Reiman, Mayor Re: Fee Estimate for Professional Engineering and Surveying Services for NJDOT FY2022 LFIF Grant Program Improvements to Port Carteret Drive Borough of Carteret, Middlesex County, NJ Proposal No. 2022-317 Dear Mayor; We are pleased to present our estimate of fees for professional engineering services for the above - referenced project. In 2022, our office conducted traffic and speed studies along the roadways in support of the Borough's application to the NJDOT's Local Freight Impact Fund (LFIF). These studies concluded that Port Carteret Drive saw an average daily traffic (ADT) count 1,165, with large truck traffic percentages of 58%, exceeding the minimum 10% criterion. Our office prepared a scope of work, cost estimate, and grant application to the LFIF for necessary Improvements to these roadways. The preliminary construction estimate for the reconstruction and resurfacing of the roadways as submitted to the NJDOT was approximately $1,308,941.50, NJDOT awarded a grant in the amount of $1,000,000.00 toward these improvement efforts. These improvements will be a continuation of a previous project undertaken by the Borough and our office along Industrial Road, Based upon the award amount, we anticipate the scope will include the mill and overlay of the existing asphalt portion of the roadway, and the removal and replacement of the concrete portion of the access road with full depth hot mix asphalt. Our revised cost estimate for this work is approximately $1,063,000,00. Survey and Base Map Phase Services — We will prepare a base map to be utilized during the design phase services for Federal Boulevard and Blair Road. The base map will Include Geographic Information System (GIS) mapping along with supplemental information, as necessary, to prepare construction plans. The supplemental information will use NA083 horizontal and NAVD 88 vertical datum and will include: 1. Top of curb and gutter grades; 2. Roadway centerline grades; 3. Location of existing physical features; 4. Areas of proposed drainage repairs, as needed; and 5. Driveway aprons and handicap ramp locations. B. Design Phase Services — This work will consist of the preparation of construction plans and quantities. The services have been divided Into tasks as detailed below: 1. Perform site visits and collect existing site information and assess condltlons; 2. Coordinate with utility companies for possible upgrades; 3. Prepare Construction Plans, including: I. Cover Sheet and Legend H. Construction Plans, Profiles, and Cross Sections Ili. Striping and Signage Plans Iv. Soil Erosion and Sediment Control Plans and Details V. Submit plans and specifications to NJDOT for review and authorization to bid. C. Permit Phase Services — This work will include the preparation and submission of permit applications to outside agencies for review and approval. The roadway work will require coordination with the NJDOT Local Aid Office and the Freehold Soil Conservation District. NJDOT Local Aid District III — As the project will be the recipient of NJDOT funding, our office will coordinate with the NJDOT Local Aid office to receive authorization to bid the project, review pre -construction and post-constructlon submissions and process payment vouchers to ensure the project is carried out within the requirements of the funding body. Work in this phase will also include the preparation of an EO-215 Environmental Assessment form as construction costs exceed $1,000,000. 2. Freehold Sell Conservation District (FSCD)—As the project involves the disturbance of more than 5,000 square feet of soil, our office will prepare an application to FSCD as well as obtain a Construction Stormwater Permit from the NJDEP, D. Bid Phase Services — Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide bid documents to prospective bidders as needed; 2. Answer prospective bidder's requests for information; 3. Provide addenda for clarification of project specifications; 4. Attend bid opening; and, 5. Analyze responsible bids and recommend contract award E. Construction Phase Services — Generally, we prefer to quote services for construction phase upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a number of factors Including the final design, the contractor to whom the contract Is awarded and the desired level of construction observation required. The following services will be provided under this phase: 1. Contract preparation including review of bonds, insurance certificates, and project manning reports; 2. Attend preconstruction meeting; 3. Should the final design and other contract factors preclude CME from being able to properly administer the project within this budget, we will inform you immediately. We will provide the necessary engineering services as described above based upon the cost breakdown as noted below: A.
