Mayor Christy asked that the request of the Missuri Power and Light!i Minutes .
Company, page 442, minutes of February 17th be expunged from the
records and if there were no further corrections that the minutes
stand approved as read,

Bids were opened by representatives of the Fire Department for : Bids - Fire
Scott Air-Paks and Fire Hose. On motion of Mr. Hogg, the bids were Equipment .
referred to the Fire Department Committee, with power to act . The
motion passed. -----------
Bids were opened by the City Collector for vehicle licenses and Bids
dog tags . On motion of Mr. Hogg, the bids were referred to the : Vehicle
City Collector and the Mayor. The motion p assed.

The following communication was received from Mayor Christy: Appointment
"I have the honor to transmit herewith, for your consent and : Director
approval, the following appointment to office: of Public
Edwin H. Rackers, Jr. , Southwest Blvd. , Jefferson City, Missouri, Works .
as Director of Public Works, at the pleasure of the Mayor or until
I� his successor is duly appointed and qualified, vice, original
appointment .
On motion of Mr. Willcoxon, the appointment was approved. The
motion passed.

A request was received from Robert J. Major to put in the new Trunk Line
Gray' s Creek trunk line sewer from Binder Drive to the proposed Sewer -
pumpbing station to be built and a temporary lagoon . Mayor Christy Major
explained that he had conferred with Mr. Jack Smith, Water Brothers .
! Pollution Board and Mr. Ed Wisely, Consulting Engineer in regard
to the above proposition and it met with their approval, however
Mr. Rose, City Attorney, will have to get the necessary easements .
Mr. Willcoxon said that the persons involved are willing to give
the easements .
Mayor Christy explained that Mr. Wisely, Mr. Rose and Mr. ' Federal
Abernathy are going to Fort Worth, Texas this wiik to meet with the, Grant.
Housing Authority, in regard to the $500,000 .00 Federal Grant.
A communication was received from Alfred R. Goff, requesting the " Angle
i elimination of angle parking in the 100 block of Lafayette Street Parking.
(� from State Street to East Capitol Avenue. On motion of Mr.
Willcoxon, the communication was ordered filed. The motion passed.

Mr. Jobe, Chairman of the Finance Committee, referred a bill in Bill -
the amount of $3,444.00 from Spencer Thomas to the City Attorney Spencer
31 and City Engineer, since Mr. LeRoy Henry, former City Engineer
Thomas .

stated that Mr. Thomas had been paid in full. The motion passed.
Utilities The following report of the Utilities Committee was submitted by
Committee Mr. Debo:
Report. "Your Utilities Committee met Feb. 24, 1964 with Councilmen Robert
Debo, Forrest Scrivner, Jack Riner and Paul Hogg present . The
Committee approved and recommends to Council the following:
1. Three 6,800 lumen mercury vapor lights be installed in the 100
& 200 Block of Johnson Street near Hough.
:; 2. Replace a 1,000 incandescent light at the corner of West McCarty!
; and Manilla Streets with a new 6,800 lumen mercury vapor light .
3. Replace a 1,000 incandescent light at the corner of North Circle:
Drive and Lavenia Street with a new 6,800 lumen mercury vapor light .
4. Replace a 1,000 incandescent light at the southeast corner of
:West McCarty Street and Ridgewood Drive with a new 6,800 lumen
mercury vapor light .
` 5 . Replace a 1,000 incandescent light at the alley in the 100 block
' of Madison Street with a new 6,800 lumen mercury vapor light.
6. Replace a 1,000 incandescent light at the entrance to Still
Hospital on Woodlawn with a new 6,800 lumen mercury vapor light.
7 . Install a new 6,800 lumen mercury vapor light just west of 2511
Industrial Drive .
8 . Replace a 1,000 incandescent light with a new 6,800 lumen mercury
vapor light at the corner of Vista and West McCarty Streets.
9. Replace a 1,000 incandescent light with a new 6,800 lumen mercury
vapor light at 126 Boonville Road.
10. Install a new 6,800 lumen mercury vapor light in the 300 block Of
Washington Street.
11. Install a new 6,800 lumen mercury vapor light at the alley in
. the 800 block of Mulberry Street .
` 12. Install two new lumen mercury vapor lights in the 200 block of
. Grant Street.
13. Replace a 1,000 incadescent light east of 406 Mesa Street with ;
a 6,800 lumen mercury vapor light .

Revenue The following report of the Special Revenue Finding Committee was
Finding submitted by Mr. Debo:
Committee Gentlemen:
Report. The special committee forcried by Councilman Perry Hawes to
especially investigate the condition of city finances in Jefferson
City respectfully submits the following report:
, 1. Available estimates indicate that the City Collector will receive
for the 1964-65 fiscal year in the General Revenue Fund a total of
$768 ,227 as compared to $738 ,706 estimated for the current fiscal
year ending June 30, 1964 .
2. Available estimates indicate that the Geneeal Revenue cash
surplus on July 1, 1964, will be approximately $270,000 as compared ;
, to the $292,000 surplus reported on July 1, 1963.
:3. From present indications, the Cash surplus and General Revenue
, will be reduced by only $22,000 as compared to the more than $100,000
indicated earlier in the fiscal year in the budget .
4. This committee interviewed all department heads and asked each to
submit a budget for the succeeding fiscal year, and the request
totaled $992,735 .99 . It is reasonable to assume that the Council will
,modify some of these requests, but assuming it would not, the City
should have a reserve fund of $135,484 based on available figures,
which should be adequate for an emergency and for payment of the cost
of city government even during periods when income is lightest .
The effect of annexation which is proposed cannot be accurately '
predicted at this time . It is true the annexed area will required

,I additional policing, fire protection, and other services rendered
by the City. On the other hand, there would be increased returns from
franchise taxes on utilities and, under present policy, additional
gasoline taxes from the trust fund from the state gasoline tax
returns. If the additional area is annexed as a basis for payment,
there is a lapse of time before the City would receive real property
taxes from the annexed area because it is not known when annexation
will take place.
The Committee recognizes that additional services are
demanded by the citizens of the City and that such additional
services would add to City progress -- but would increase the cost
of government . The Committee does not, however, believe that
necessary general support for increased revenue can be received so
long as there is an indicated surplus which would take care of some of
the pressing City needs for which increased revenue would be used.
The members of the Committee delieve that there could
well be a revision of the existing ordinances and state statutes
with respect to Merchants ' licenses and earnings taxes but that
j such determination is a matter for the City Council and the State
Legislature and not this Committee. Such sources of increased
revenue are the most logical in view of the present rate of tax-
ation on real and personal property.
The specific conclusion of the Committee is that until
the cash surplus of the City is reduced, the Council need not
increase taxes, that the existing surplus be reduced for the pur-
pose of taking care of those needs which the Council considers
most pressing, including salary changes where indicated and equip-
;± ment purchases, after annexation bedomes a reality, to render
j services over an extended territory.
The Committee expresses it appreciation to the City
Collector, the City Fiscal, and to the department heads who pre-
pared careful budgets and to the Assistant Manager of the Jefferson
City Chamber of Commerce who kept minutes of committee meetings .
The budget requests from the various City departments
are submitted herewith for use by the Mayor and the City Council.

Mr. Hogg asked City Attorney Rose to report on progress of acquiring Widening of
right of way for the widening of Vista Street at McCarty. Mr. Rose Vista St .
explained that more negotiation would be necessary since plans will,
beredrawn. ----------
Mr. Cline explained that a group of parents would meet with the Parking &
11 Parking and Traffic Commission at their next meeting in regard to Traffic

Be it hereby resolved by the City Council, City of Jefferson,
Missouri, that the Missouri Power and Light Company make the
following installations in accordance with recommendations presented
to the City Council by its Committee on Public Utilities and
, adopted by said City Council, on March 2, 1964:

Free Parkingi On motion of Mr . Willcoxon , free parking is to be provided on
Municipal Sunday at the Municipal Parking Garage, between the hours of Twelve
Carage on midnight and 2:00 p .m. , if the garage is not occupied. The motion
Sunday. passed.
Marvic Roller A request was received from the Marvic Roller Rink, Inc. that the
Rink Request. alley located at the rear of the b6ilding located at 716 and 718
Michigan Street be vacated. On motion of Mr. Debo, the matter was
referred to the Street Committee. The motion passed.
