Acct# T-15-56-829-201 NOW, THE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering services related to Phases A, B, and C for the reconstruction of Tomczuk courts, at a cost not to exceed $12,500.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:l 1-5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. Reiman — Mayor Re: Proposal for Professional Engineering Services John, Margaret, and Frank Tomczuk Courts Reconstruction Borough of Carteret, Middlesex County, New Jersey Proposal No.: 2022-301 Dear Mayor: We are pleased to present our estimate of fees for professional services for the above - referenced project. We understand that the Borough seeks to reconstruct four (4) tennis courts, three (3) basketball courts, and one (1) handball court located at Carteret Park along Louis Street. The courts were last resurfaced in 2009 and have groundwater drainage issues that have led to extensive cracking of the hot mix asphalt base and surface course layers. The scope of the court reconstruction will include the following • Excavation of existing pavement and subbase layers; • Clean stone drainage course under the entirety of the courts; Perforated 4" underdrain pipes and connection to existing storm sewers; • Installation of hot mix asphalt base and surface courses; • Acrylic sports courts coatings and line striping; • Replacement of sports equipment where necessary; and, • Fence and retaining wall repairs, as necessary. The cost estimate for the above -mentioned scope of work is approximately $700,000. The services have been divided into tasks as detailed below: 1. Perform site visits and collect existing site information and assess conditions; 2. Preparation of Construction Plans, including: i. Construction Plans ii. Grading Plans iii. Soil Erosion and Sediment Control Plans and Details iv. Construction Details 3. Preparation of Specifications; and 4. Preparation of a Construction Cost Estimate B) Permit Phase Services The project will require a permit from the Freehold Soil Conservation District (FSCD) prior to construction as the proposed soil disturbance exceeds 5,000 square feet. This phase will include preparation and submission of a permit application to the District for approval. Application fees will be requested from the Borough prior to submission to the District. C) Bid Phase Services Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: 1. Provide bid documents to prospective bidders as needed; 2. Answer prospective bidder's requests for information; 3. Provide addenda for clarification of project specifications; 4. Attend bid opening; and, 5. Analyze responsible bids and recommend contract award D) Construction Phase Services — Generally, we prefer to quote services for construction phase upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a number of factors including the final design, the contractor to whom the contract is awarded and the desired level of construction observation required. Contract preparation including review of bonds, insurance certificates, and project manning reports; 2. Attend preconstruction meeting; 3. Provide assistance with interpretation of the contract documents; 4. Review shop drawings for site -related items; 5. Provide construction observation services and prepare contractor punch lists; and, 6. Review and approve monthly progress pay estimates We would recommend that the fee outlined below be budgeted for this purpose. Should the final design and other contract factors preclude CME from being able to properly administer the project within this budget, we will inform you immediately. We will provide the necessary engineering services as described above based upon the cost breakdown as noted below: A. The above fee estimate is based on information provided to us by the Borough. Should the scope of the project change requiring additional professional fees, we will detail same in writing and seek authorization prior to proceeding.
