition.
PROPOSITION
"Proposition to issue the sewer revenue bonds of the
City of Jefferson , Missouri, to the amount of Five
Million, Six Hundred Thousand Dollars ($5,600,000) ,
to provide funds for the purpose of extending and
improving the sewerage system of said City, includ-
ing the construction of a sewage treatment plant;
said bonds to be payable solely from the revenues to ;
be derived from the operation of said system."
Section 3. That the result of said election on the aforesaid

RESOLUTION
1
WHEREAS, an application has been filed with the Federal Communi-
cations Commission which would seriously restrict the broadcast
service provided by Radio Station KLIK in Jefferson City, and
WHEREAS, said application , filed by Radio Station KPRC in Houston,
Texas, seeks to change the sign-on time of KLIK from 5: 30 a.m. to t
local sunrise, which in winter months would be as late as 7: 30 a.m. ;
and
WHEREAS, said change in sign-on time would deprive the citizens of ;
the City of Jefferson of a valuable broadcast service in the public ;;
interest, and i
WHEREAS, said early morning broadcast service is considered a
vital asset to the well-being of the City of Jefferson,

A2) This Committee recommends that the Street commissioner take ;k
.immediate steps to install a low-water crossing on East Miller Street
between Marshall and Lafayette.
13) This Committee recommends that the Street Commissioner take
immediate steps to find and repair the sewer leak within the area of;
; West McCarty Street and Hub Street.
:14) Regarding the drainage problem brought about by the resurfacing;
'of the parking area behind the church property located on the north
'east corner of Washington and Ashley, this Committee recommends that;
this matter be brought to the attention of the City Engineer, Street`
:!Commissioner and the City Attorney for their consideration and
advice.
A5) This Committee recommends that no action be taken at this time
:regarding the intersection of Highway 50 West and Howard Street.

!; The Fire Department Committee met October 16, 1963 at 7:P.M.
' at the West End Fire Station.
;Members present: Councilman Paul W. Hogg, Robert Debo and Perry
Hawes.
, Purpose of meeting was to discuss two ordinances; (1) pertaining to ,
fire inspection of commercial and public buildings, (2) provide more
effective regulation of buying of trash in City, and also many othex
fire safety factors.
Motion made by Perry Hawes and seconded by Robert Debo that the
Committee approve the two ordinances.
At 8: 15p.m. , motion made by Perry Hawes and seconded by Robert Debo `
that the meeting adjourn.

2. Install at least two (2) more No Parking signs in the 500 bloc

:; of East Miller in front of Simonsen Junior High and remove signs in
!' the 400 block of East Miller. This is to correct present situation
and bring in line with Ordinance.
3. That a No Parking zone between 7:00a.m. and 9:00a.m. , and 4:00
i' p.m. and 6:00p.m. , be established in the 200 block of West High
Streets on both sides .
4. Commission recommends that a petition requesting that Russell 'i
" Street be made one way, be denied.
5. Commission recommends that stop signs be erected on both sides a
of West McCarty on Hart Street
6. Commission recommends that the matter of 20MPH speed zone in the
100001200, and 1300 block of West High be disapproved on the advise

(a) It is no enforceable.
(b) Major artery and requires rapid movement of traffic.
±j 7. The Commission recommends that a Resolution be submitted to the
i' Council and the Mayor asking that the Mayor establish a Citizen
Safety Advisory Committee. This Committee would be composed of
II representatives of the service clubs of the City and its function
would be to recommend and assist the Parking and Traffic Commission.
i, 8 . A request that No Parking be established in the alley of the
rear of the Exchange Motor Bank was referred to the Traffic Division
for study and recommendation.
9 . The Commission approves a request that a 20 MPH zone be estab-
lished on Lafayette Street from Dunklin Street South. The reason
j for establishing this zone is that the new High School will be
open in the very near future, and this will facilitate matters of
j� Lincoln University and the High School.
!4 10. Requested that the Traffic Division of the Police Department
ascertain when the reserved parking area in the 200 Block of
i� Broadway may be deleted inasmuch as the Highway Patrol will be
moving to their new quarters and this parking area will be available .

reported that they had met with the Chamber of Commerce and are Tax.

ensing of Merchants and other businesses. The Committee of the
Whole meeting is to be October 28, 1963 at 7 : 30 p.m. .

This resolution had been introduced at the previous meeting of the Authority.
City COuncil held on July 15 , 1963, and it was read the ,first time,
distributed to all members of the City Council, and then approved
l three weeks later at the August 5th, 1963 Council Meeting.

City t THEREAS the employees of the City of Jefferson were the `

NOW THEREFORE BE IT RESOLVED that the City Council does

;' general and in particular Mrs. Margaret Christian, Mr. Jim Loethen,
; Mr. Charles Enloe, Mr. John Sullivan and Mr. Howard Scott who served
i; as the solicitors of the several divisions of City Government.

Mayor RESOLUTION
Christy WHEREAS the Honorable Mayor of the City of Jefferson,
;; John G. Christy, who has so ably served the citizens of the City
since assuming office in April, has been incapacited; and
WHEREAS the Council of the City of Jefferson surely misses
; his abilities and his leadership; and
WHEREAS it being the wish of this Council that the
Honorable Mayor John G. Christy soon retune to an active role as
chief executive officer of the City of Jefferson ;
NOW, THEREFORE, BE IT RESOLVED, That the Council of the
,. City of Jefferson extend to the Honorable Mayor John G. Christy its
prayerful wish for his rapid recovery from the illness which has
caused this Council and this Comminity so much concern; and be it
RESOLVED, further, That a copy of this Resolution be
conveyed to the Honorable Mayor John G. Christy with best wishes and
i. warmest desires for his rapid recovery.
