April 3, 1964 John Street.
1Dear Sir:
, This letter is being written in regard to the condition of John
Street.
We own property on the south side of John Street and have been doing
extensive cleanup work in the front yards by planting shrubbery and'
putting in new walks to improve the appearance of our property. We ;a
also have done a lot of cleanup work in the creek and empty lot at
ithe back of these houses.
iWe would like to know what is the possibility of having some work
done on the Street of John as its condition is very bad.
Hoping to hear from you soon in regards to this matter, we remain,
Respectfully yours,

The following report was received from the Planning & Zoning Planning &
Commission: April 6, 1964 Zoning
Gentlemen: Commission.
The City Planning and Zoning Commission at its regular meeting on Report
March 26, 1964, considered the petition of Donald E. Breckenridge
to rezone approximately 14 acres of land known as the Dulle tract
which is located between Route C and U. S. Highway 54 at the south
edge of the City limits.
The Commission has examined detailed plats of the above mentioned
tracts and viewed the intended plans to build a 200 room Ramada
Inn Hotel on the proposed site and feels that it would be an asset
to our City.
The Commission, therefore, recommends that the petition be granted
for the request to rezone from A-1 residential to Class F Highway
Commercial. Respectfully,
/s/ Ralph J. Kalberloh

!! February 20, 1964, considered the request of Mrs. Louise Schotte
to operate a beauty shop in her home at 1132 E. Dunklin St.
No action was taken regarding this matter as the City Councilhad
had already approved her request prior to the meeting of this
Commission and she was open for business on February 7, 1964. Of
course, the City Council may issue a permit at any time they so
desire but we would like to call to your attention the property in
question which is located in a Class B Residential District. I'I
According to our interpretation of the zoning ordinance, a permit fbr
a beauty shop could not be issued except in C and D districts. We
refer you to Ordinance No. 6311 passed on October 13, 1956. Of
course, the area could be rezoned to a C or D classification and
# would then be in conformity with the law. As it is we feel the :(
request should be for rezoning and not special permit.
+ REspectfully submitted,

Finance The following report was received from the Finance Committee:
Committee On March 27, 1964 at 4:00 p.m. , the Finance Committee met ;in the
Report. City Engineer' s Office to discuss the bill, now pending, of settle;
ment with Spencer Thomas Engineering & Surveying firm, against the
City on the Dunklin Street project. As we had no formal notice of
this bill prior to receiving the attached bill, we were under the
impression that final settlement had been made on the project and
!' that the City had no further obligation in the matter money-wise.
At the meeting and in attendance were Mr. LeRoy Henry, Former
City Engineer; Mr. McGovern, Acting City Engineer; Edwin H. Rackers,
Jr. , Director of Public Works; Mr. Thomas; Mr. Ed Kliegel; and the :;
undersigned.
Doubt as to any further debt on this project was discussed and Mr.
Thomas stating that it was a matter of where he was out of pocket
about 75% of the total amount of $3,344.25 in salary and expense,
due to the overtime put in on the job, that he would settle for
two-thirds of the total amount to abate any further trouble or
possible law suits. This amounts to approximately $2, 229 .61.
As we did not have a quorum of the Finance Committee, no action was'
taken in this matter and the Finance Committee respectfully request's
that this matter be held over until such time as a new Finance
Committee can be appointed by the Mayor after the election of
April 7.

Police The following report was received from the Police Board:
Board The Police Dept. Committee recommends the purchase of a Dodge
Report. Police Car at a trade in difference of $1, 188.63.
The bid is the second lowest, but due to the fact that this '
car carries a 50,000 mile warranty in comparison to 25,000 miles,
we feel that this is the best bid.
The Committee also recommends that the Dept. be authorized to
purchase a I. B.M. Electirc Fabric Ribbon typewriter at a cost of
$414.00. This is included in the Police Dept. budget .
