On motion of Mr. Debo, all suggestions of Mr. Robinson be stricken from the minutes. The motion passed. ' 2. On motion of Mr. Debo, the section pertaining to the Parking Garage, strike out Mr. Hawes and insert in lieu thereof, Mr. Hogg. The motion passed. 3. On motion of Mr. Debo, the minutes of December 4, page 394, line 12, be corrected to read, "On motion made by Councilman Riner, Bill No. 29 as amended and all previous bills be withdrawn. The motion passed. 4. On motion of Mr. Debo, the minutes of December 4, be corrected as follows: Page 396, line 13 by striking out period and quote and adding Be it further resolved that this resolution be published in the newspaper three times. The motion passed. 5. On motion of Mr. Debo, minutes of December 4, meeting, page 396, strike out lines 15 and 16, beginning with Mr. Robinson and ending with the word request. The motion passed. 6. Dickinson, Lincoln Easement University: along Lafayette We have a request for an easement along Lafayette Street between Franklin Street. and Atchison Streets for the purpose of widening the street. The traffic along that area has increased greatly with the opening of Leslie Boulevard and will certainly justify a wider street. We hope that the iwidening will continue from Atchison to Miller Streets without delay as it creates a bottle neck in traffic along this way. It is especially bad during ;'events at the Lincoln University Gymnasium or Richardson Auditorium. !We would appreciate your early consideration of this project. "The City Planning and Zoning Commission at a regular meeting on December Zoning Comm. 1I 18, 1063, considered the petition of L. I. Hockaday which requested a Report. special permit for the purpose of establishing a parking lot on the rear yard portion of a property located at 307 W. High St. The Commission has examined detailed plats of the proposed pal-Icing area 1! and feels that since there is no objection from the surrounding property owners and that adequate access and private parking facilities have been l provided for the apartment house at 307 W. The motion passed, Planning & The following report was received from the Planning and Zoning Commission: Zoning "The City Planning and Zoning Commission at a regular meeting on December Commission 18, 1963, considered a petition of Mr. Donald E. Breckenridge, to rezone the Report. 4. 65 acre tract known as the McKay tract and a 6 acre tract known as the Bishop Marling tract from residential to Highway F. Commercial. The Commission has examined detailed plats of the above mentioned tracts and viewed the intended plans to build a 200 room Ramada Inn Motel on the proposed sites, and feels that it would be an asset to our city. The Commission, therefore, recommends that the petition be granted. " On motion of Mr. Scrivner, the report was ordered filed. The motion passed. ' Police Dept. The following report was submitted by Mr. Scrivner, Chairman of the Police Report. Department Committee: "The Police Department Committee met on January 6, 1964. A quorum being present, the following business was transacted. 1 . The Committee recommends that the Department be authorized to purchase a 16 rnrrl movie projector to be used in Safety Programs, Police training, and by the School Boy Patrol, Civil Defense and Civic Organizations. The projector is priced at $450 and can be purchased for $215 by trading in the old projector that is beyond repair. Mr. Scrivner made a motion that Item No. 1 be adopted. Mr. Robinson asked for a roll call vote. A cluoruni was declared present. (1) The purpose of the meeting was to discuss the appointment of Allan Beck to replace IA, Cletus Jansell who has retired from service. Motion made by Dave Jobe and seconded by Bob Debo that the appointment be accepted. Motion carried. (2) After discussion a motion was made by Bob Debo and seconded by Dave Jove, that a captains rating be given to lieutenants Ralph Erhardt and Vincent Willmeno retroactive January 1 , 1064, Also that Chapter 6, Section 450 wording to be changed from 3 to 5. Motion carried. " Mr. Ifogg made a motion that the second part of the report be accepted by the Council as Item No. 1 had already been acted on. The motion passed. Sewer Tax The following report was submitted by Mr. Debo, chairman of the Sewer Tax Charge Charges: Committee "Your special committee to handle sewer tax charges met this date with the Report. following present: Robert L. Debo, John Morris, Paul Bosch and Alan Becker, Ed Kliegel, the fifth member, was absent with leave because of the death of his mother. Mr. Debo was elected chairman of the Committee. I. H. Reed, President and Manager of the Capital City Water Company, attended this organizational meeting and said the first sewer tax billings probably will be 414 9t �rrailcd about ,Jan, 10, 1904. . ^ ' he Committee voted to meet again on 'Thursday, ,Jan. J, 1064, and to conduct a )public: meeting starting at 2:30 p. m, on that elate in the Council Chamber. At Jhis meeting, the city's general procedures in collecting the sewer tax will be explained to the public. It is hoped industrial users of larf;c clur+nt.ities. of vatrr will attend this meeting. The Committee voted to meet again on P riday, Jan. 24, 1064, at which time it 'will hear complaints on the sewer tax. The Committee agreed that after this date :arting will conduct such hearings on the second and fourth Fridays of each month, at 2:30 p. m, in City Council Chambers. Persons who wish to appear �efore this Committee should contact the City Clerk's Office and will be assigned ��5 minutes to present their case. The Committee feels such an arrangement the ould be of convenience to the public. Committee agreed with Mr. I. I.1. Deed that Mayor Christy should send a etter of explanation with the first sewer tax bills. Mr. EdWisely of Horner nd Shifrin Consulting Engineers, St. Louis, agreed to attend the Committee's next meeting on Jan. J. " r. The Committee met with Mr. Homer Ferguson and Mr. John Nienhamier• of tit(! !Missouri Power and Light Company and learned there are 233 incandescent �ylights in our city which tyre costing more rrroney than the new 6, 1100 lun-len mercury vapor lights cost. 'These 6, 000 lumen incarrclescent lights are (located throughout the city, especially oil heavily traveled streets. 'The enclosed map �lgives exact locations of these lights. !After consulting Mr. Fergruson and Mr. Nienhauser, tile. Committee learned 33 of these lights are located on Highway 50 West. This is the greatest traveled :route with such lighting with surveys showing traffic loads up to 16, 882 vehicles tper day. The MPL officials recommended lighting on this route be increased Ao at least 21, 000 lumen which would be considerably more expensive than the 116, 800 lumen mercury vapor light. Because of plans to reroute highway 50 West ;traffic on a new highway, the Committee decided to take no immediate action in ijthis area. ;However, the committee voted to move into the other areas and replace the 1f6, 000 lumen incandescent lights with 6, 1100 mercury vapor lights at the rate of ;70 lights per year based on priorities of travel surveys. Replace 9 lights on Jefferson Street between High and Ashley Streets where the daily traffic count reaches 7, 235 vehicles. 'In 1964 Replace 49 lights on McCarty Street between Bolivar and East High { 'and 1965 Streets where the daily traffic count reaches 6, 945 vehicles. 'In 1965 Replace 33 lights on High Street between Adams and Grant Street where the daily traffic count reaches 6, 761 vehicles. In 1965 Replace 5 lights on Monroe Street between State and McCarty Streets .and 1966 where the daily traffic count reaches 6, 031 vehicles. Replace three lights on East Capital Avenue between Monroe and Adams. Replace two lights on Washington between Dunklin and Ashley. Replace two lights on Adams between Capitol and High. Replace two lights on Chestnut between Dunklin and Atchison. i Should there be any other 6, 000 incandescent lights still in service--with the 'exception of those located on present Highway 50 West--when this schedule is ,completed, the Missouri Power & Light Company is instructed to notify the Council so that steps may be taken to upgrade these lights. Mobile Mr. Hawes stated that the EIks Organization had requested parking spaces in the Dental .200 block of East Capitol Avenue in the vicinity of Riley's Garage 24 hours a day., Unit. from January 10th to February 22nd. Resolution The following resolution submitted by Councilman Cline was adopted: LeRoy J. Henry ."WHEREAS, the City Engineer, LeRoy J. Henry, tenured his resignation effective January 1, 1964, and WIiEREAS, LeRoy J. Ilenry served the City of Jefferson for a period of four (4) years having contributed much to the improvement of our City through his profession, and WHEREAS, lie has accepted a position commanding a higher salary, and one which would advance him in his field, and WHEREAS, we wish to extend our appreciation for his years of service to this community and its citizens, and WHEREAS, we wish to extend our best wishes in his new position, NOW THEREFORE: 418 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: ? RESOLVED: The City Council of the City of Jefferson, Missouri, in the name of the City and all of its citizens and residents do hereby commend City Engineer, LeRoy J. Henry, for his service rendered.
