The Mayor asked Mr. McCrary to write a letter to him advising
as the Town's engineers, how much of the job the J. G. Attaway Co.
had completed, and also what would be required for Attaway to complete
the job according to his contract. Mr. McCrary agreed to do this.
There being no further business the Council adjourned subject
to the call of the Mayor.

November 16, 1944.
The regular meeting of Council was held today at 5:00 P.M., in
the Council Room, and was attended by Mayor Dutton, who presided,
and Councilmen Hosti, Lovell, Siotin, Young, Walsh and Town Attorney
Alexander.
The minutes of the meetings of October 5th, 10th and 23rd were
read and adopted.
The Mayor informed Council that he had requested Mr. J. G.
Attaway to give him certain information relative to the Sewer System
and Mr. Attaway informed him that he could not give it.

The Mayor informed Council that Mr. E. H. Abrahams had made a
request for a refund of $50.00 paid by him for a stubbing fee, as
this•fee had•aiso been paid by Mr. W. D. Prescott, his plumbing
contractor, Mr. Blair, the plumbing inspector, was called in and he
stated that Mr. Abrahams had had the stub placed at one location but
that it had been placed so high that it was necessary to go into the

Main at a lower point so as to get the proper fall, this work was
done by Mr. Prescott who also paid the stubbing fee of $50.00 to
the.Town for Mr. Abrahams account. Councilman 'Young moved that the
Mayor be authorized to contact Messrs. Prescott and Abrahams with
the view to getting the matter adjusted. Councilman Lovell seconded
and the motion passed.
The Mayor informed Council that Mr. W. J. Bremer had presented
the Town a credit of $19.95 covering half of the commissions due him
on the purchase of the stone used in paving the streets last. summer.
The Clerk was instructed to write Mr. Bremer thanking him for his
splendid co- operation. .
Councilman Young moved that bills for the purchases made for
the General Government during the month of October amounting to
$456.76 and bills for the month of October for Groin and Seawall
amounting to $56.00 and also bills for the Sewerage Account for the
month of October amounting to $277.17 be paid. Councilman Lovell
seconded and the motion passed.
Councilman Slotin suggested contacting Senators George and
Russell and Congressman Petersen with the view to getting some help
from them in connection with the Sewer System, it was decided to
wait until the engineers submitted their report then get in touch
with them.
Councilman Slotin asked the Mayor if he had received the map
showing the stubbing locations, etc. from Vinson. The Mayor stated
that up to date they had not been received. Councilman Slotin
stated that he personally made a request of Mr. Vinson for the maps
showing the location of stubs, etc. and that Mr. Vinson promised to
have it done, at the time stating that he was leaving for a trip
but that it would be furnished in due time.
Councilman Lovell called attention to the bad condition of
the seawall at Tilton Street stating that it is imperative that this
be repaired at once and also that the groins extending from the sea-
wall at this point, the waleing strips are about 80% gone and can't
stand much more of the actions of the elements.
Councilman Young brought up the arrangement by which building
permits are issued at the present time, stating that the building
inspector insists on building permits being taken out for the small-
est kind of a job, and that it is annoying, that everytime someone
wants to paint a building or make a small repair they are required
to take out a.permit, Councilman Hosti asked why should it be nec-
essary to have permits for repairing storm damage. Councilman
Young moved that.the present building code be gone into and studied
and revised. Councilman Walsh seconded and the motion passed.
Mr. E. J. Solomon petitioned that he be allowed a.Building
Contractors License for the remainder of the fiscal.year for half
the fee. Councilman Slotin moved that he be granted a half year's
license for $25.00. Councilman Lovell seconded and the motion passed.
Request was made that the present license issued to the Gala
Grill on 16th Street be transferred to "Yunkss" by R. L. Waters.
Councilman Young moved that the license be transferred. Councilman
Walsh seconded and the motion passed. .

The matter of Post -War planning was discussed and each member
of the Council was requested to submit his ideas at the next meeting.
Application of HYunkssf by R. L. Waters for a pro - rated license
to sell whiskey to April 17th, 1945 and to sell beer and soft drinks
in connection with the sale of whiskey to April 30th, 1945 was read.
Councilman Young moved that the petition be granted. Councilman
Walsh seconded and the motion passed.
Councilman Slotin moved that the hour of the regular meetings
of Council be changed to 4;00 P.M. on the first Thursday of the month
instead of 5 :00 P.M. Councilman Walsh seconded and the motion passed.
The petition was read from Mr. 0. F. Brant for refund of $50.00
paid by him as a stubbing fee to his property on 7th Street and Jones
Avenue, he, claiming that although work was started at this point the
early part of the summer it has never been completed. It was the
opinion of Council that every effort should be made to have this work
completed asctickly as possible but that if it could not be done in a
reasonable time, then Mr. Brant's money should be refunded to him.
Councilman Young reported a break in the 10 inch Force Main in
the sewer system at Jones Avenue and 1st Street.
Councilman Slotin stated that his observations of quite a number
of the streets on the island showed that they were in a deplorable
condition.
There being no further business Council adjourned subject to the
call of the Mayor.

The regular meeting of Council was held today in the Council Room
and was attended by Mayor Dutton, who presided, and Councilmen Slotin,
Hosti, Lovell, Walsh, Young and Town Attorney Alexander also by Mr. M.
T. Singleton and C. E. Drummond, Jr. of the engineering firm of Weide-
man and Singleton of Atlanta.
Mr. Singleton stated that his firm is not soliciting business
that they were requested to make a check of the present setup of the
sewerage system and make a report on same, the McCrary Company built
a system to take care of about 2,400 people, the town voted a certain
amount of bonds and that it was necessary to build a system to meet
the amount of the bond issue, Mr. Drummond stated that the estimated
summer population is around 5,000 to 6,000 people and sometimes more.
