Present: Cline, Debo, Hawes, Hogg, Riner, Robinson, Scrivner and Willcoxon. 8 Absent: Jobe and Kliegel, absent with leave. 2 A quorum was declared present. ---------- Minutes . The minutes of the previous meeting were corrected - Page 454 to read "The bids were referred to the City Collector and the Mayor;! with power to act." The minutes were approved as corrected. r-rrr----.. Sunday A communication was read by Mayor Christy from the Methodist Church Parking. in which they thanked the Mayor and the Council for allowing free parking in the Parking Garage on Sunday mornings. Human Rights Mayor Christy explained that he would appoint a Human Rights Commission . Commission after the reorganization of the Council. ------ Sewer Bond Mayor Christy explained that the Sewer Bond money has been placed in Money. a Construction Account and $955,000.00 has been invested in U. S. Government Bills. Civil A letter was received from the Civil Defense Agency in regard to a Defense course of instruction which is being held at the University of Agency. Missouri for professional men . Since the major portion of the men are from Jefferson City, the Agency would like the use of the Council Chamber every Tuesday evening for 12 weeks. On motion of Mr. Cline, the request was granted. The motion passed. ---------- Petition for , A petition was received to complete an alley from Broadway to Alley. Mulberry Street . The matter was referred to the Street Committee. ----------- Street Light . Petitions were received for street lights in the 500 and 600 blocks' Petitions. of Stadium Drive, corner of Broadway and Fillmore, corner of Rehagen and Eminence Drive, corner of Moreland Avenue and Eminence` Drive, and to replace light at corner of Polk and Hough Streets. The petitions were referred to the Public Utilities Committee. s ----r----- Electrical A request was received from F. X. McGovern for an electrical E? Maintenance maintenance man to be employed by the City. The request was referradd Man, to the Public Utilities Committee. ---------- : Rezoning A request was received from Jordan and Kolb, Realtors, to rezone j Request. a portion of land located between Route C. and U. S. Highway 54 at the south edge of the City limits for the Breckenridge Corporation.' The request was referred to the Planning and Zoning Commission. Petition A petition was received to vacate an alley behind Johnson Street. to vacate The matter was referred to the Street Committee on motion of Mr. alley. Mayor Jefferson City, Missouri Dear Mayor Christy: j$ 3f The Fire Department Committee met March 11, 1964 at 7: 30 p.m. Those present were councilmen Willcoxon, Debo and Hogg; Chief Sullivan and members of the Fire Department. The meeting was called for the purpose of accepting bids for `! i Scott Air-Paks and also bids for fire hose. Motion made by Willcoxon and seconded by Debo, the bid of $1,349.88 be accepted for 4 Scott Air Paks with Pak Alarms and ten extra cylinders from C. J. Forsting Company, 5647 Rosa Avenue, St . Louis 9, Mo. j Motion made by Debo and seconded by Willcoxon, the bid of Bi- Lateral Fire Hose Company, 20 North Wacker Drive, Chicago 6, Illinois, be accepted. This consists of 500 ft . 1� inch Flex-O- 1 Bend Hose, double jacket , costing $1. 25 per foot. Total cost is $625.00. Motion made that we adjourn. Respectfully submitted, /s/ Paul W. "An Ordinance of the City of Jefferson, Missouri, creating the ��Creating office of Purchasing Agent, prescribing that the Fiscal Officer ,;office of shall serve as Purchasing Agent, defining the powers and duties of �Purchasing i the office and providing rules, regulations and procedures to be 'Agent. followed in purchasing supplies, materials and equipment, and services therefor, by the City." � Mr. Cline spoke in favor of the passage of the Bill and the ; ! advantages that would be had by the City. i! On motion of Mr. Hawes, Bill No. 145 was amended as follows: jl Section 6. Emergency and small sum purchases. A department it head may make an emergency purchase of any materials, supplies, equipment, or service involving an expenditure of less than Fifty Dollars ($50.00) but more than Five Dollars ($5.00) . Such pur- chases shall be confirmed with a direct order form. Emergency purchases, involving more than Fifty Dollars ($50.00) , may be madeh with the consent of the Mayor and the use of a direct order. The direct order shall be a four-part form with distribution as follows: original to vendor; second copy to city clerk who shall i attach said copy to bill when presented for approval; third copy to fiscal officer for record; and fourth copy to remain in files of department head. Section 7 . Purchase orders, issuance. Upon approval of a requisition order of a department head, the Purchasing Agent shall`,' prepare in quadruplicate and issue a purchase order related thereto.
