Highway 54 Relocation. J The meeting was called to order at 7:30 p.tn., Thursday, December S, 1963, for the purpose of discussing with Mr. P. G. Parrish and associates, the relocation ; of Highway 54 south. i Presents Councilmen Debo, Hawes, Hogg, Jobe, Kliegel, Scrivner and Willcoxon. Absents Councilmen Cline, Riner and Robinson. dMr. P. G. Parrish explained the Missouri State Highway Department's proposed plan for relocating Highway 54 south in detail. In his explanation, he annouced that there would be no intersections at grade, except where the relocated ;� highwsy joins the existing highway at Madison Street. ` There was considerable discussion of right of way costs, but approximate figures could not be arrived at, until more advanced stage was reached in the planning. jMr. Willcoxon moved that the Committee of the Whole recommend to the Council, the Missouri State Highway Department plan for relocation of Highway 54 south be approved and as soon as possible a close approximation of the City's share of the right of way and movement of utilities be developed. The motion was ;, approved unanimously. Perry Hawes, Jr. The meeting adjourned at 8:40 p.m. Chairman I The following report of the Committee of the Whole as presented by Mr. Hawes, Committee of ; was accepted on motion of Mr. Willcoxon the Whole Report COMMITTEE OF THE WHOLE, December 9, 1963 , The meeting was called to order at 7:40 p.m. , Monday, December 9, 1963 for the ,! purpose of discussing the Sewer Service charges and collection with the Capital pCity Water Company and six/traffic signals. uptown Presents Councilmen Cline, Debo, Hawes, Hogg, Jobe, Kliegel, Riner, Scrivner and Willcoxon. ;?Absent: Councilman Robinson absent with leave. A letter from I. H. Reed, President and General Manager of the Capital City .; Water Company was distributed, outlining the Water Company's proposal. The Iletter is attached and made a part of this report. I f i Mr. Robert L. Debo, Chairman Public Utilities Committee of the City Council City of Jefferson Jefferson city, Missouri Dear Mr. Debo r I During the recent sewer bond campaign it was announced that Capital City Water Company would bill the sewer service charges for the City on a city bill i. and that the charges would be payable at the office of the City Collector. Since approval of the sewer bond issue by the voters, you and other members j; of your committee have advised me that a number of residents have made inquiry ' regarding the possibility of the city sewer service charges being billed on i the water bill and paid at the water company office at the same time payment is made of the water bill. While we prefer not to do this, we realise that acting in this capacity j would be rendering a public service which would result in convenience and savings to both the City and our customers. A portion of the savings to the !j City would be the cost of postage and printing of bills of approximately five cents per bill{ and the customers who pay by mail would be saving a five cent j stamp and envelope. We have given this matter considerable study in view of the fact that the information essential for billing the sewer service charges must come from our records. Our present billing machine, however, was not designed for the rapid billing and analysis of two commodities on the same bill, although it would bill in a satisfactory manner the two commodities on separate bills as was originally anticipated. The Company cannot invest its funds in a billing machine that is not required or needed to preform its own billing functions. ; We, therefore, make the following suggestions for consideration of your committ4st i{ 1. Pursuant to an appropriate agreement, the Company will bill, as a separate item on the water bill �! and receive payment of, the city sewer service ji charges for the price of ten (10) cents per bill. �i 2. The City will provide and maintain a new billing machine which will bill and properly analyse more than one commodity on the same bill. The billing machine will be used by the Company E it at its office for billing the two commodities. The City will continue to own such billing me- it j chine and may remove it at any time that the !i City desires to cancel the agreement and have the billing of the sewer service per» formed by other than Capital City Water Company. Investigation has indicated that a billing machine which will properly accommodate the billing and analysis of more than one commodity on the same bill will cost the City approximately $7,900.00. It may be pointed out that t the procedure suggested will save the City five cents per bill covering !; postago and printing which, based upon the number of sewer charge bills to be rendered, would represent an annual savings to the City of approximately j $40*200.00. This savings alone would reimburse the City for the cost of the j ji new equipment in less than two years. ifYours truly, 4�� 4 /s/ I. H. Reed ' if President b Manager IMr. Debo, moved that the Committee of the Whole, recommend to the Council that ijthe Council accept the proposal of the Capital City Water Company, as outlined In Mr. Reeds letter of December 9th and that a contract be drawn and executed to this effect. The motion was approved unanimously. City Attorney, Tom Rose, read and explained Bill No. 109, with several suggested changes. Mr Willcoxon moved that the Committee of the Whole recommend-to the '! Council, that an amendment be added to Bill No. 109, which will enable the C1 ty. j to establish a charge for sewer connections, not to exceed $150.00. The motion was approved unanimously. Mr. Willcoxon moved that the Committee of the Whole recommend to the City Coune$1 that we accept the suggested changes to Bill No. 109. The motion was approved 400 unanimously. I Mr. Debo read a letter from Mr. Frank Krewet, of Eagle Singnal Company, recom- mending certain changes and Mork on the six uptown traffic signals. Mr. Gene Schenewerk and Mr. Morrie Wheeler discussed recommendations =*de• by Mr."Krewet. i; Mr. Hogg moved that consideration of the traffic signals be token out of the 'i Public Utilities Committee and placed in the Committee of the Whole. The motion was approved unanimously. !j Mr. Willcoxon moved that the Committee of the Whole recommend to the Council I' that Mr. Wheeler be authorised to employ Mr. Schenewerk as consultant. Mr. Willcoxon moved that the Committee of the whole have a meeting with Mr. Fekete and Mr. Reed of the Capital City Water Company. Ij Committee of �) The following report of the Committee of the Whole was presented by Mr. Hawes: the Whole Minutes of Council's Committee of the Whole Meeting, December 12, 1963. The committee of the Whole of Jefferson City Council met December 120 1963, '; with members of the Jefferson City Park Board. Present were Councilmen Hawes, Debo, Kliegel, Riner, Hogg, Scrivner, Willcoxon and Cline. Park Boardmembers who attended this meeting were: Mrs. Everett D. Sugarbaklr, Louis Burkel, George Rosier, Bill Tweedie, Jr. , Forrest Whaley, Louis Landwehr, i Don Shull and 11loxard Scott of the Park Board staff. Mr. Rosier served as spokesman for the Park Board and traced its past ! accomplishments in Jefferson City. He said the Jefferson City Park system "is the envy of cities throughout the United States." !! He urged Council to amend its present ordinance establishing the Park Board . j� to permit continued use of city funds as has been the practice in the past. Mr. Rosier pledged closed lieson with the Council and quarterly reports on receipts and expenditures of the Board. Ilia proposal was to strike the language in the present ordinance beginning with the word "provided" and to insert in lieu thereof the followings ItProvided, that all money received for such parks shall be deposited in the treasury of Jefferson City to the credit of the park fund and shall be paid out of the fund ;! to Jefferson City Park Board as the money becomes available but not oftener is than monthly." Mr. Willcoxon moved that the Committee of the Whole accept this amendment and recommend its approval to the Council. Mr. Willcoxon's motion carried by a i voice vote with no councilmen voting !'NoV 1; 1 During the meeting, Mr. Rosier said members of the Park Board had personally 11 underwritten many of the park projects in Jefferson City and at one time were pledged to as much as much as$229,00. He reported the balance in the Park Board's own bank account would be approximately $39,500. as of Jan. 1, 1964. Mr. Rosier said if the Park Board is forced to issue warrants and the city i honor them by checks it would be impossible for the Park Board to carry out f any long range financing. Mr. Rosier said the Park Board is investigating !1111 an insurance plan to care for any damage suits that may arise should soneone �i be injured on park property. 1 Councilman Kawea$jWillcoxon and Scrivner thanked the Park Board for the meeting; and Councilman Kliegel said the Council was endebted to the Park Board for the jl manner in which it handled intergration of city swimming pools. Ashley, University of Missouri, Park and requesting an inventory of the park and recreation facilities located in Recreation Jefferson City. Facilities. '; Mr. Hawes moved that the communication be sent to Mr. Howard Scott, Director of ' Jefferson City Parks to provide necessary information to the Council. 3 Mo. State A communication was received from the Missouri State Highway Commission in Highway Comm. regarded to an agreement with the pity Williams Street. The agreement provided Williams Street.. that the Highway Commission will construct Williams Street and that when . construction is complete the City will accept same as a part of its street system and will agree to maintain the street thereafter at City's cost. On motion of Mr. Willcoxon, the communication was ordered filed. Finance Comm- The following report of Finance Committee was adopted on motion of Mr. Jobet ittee Report. REPORT OF THE FINANCE COMMITTEE At the regular meeting held December 2nd and the recessed meeting held December 4th, 1963, there were three items given to the Finance Committee for considerat itone Item #1 A new gun cabinet for the Police Department. :i Item #2 A letter from ttte Fire Department requesting additional equipment in the amount of $1,500. Item #3 A request from the Mayor pro tem asking for a Meeting of the Finance Committee to hear the report of Mr. Wolf of a public accounting depart- ment in regard to our books and the findings thereof in an examination of the books and records after the resignation of the Finance Officer, Mr. Rich. Item 1 was disposed of after tits Chief of Police withdrew his request because :' a gun case had been given the department which met the requirement of the needed. ,Item 2 was held over until such time as we could see if some financial help for the request would be forthcoming from the Civil Defense Agency in regards to this ,equipment. Item 3, the Committee met with Mr. Wolf on December 6th and received his report in regard to be books. Hr. Wolf stated that there were no shortages or irregular« ities found in the books but there were errors in the figures which did tend to throw the books out of balance. The Committee recommends to the Council that until such time as the Mayor can return to his duties that we hire the firm of Mr. Wolf to aid and assist Betty Abernathy to keep the books posted and up to date as to balances. This cost in the amount of $125.00 a month, and the cost of the work on the books now finished in the amount of $596.00, we recommend be paid out of the general revenue fund. There were no posting in the books for a period of time, and these postings Dave C. Jobe, Chairman were brought up to date by the firm to Ed Kliegel October 31, 1963. Kliegel (` !i Advisory members Charles 0. Enloe, Street Commissioner, and F. X. McGovern#, Assistant City Engineer, were also present. With a quorum being present, the meeting was called to order by the Chair- man. After a discussion of Ordinance #7438, relating to curb cuts, this Comm• ittee recommends that this Ordinance be referred to the City Attorney and the City Engineer with a request that the requirement for a $100.00 check be elimin': ated and the Ordinance be simplified as much as possible. j Regarding the bridge on Jefferson Street, the Committee recommends that the Street Commissioner and the City Engineer obtain prices on the cost of the necessary materials to install a sidewalk along the westerly side of the preseng bridge and outside present railing, and to widen the street six feet on the I Jackson Street bridge. it Respectfully submitted, j i Monti* Willeoxon Chairman Street & Sewer Committee j MWsj cat Street Committee members 'Public The following report of the Public Utilities Committee was adopted on motion Utilities of Mr. Debo: Committee Report. Utilities Committee December 9, 1963 The Utilities Committee met this date with Councilmen, Debo, Hogg, Scrivner and Riner present. The Committee recommends to the Couniil that the request of Joe N. Moseley , for the city, to vacate an easement in Sunset Place be E' approved and requests the City Attorney to draw up an Ordinance to be put this in effect. Robert L. The following report of the Planning and Zoning Commission was referred to the Planning and Committee of the Whole, on motion of Mr. Debos Zoning Comm. December 6, 1963 j Report. City Council City Hall rj Jefferson City, Missouri i Gentlemens The City Planning and Zoning Commission at itsespecial meeting on December S, ?� 1963, requests the City Council to seriously consider providing a master street ?; plan of the City of Jefferson, for the use of the Planning an Zoning Commission;; which would classify existing street/is arterial or collector streets. This master street plan should also show arterial and collector street extensions !! into and through the proposed areas to be annexed by the City of Jefferson. .E The Commission further recommends that a study and up dating of our present soning ordinances be made and that a soning classification plan for areas of proposed annexation that can be put into immediate effect be prepared. It is further suggested that expert counsel be secured in the preparation of same. The Commission fools that the sub-division ordinance as amended is sorely needed; in Jefferson City and we recommend its passage by the City Council. However, we would like to suggest that the Council give consideration to making the { following revisions in the proposed ordinance: Pugs 11, Section 51,100, sub-section C.
