The proposal from CME Associates for engineering services related to the . pier extension damage assessment and emergency repairs, at a cost not to exceed $35,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering. and CME Associates. Reiman — Mayor Re; Proposal for Professional Engineering Services Pier Extension Damage Assessment and Emergency Repairs Borough of Carteret, Middlesex County, New Jersey Proposal No.: 2022-302 Dear Mayor: We are pleased to present our estimate of fees for professional services for the above - referenced project. In early November 2022, the steel pier extension at Waterfront Park was struck by a barge resulting in severe damage to a 75-foot section of the structure. We understand the incident is currently under investigation. The pier has since been closed to protect the public. Our office has made a preliminary assessment from the water and structure and identified, at minimum, the following damage: • Significant deflection of at least three (3) steel H-piles and batter piles; • Buckled wavescreen sheeting (approximately 11 pairs of sheeting) and walers; • Extensive superstructure damage, including structural steel channels, handrails, and bar grating over a 75-foot length of the pier; and, • Damage to electrical handrail lighting conductors, conduit, and power supply units. To date, our office has met with and begun to solicit emergency repair quotes from three (3) marine heavy construction contractors to immediately mobilize and commence with repairs. The cost estimate for the repairs is approximately $1,500,000. With this being said, we anticipate that the following tasks will be required: A) Structural Investigation and Underwater Inspection Work in this phase will include a hands-on detailed underwater inspection of the 61 steel H- piles and bents located along the marina side of the pier extension. Inspections will identify the type, size, and location of any damage resulting from the collision. An inspection report will be prepared to document the descriptions of the damage along with photographs and sketches. The crew will consist of a three man dive team operating from a skiff alongside the pier. B) Bid Phase Services for Emergency Repair Quotes and Underwater Evaluation Work in this phase will provide the following services to solicit emergency underwater assessment and repair quotes to qualified underwater inspection firms and marine heavy construction contractors, respectively: 1. Provide quotation documents to prospective contractors as needed; 2. Answer prospective contractor requests for information; 3. Provide addenda for clarification of project specifications; and, 4. Analyze quotes and recommend contract award. C) Construction Phase Services — Generally, we prefer to quote services for construction phase upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a number of factors including the final design, the contractor to whom the contract is awarded and the desired level of construction observation required. The following services will be provided under this phase: 1. Contract preparation including review of bonds, insurance certificates, and project manning reports; 2. Attend preconstruction meeting; 3. Provide assistance with interpretation of the contract documents; 4. Review shop drawings for site -related items; 5. Provide construction observation services and prepare contractor punch lists; and, 6. Review and approve monthly progress pay estimates This phase will include notification of agencies having jurisdiction of the intended emergency repair work schedule. As the structure is being reconstructed in accordance with the originally approved design, no new permitting approvals are anticipated to be required. We would recommend that the fee outlined below be budgeted for this purpose. Should the final design and other contract factors preclude CME from being able to properly administer the project within this budget, we will inform you immediately. Should the scope of the project change requiring additional professional fees, we will detail same in writing and seek authorization prior to proceeding.
