Bid Opening.; directed by the Council, she had mailed to all interested banks, bond houses, and investment bankers in the State of Missouri and j. elsewhere printed copies of a "Notice of Bond Sale" in relation to One Million Dollars ($1,000,000) of ($5,600,000 authorized) Sewer t Revenue Bonds of the City of Jefferson, Missouri, as authorized at ;� a special election held on the 8th day of October, 1963, and the Clerk further reported that to each copy of the aforesaid "Notice of Bond Sale" there was attached a printed form of a "Proposal for + the Purchase of $1,000,000 (First Offering of $5,600,000 Authorized, i; Sewer Revenue Bonds of the City of Jefferson, Cole County, Missouri;" and an "Official Statement" of said City. The Clerk further reported that, as previously directed by the Council, the aforesaid Notice �£ Bond Sale was published in The Bond Buyer, a financial journal }` published in the City of New York. The City Clerk further reported that, pursuant to the aforesai; i Notice of Bond Sale, there were filed with her, at or before the ' hour of 8:00 o'clock P.M. , Central Standard Time, on Monday, the 24th day of January, 1964, eleven (11) sealed proposals for the purchase] of said bonds, and the Clerk then and there presented said sealed proposals to the Council. Thereupon, the Mayor instructed the Clerk to proceed to open the said sealed bids and to read the same aloud l in the presence and hearing of the Council and of the Bidders assembled. , The City Clerk then proceeded to open the aforesaid bids, which are summarized as follows: ! He asked ! that the approval of this portion of meeting be delayed as he would have a resolution in regard to the above matter later in the meeting. Request . ---------- i (� A report from the Jefferson City Park Board was received which Park Board covered the period from January 1, 1963 to June 30, 1963. Mr. Report. Robinson stated that the State Statutes requires the Director to I make a report tothe City, on or before the second Monday in June and that the Mayor and City Clerk correspond with the Director to comply with the Statutes. On motion of Mr. Willcoxon , the report was orderfd filed. We understand that under existing laws, a twenty-five (25) ' ;( foot set-back requirement from the Chestnut Street property line ;; for buildings exists on this site . !! Because of existing difficult site conditions we request that you waive this restriction for this building. We would like Ito start this construction 42 feet from the centerline of Chestnut IStreet with the main structure east of the 25 foot limit . I� ---------- � The following report of the Parking and Traffic Commission was ' Parking & Traffic Comm. ~ submitted by Mr. Cline: a Report. I s PARKING AND TRAFFIC COMMISSION Meeting of the Parking and Traffic Commission was held on December 21, 1963, at the Police Department. Those in attendance were: Perry: Hawes, Robert Debo, Lieutenant Lawrence Patton and Donald V. Cline. The following recommendations and requests were made: 1. "NO PARKING" be established in the alley on both sides of the street directly behind the Exchange National Drive-in Bank in order' to facilitate the movement of traffic from this establishment. 2. It is recommended that all ordinances pertaining to streets in the vacinity of the new High School be expedited inasmuch as the new High Shcool will open on or about January 20, 1964. 3. It is recommended that a Maintenance Agreement submitted by Thomas J. Finan Company to maintain the gate system at the " Municipal Parking Garage, be signed, subject to the approval of the4 City Attorney. 4. It is recommended that the out-gate and coin mechanism at the Municipal Parking Garage be removed and sold to the highest bidder as soon as possible. 5 . The following report of the Parking and Traffic Commission was miParking and submitted by Mr. Cline: Traffic PARKING & TRAFFIC COMMISSION REPORT ;'Commission Meeting of the Parking and Traffic Commission was held on January '.Report. 18, 1964, at the Jefferson City Police Department . Those in atten- dance were: Robert L. Debo, Perry W. Hawes, Forrest W. Scrivner, Lt. Lawrence C. Patton, and Donald V. Cline . ' The following recommendation were made: 'Il. It is recommended that further discussion of the Maintenance Agreement submitted by Thomas J. Finan Company be made by the Chairman and the City Attorney. This agreement pertains to the equipment at the Parking Garage. 2. The request concerning the establishment of a four-way stop at Industrial Drive and Dix Road be studied further,especially as it pertains to the future effect of the new Highway 50 . � 3. The plan by the Engineering Department recently submitted, concerning the Clark Avenue and Dunklin Street intersection complex, especially as it relates to the proposed traffic is- land, is not acceptable to the Commission inasmuch as recent i opinion of the Traffic Engineering Institute indicate that { these inlands are dangerous and the use of them should be dis- c couraged. This Commission recommended some time ago that the use of "traffic buttons" or psychologically painting of these dead zones are just as effective and do not present the hazard. A. It is recommended that the Traffic Division study the possi- bility of moving the school cross walks at the intersection of W. Main, Dix Road, and Boonville Road, so as to minimize the danger now present at this congestive intersection . ( S. It is recommended that the Chairman complete the National Safety Council Traffic Inventory form as it pertains to the Commission. 16. A request by the Engineering Department for three (3) parking spaces on the East Side of Monroe Street just South of the Police Station be disapproved, however, this matter is to be referred to the Building and Grounds Committee as to the possibility of finding such spaces on City property. 7. It is recommended that parking be established on the North side ;' of Atchison Street from the drive way of the Lincoln University , Women' s Dorm East to Locust Street. 8. The Commission approves the emergency expenditure for the erection of a bumper rail at the Municipal Parking Garage, which will protect the extension of the parking attendant' s booth. �9. The Commission recommends that a storage cabinet be built at the Municipal Parking Garage to accommodate supplies, uniforms and janitoral supplies. � Respectfully submitted, /s/ Donald V.
