Present: Cline Debo, Hawes, Hogg, Jobe, Kliegel, Riner, Robinson Scrivner and Willcoxon . 10 Absent: None. 0 A quorum was declared present. Minutes. On motion of Mr. Hawes, page 352, strike out "Councilman Hawes seconded the motion to adopt the foregoing resolution." The minutes; of October 21st. meeting were approved as amended on motion of Mr. • Willcoxon. Committee - The following Committee-of,►the Whole Report as submitted by Mr. of - the - Robinson was adopted on motion of Mr. Riner: Whole. "The Committee of the Whole met at 7: 30 p.m. on October 28 and voted to recommend to the Council that amended Bill #29 do pass. The Committee voted to recommend to the Council that the Acting Mayor be authorized to enter discussion with the State Highway Officials concerning the routing of U. S. Highway 54 through Jefferson City." Freezing of Mr Charles Altwater, 1435 Major Drive, spoke in regard to the Water Main. freezing of his water main which is connected to the main across tho street from his property. He explained that he is willing to pay fob the cost of cutting the pavement, but is unable to get a plumber to do the job.. On motion cf Mr. Riner, the Building Commissioner was instructed to try to get a plumber to take care of the problem, if not , the Street Commissioner is to take care of the matter, at Mr. Altwaterls expense. ---------- Howard Mr. Josee Powell, representing the Farm Bureau, spoke in regard to Street the hazardous condition of a lip on the pavement where Howard Street: ,joins the Highway and would like for the City to remove same. On motion of Mr. Debo, the matter was re-referred to the Street Committee to work with Mr. Powell and the highway Department to see ' if some decision could be reached. Hearing Mr. Richard Heisinger, 804 Bald Hill Road, representing his father, : Bald Hill spoke against the improvement and asked that the following Road objections be printed in the minutes . Paving "This letter authorizes my son, Mr. Richard F. Heisinger to speak for me at the Jefferson City, City Council Meeting on November 4th, i. 1963. Ile is fully aware of what I am for, on the Bald Hill Road improvement project'.' /s/ Mr. Oscar Heisinger, 804 Bald Hill Road "I am against a narrow street in which parking could be allowed': /s/ Mrs. Jesse L. Lane Mr. G. H. Turner, Bald Hill Road objected to the use of Bond Issue Money for the paving of Bald Hill Road. "Because Mrs . Munzell and I both have to be out of town on November 4, the evening designated for the discussion of the proposed improvement of Bald Hill Road, I respectfully submit this letter stating our objection to this improvement. The resolution now before the Council states the funds for the ma,jox cost of this project (a figure of $20,000 is the estimate) ;I 360 REGULAR MEETING November 4 1963 should be taken out of the 1957 street improvement bond money. j� This resolution was referred to the Bond Advisory Committee. This Committee held a meeting and recommended without hesitation it against the resolution . It was pointed out that all of the bond money has been tentatively allocated for more important projects- ; it was possible there would not be enough money to complete even these projects-thFh ommittee did not want to be faced with a I situation where / .money be spent on less important improvements before the more important ones were completed. We realize the council members can override the recommendation of this Bond Committee, but it would indeed be a shock to the people of Jefferson City, who voted for this bond money, to discover what ;} it had been spent for if the major projects were left unfinished i because of lack of funds. I With the above facts in mind, I sincerely hope the City Council will vote no to the resolution on the Bald Hill Road 3 ro ect." P /s/ W. E. Munzell. ii The following resolution was introduced by Mr. Hawes: Resolution RESOLUTION FOR STREET IMPROVEMENT BE IT RESOLVED Improvement i BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Bald Hill Rd That after hearing all persons who appeared and desired to be heard, E at a meeting of the City Council of the City of Jefferson, Missouri, held at 8:00 p. m. on Monday, November 4, 1963, on the question of , the necessity of grading, paving and guttering with asphaltic concrete j and curbing with Portland cement concrete the roadway of Bald Hill' ;{ Road between the westerly curb line of Hobbs Terrace and the easterly ;F curb line of Peyton Drive, as provided in Section 88.523 RSMo. 1961 and Section 823 of the Revised Ordinances of the City of Jefferson, Missouri, 1956, that the Council reaffirms that the aforesaid improvement is necessary to be done and that the Council finds that if said improvement is less than 1200 feet in length and is between i and connects two paved and improved streets . On information furnished to us by the if City Engineer we find that the remaining funds available are $243,987. 21. We are presently committed to MP late the widening of Dunklin from Jackson to Clark Avenue and/-. -widening of Lafayette Street from Miller to Franklin. These two projects will be shared in by Urban Renewal funds, and the city' s share is estimated to be : $195,595 . 22. This leaves only $48,391.99. We are otethe opinion that no further expenditures or committments : should I .made pending the opening of the bids on these projects. Clerk-typist ; Mr. Robinson asked approval of the Council to employ as a temporary' in City Clerk' s measure a clerk-typist in the City Clerk's Office and Mrs. Bettye Office. !: Abernathy to keep the city books. The matter of salary was referred to the Finance Committee with power to act. `! Clemens Dulle Mr. Clemens W. Dulle, St . Mary' s Blvd. , was appointed as a member Housing of the Housing Authority for a period of three years. On motion of . Authority Mr. Hogg the appointment was approved. Sign- A communication was received from Mr. Henry I. Eager in which he Gibson' s wished to be put on record his strenuous objection to a sign which Discount has been erected in front of the new "Discount House" on Industrial .. House Avenue. On motion of Mr. Willcoxon, the communication was ordered received and filed. Request to A petition was received from George Rehagen requesting that Section Amend 1002 of Article X of Zoning Ordinance No. 5880 by deleting sub- Zoning Ord. paragraph 4 thereof and substituting a new paragraph 4 which new paragraph 4 will. rehd as follows: 114 Dry cleaning and pressing establishments." On motion of Mr. Hawes, the petition was referred to the planning and Zoning Commission . ------------ Planning & The following reports were received from the Planning and Zoning Zoning Comm. Commission: "The City Planning and Zoning Commission at its regular Report. meeting October 17 , 1963, considered a petition of Edith E. Major, Robert J . Major, Gladys M. Major and Keith Major to change to "Ell District local commercial, the real estate described as follows: Part of Cµtlot No. 96, in the City of Jefferson, County of Cole, Missouri and more particularly described as follows: From the northwest corner of Outlot No. 96; Lhence S 350 16 W, along the west line of said Outlot, 121 feet; thence S 540 441 E, 15 feet to the point of intersection of the southline of Leslie Leslie Boulevard and the Bast line of Chepfigut Street to the point of beginning; thence g 35 16' W along / east line of Chestnut , 245 feet; thence S 54 44' E, 206 . 0 feet; thence N 350 16' E, 174 feet to the south line of Leslie Boulevard; thence northwesterly along said south line, 212 feet more or less to the point of beginning. The Commission feels that the school board and residents of this area object strongly to changing this from "A-2" single-family dwelling zoning and terefore the Commission recommends that the petition be denied. On motion of Mr. Hawes, the report was approved. "The City Planning and Zoning Commission at a regular meeting on October 17, 1963, considered the petition on the Minneweld Co. , located at 2119 Highway 50 West. Petition requested that Section 1102 of Article 11 of Ordinance No.5880 be amended with the addition of a new-paragraph 15 which would read in words and figures as follows: Section 1102. Use regulations . A building or premises shall be used only for the following purposes ; 15. Acetylene gas storage in approved I.C.C. containers." The Commission feels that there is no potential danger since �f 362 REGULAR—HEMM34—Namp-mber 4, 1961 acetylene will be stored in I.C.C. approved containers and upon f1previous testimony by the Missouri Inspection Bureau and Fire Chief Sullivan they indicated in event of fire a special lead plug would ,melt thereby relieving any danger of explosion. The Commission therefore recommends that the petition be granted'. �10n motion of Mr. Hawes, the report was adopted. ----------- t 1;The following report of the Police Department Committee, presented -Police Dept. , by Mr. Scrivner was adopted; Report . !'"The Police Department Committee at a meeting November 4, 1963 discussed the general operation of the department and made suggestions for improvement of its enforcement of the ordinances. The Committee approved the appointment of Kenneth Joseph Roods and Charles Hadley Kerr as patrolmen .ophthe Department . After a dis- cussion of the qualifications of applicants. The Committee also studied and approved a detailed report of taxi , inspections and asked that the Chief of Police send a copy of the report to each member of the Council, each Taxi Co. and the news- Vaper.. George Robinson Committee : City Hall Report. Jefferson City, Mo. Dear Vice Mayor Robinson: 'I Your utilities Committee met this date with Councilmen Riner, ';: Scrivner and Debo present. The Committee met with Mr. I. H. Reed ! 11of the Capital City Water Company who reported the following: 1. The Meridian Construction Company, builders of the Capital !! ;; House Apartment Project between St . Mary' s Blvd. and Highway 50 j '; West, wants only the Fire Chief' s approval on locations of two fire;! : hydrants. Attached is the company' s proposal on where the fire ;; hydrants will be located. 2. City water will be fluoridated before the end of the year. Mr. i Reed said the equipment to implement fluoridation is here and tests;! have been run since February on fluroides in raw and tap water. Mr. Reed said he will contact the Building Inspector on permits to enlarge the water plant. E 3. The Water Company has been working with the Division of Healt on complaints of rusty water. Mr. Debo referred the matter of widening St. Mary's Blvd. where new apartments are being constructed by the Meridian Construction Co. to the Street Committee. On motion of Mr. Debo, the drainage problem behind the Jefferson Rug Company was referred to the Street Committee. On motion of Mr. Robinson, the low water crossing on Miller Street between Lafayette and Marshall Street was referred to the Street Committee with power to act. Highway 54 Mr. Willcoxon requested that a letter be sent to the Missouri State relocation.
