The minutes were approved as corrected. 9th Grade Mr. Robinson stated that members of the 9th grade Citizenship Citizenship Class were visiting in regard to research on local government . Class Mayor Mr. Scrivner made a motion that Mr. Robinson be replaced as Mayor Pro Tem Pro Tem by Mr. Perry Hawes. Mr. Riner stated that the motion was out of order as Mayor Pro Tem was elected for one year. The City Attorney was requested to check the State Statues and the matter to be taken up at the proper time during the meeting. Regional A communication was received from Mr. Don Allard, City Manager of Airport Columbia, Missouri in regard to the possibility of a regional airport On motion of Mr. Jobe, the communication was ordered filed. Letter of A. letter of appreciation was received from W. T. Ferguson, 214 Appreciation. Manilla expressing sincere thanks for correcting the open raw sewage problem at Manilla and West McCarty Street . On motion of Mr. Cline, the communication was ordered filed. Petition A petition was received from State Employees, registering a com- Parking plaint on elimination of twenty parking spaces in the 200 block of West Hgih West high Street , and requesting that the Council provide more Street parking spaces for the employees in the State Office Building. On motion of Mr. Cline the petition was ordered filed. Petition A petition was received from employees and officers of Capital Opposition of Supply Company, opposing the proposed Gross Receipts Bill No. 29 . Tax Bill#29 On motion of Mr. Cline, the petition was ordered filed. A communication was received from the Junior- Chamber of Commerce advising the council that the organization is opposed to the proposed Merchants Gross Receipts Bill, now before the council. On motion of Mr. Willcoxon, the communication was ordered filed. Franklin St . A communication was received from Mr. Ted Herron, Executive Proposal. Director of Public Housing Authority requesting that the City of Jefferson pay 50% of the cost of the paving of Franklin Street. On motion of Mr. Riner, the City Attorney, City Engineer, Housing Authority and Mr. Willcoxon, Chairman of the Street Committee were requested to meet with the School Board in regard to the above matter and give report to the Council. Stanford A communication was received from the Stanford Research Institute in Research regard to urban transportation resarch. On motion of Mr. Willcoxon Institute. the matter was referred to the Utilities Committee. Gross A communication was received from Alberta J. Meyer in opposition Receipts to Gross Receipts Bill and suggesting a modest individual earings tax as a means of increasing the city income. On motion of Mr. Willcoxon the City Attorney was instructed to answer her letter. 32 A communication was received from Mr. P. G. The following communication was received from the Plumbing Inspect-Plumbing or: "On November 8, 1963, tte Master Plumbers and met here in the Inspector. Council Chambers. At this meeting they reported to me, the Plumbing Inspector, that the license fees for their trade be raised to: Master Plumbers from $4.00 to $75.00 per year Journeyman Plumbers from $1.00 to $25.00 per year Apprentice Plumbers from 40.00 to $ 1.00 per year I respectfully request that this change be made in our City Ordinance'. On motion of Mr. Riner, the matter was referred to the City Attorney to draft the necessary ordinance. A communication was received from Mr. F. H. Young, Director of Civil City Civil Defense requesting that the 9th siren be installed atop Defense the U. S. Post Office building for the downtown coverage at a cost Siren System. of $1, 122.00. On motion of Mr. Kliegel, the Council is to go on recommendation of Civil Defense Director and install the siren on top of the Post Office Building. i A communication was received from six residents on West Main Street Gibson protesting the sign on Industrial Drive at the Gibson Discount Discount Store, and asking that the City take steps promptly to enact an Store Sign. effecteve sign regulating ordinance which would be applicable to all property along the south side of Industrial Drive easterly from this Gibson place and continuing to Dix Road. On motion of Mr. Cline, the matter was referred to the Planning and Zoning Commiss- ion. MINUTES OF THE COMMITTEE OF THE WHOLE Committee-of- q November 11, 1963 Whole Repdrt No. 1 j� Present were councilmen Willcoxon, Scrivener, Riner, Cline, Hogg, Debo and Robinson. Absent: Councilmen Jobe, Kliegel and Hawes. The meeting was opened with prayer at 7: 30 P.M. At the request of Councilman Cline, Mr. Leroy Schantz gave a brief C� discussion of the air port subject. He urged full consideration be given to the possible participation with Columbia and Fulton in an area airport program. He expressed the opinion that both state and federal aid might be obtained for this purpose. '�TEM #' 1 'WAS- RECEIVED AND FILED ON MOTION OF MR. WILLCOXON. At the request of Councilman Cline, Mr. Leroy Horster, Sales Representative for the Addressograph Division of the the f I Addressograph-Multigraph Corporation present?d his suggestions for a machine method of billing and collecting /_olewer charges. ITEM # 2 WAS RECEIVED AND FILED ON MOTION OF MR. CLINE. City Egineer Leroy Henry reported that he was having some difficulty with the requirement in the "street cut" ordinance that streets not be cut completly across at one time. The committee suggested that cuts could be bridged and in the interest of safety shored where necessary. He was requested to present more information on this matter to the next street committee meeting. ITEM # 3 WAS RECEIVED AND FILED ON MOTION- OF MR. DEBO Mr. Robinson reported the city had fulfilled its obligation to Mr. : Charles Altwater by offering to dig out his water pipes at his expense since M �4 AS RECEIVEDl AND LED ONr MOTION firm -ReI1�ER� the work. A full and lengthy discussion of the Council' s rules was had with a much more clear understanding of the rules being obtained. The Council can expect to have the rules observed carefully. ITEM # 5 WAS RECEIVED AND FILED ON MOTION OF MR. HOGG. On motion of Councilman Debo the Committee voted unanimously to r, recommend to the council that any news media is always invited to any open meeting of the council. ITEM #6 WAS ADOPTED ON MOTION OF MR. RINER; Councilman Robinson reported that he as Acting Mayor in his opinion and that of the City Attorney could find no legal authority to trans- fer money from the "Park Fund" to the Park Board. He explained that the state law and the city ordinance appeared to require some what the same procedure as to theexpenditure of funds on the part of the Park Board as for any other department of city government. He stated that this was not to questinn the intergrity or honesty of past procedures or of the people involved but that to continue as in the past might possibly result in litigation or to� put in jeopardy the bonds of some city officials. He asked that if the Council wished to continue the past procedures notwithstanding the law that they vote to instruct him to sign the checks. On motion of Mr. Willcoxon the committee of the whole voted to re- commend to the Council that the Acting Mayor be directed to sign the present check in question, transferring money from the Park Fund to the Jefferson lt7 Park Board. There was at least one "no" vote noted. ITEM adopted on motion of MR. HOGG. On motion of Mr. Cline the committee unanimously voted to recommend to the council that a meeting be held with officials of the State Highway Department including Chief Engineer M. J. Snider, Chief Counsel R.M. Hyder and District 5 Engineer P. J. Parish to discuss the location of U. S. Highwayy 54 through Jefferson City. ITEM # 8 ADOPTED ON MOTION pF MR. WILLCOXON. On motion of Mr. Riner the Committee unanimously voted to recommend: . 4 to the Council that the blocking of High Street to vehicular traffic from 7:00 P. M. to 12 Midnight on December 4 be approved at the request of the Downtown Merchants Association . ITEM # 9 ADOPTED ON MOTION OF MR. RINER Councilman Debo gave a brief report on the work of the Utilities Committee in studying he problem of the signal lights in the downtown area ITEM # 10 ADOPTED ON MOTION OF MR. CLINE. City Collector Ed Cole discussed organizational problems related to the billing and collecting of sewer charges if such work is carried on by his office. The utilities Committee will continue to study this problem and on motion of Mr. Scrivener the Committee unanimous ly voted to recommend to the city council that Utilities Committee meet with the water company and explore the possibility of the company andling the billing and collecting of sewer charges for ITEM # 11 ADOPTED ON MOTION OF MR. WILLCOXON. the city on a fee basis . On motion of Mr. Scrivener the committee recessed at 11:00 P.M. The following report of the Street Committee was presented to the Street Council: Committee j Report November 18, 1963 ` Hon , Mayor and City Council City of Jefferson Missouri Street Committee Report { Gentlemen: The Street Committee met on Friday, November 15, 1963, in the'! Council Chambers with the following members present: Dave Jobe J. George Robinson Edward J. Kliegel Montie Willcoxon , Chairman Advisory members Charles 0. Enloe, Street Commissioner, and L. J. Henry, City Engineer, were also present. With a quorum being present, the meeting was called to order by the Chairman, who then called on Mr. F. E. Wisely of the Consulting Engineering firm of Horner & Shifrin. Mr. Wisely presented to the Street and Sewer Committee a recommendation of "Procedure for Acquiring Land and Right-of-way, Sewerage Improvements, Jefferson City, Missouri" , dated October 28, 1963, which is herewith attached and made a part of this- Street 'Commi;ttee. Report . f� After u long discussion regarding the above named recommended procedure, Mr. Wisely pointed out that this was merety u recommend- sed guide for the acquisition of land and right-of-way easements and it was determined by this Committee, after accepting this recommended procedure, that the administrative handling for acquiring land and right-of-way for the recently passed sewer bond issue would be through the office of Mr. `I'homap P. Rose, City Attorney. I. Mr. Wisely also presented an Agreement , dated October 23, 1963, 1- i covering the engineering services to be rendered by the Consulting Engineering firm of Eiorner & Shifrin, relating to a sewer re- habilitation program within the City. This proposed contract agree- ment was discussed and approved by the Street Committee with the following changes: 1. On Page 2, Line 6, of this Agreement, strike out the following: "When the field supervisor is not engaged in the direction of work related to design and construction and is not otherwise locally available when requested by the City" . It should,' instead, read as follows: "When the field supervisor is not engaged in the direction of work related to design and construction and is not otherwise locally available, his services shall be devoted to the sewer rehabilitation program" . On motion of Mr. Robinson, Item 1, paragraph 2, page 2, inserted as follows: strike out, "and is not otherwise locally availablel. `I ��1J 2. On Page 3 Line 1, of the "Procedure for Sewer Re- l' I� habilitation Program, Jefferson City, Missouri" , as corrected it should read: "Minor repairs (say less than $1,000 in magnitude) , ." Futher discussion of this Agreement made it clear that the initial $100,000 as allowed in the recently passed sewer bond issue was to be used Y P , for the rehabilitation of existing main trunk line systems and that monies from the service charge revenues were to be used for the rehabilitation of district sewers, as certified by the Consulting Engineering firm. i Mr. Wisley volunteered to submit to the City officials a proposed work schedule itinerary regarding the construction of the sewer system of the recently passed sewer bond issue. { f I{ It is the recommendation of this Committee that the attached corrected Agreement and Procedures, as ( submitted by Mr. Wisely, be approved by the Council. i� The Street Committee also recommends the following: 1 1. The acceptance of th following motion submitted by Mr. J. George Robinson: " That Mr. Thomas P. Rose, City Attorney, be authorized to proceed to acquire the necessary right-of-waycan'd easements as they are related to the main trunk line systems, which will come under the recently ,1passed sewer bond issue, ,in any manner he sees ; fit. If he deems it necessary to consult the j Council on matters of approving or disapproving the costs of right-of-way and/or easements, he 13 may do w6 ' Adopted on motion of Mr. Willcoxon . ! !i 2. Mr. Ted Herron , Executive Director of the j! PHA and Urban Renewal of Jefferson City, Presented ito the Street Committee a discussion regarding the i limprovement of Franklin Street between Lafayette f and Jackson. It was the feeling of the Committees t that this matter should be handled by the Council at its next regular meeting of November 18, 1963. This item was taken care of earlier in the meeting. 3. Mr.Robert L. Debo"s referral of the matter of widening of St. Mary' s Blvd. in front of the Capital House Apartments was approved by this Committee, subject to the conditions that a barrier curb and gutter be installed and that the widening portion of St. Mary's Blvd. parallel to this curb land gutter be done at the expence of the contractor ; lmaking this request and under the direction of the City Engineer. Adopted on motion of Mr. Willcoxon. 4. The drainage problem behind the Jefferson ( Rug Company, which was referred to this Committee, be set aside until such time as the Councilmen s representing this area make futther contact with (� 3176 the parties involved, regarding this drainage problem. The request by Mr. Josee Powell of Missouri Farm Bureau, regarding the intersection of Highway ! 50 West and Howard Street, be deferred at this time, jparticularly in view of the proposed resurfacing '! by the Missouri State Highway Department of Highway 50 West. Said resurfacing hould, in effect, solve g I the problem at this particular intersection . ik Adopted on motion of Mr. Willcoxon. 6. That Section 26.750 of Bill 6f Bill No. 40 (Ordinanc No. 7438) be amended to read as follows: "Section 26. 750 . Widths of Driveways . A driveway constructed, altered or relocated to serve residential property shall not, without I special permission from the City Council, exceed sixteen (16) feet in width, and a driveway con- structed, altered or relocated to serve non- 4 residential (commercial, business or industrial) property shall not exceed thirty (30) feet in width unless the City Council, through the City = Clerk, authorizes in writing the construction of a driveway at a greater width." On motion of Mr. Willcoxon, item one was adopted. ! Federhofer, who is the President of the Federhofer- d Avis Car Leasing Firm. local office bing located at 218 Walnut, appeared and discussed the possibility of their leasing cars to the City oft Jefferson. Both partial and full maintenance contracts were discussed and the Committee indicated to Mr. Federhofer, that we were merely; establishing the possibility and certainly would make no eommitt- 1! meats at this time. Mr. Fererhofer will submit possible rate of leasing of full maintenance in the very near future. it 2. The Committee reviewed questionnaires sent to the different city departments as to their precedure and it was definitely established' that there is a need for uniformity even if central purchasing is not affected. 3. Several communications were received from members of the National Institute of Governmental Purchasing, offering assistance, from Cincinnati, Ohio; Alanta, Georgia; St . Louis Missouri, etc. 4. Letters requesting -information on the � operation ,df ,purchasing procedures were sent to St . Joseph, Joplin, Cape Girardeau, and Springfield. Several responses were received and both Springfield , and Joplin sent invitations for members of the Committee to visit their department and study their system. It is the Committee' s recommendation to the Council that such a trip be authorized. . 5 . Committee recommended that next meeting be scheduled on Novembdr 25, 1963, at 7: 30 p.m. , in the Mayor' s Office at which time addition al information should have been accumulated relative to leasing of motor vehicles, etc. The Committee also authorized the Chairman to send invitations to car leasing firms in the Jefferson City area. 6. The Committee tentatively recommends that the Council consider ; the feasibility of investing central purchasing as a part of the office duties of the Fiscal Officer.
