Reiman Re: Fee Estimate for Professional Surveying Services Tax Map Revaluation Revisions Borough of Carteret, Middlesex County, New Jersey Proposal No. 2022-308 Dear Mayor: It is our understanding that the Borough of Carteret will be performing a revaluation in 2024 and will need to provide updated digital tax maps to the Division of Taxation for review and approval. Borough tax maps were last updated and approved for revaluation in October of 2011. Over the Intervening 11 years, various minor and major subdivisions, lot consolidations, address changes, easements have been recorded with the County Clerk. These changes will be reflected in mapping updates. Our office Is in receipt of various files from the Tax Assessor's Office that will be utilized in this effort. With that being said, our office Intends to provide the following services: A. Tax Map Revaluation Revisions (October 2011 to present) - Tax Map shall be revised to conform to Division of Taxation standards; - Tax Map shall be revised to include all minor and major subdivisions, lot consolidations, easements, vacations, dedications, lot line, dimensions, lot numbers or addressed changed since the previous mapping updates; - Easements shall be identifled on the Tax Map where they are currently delineated on the existing Tax Map or from Borough provided documents; - Railroads, County and State Highways will be located and delineated based upon current Tax Map or documents provided by the Borough; and, - Tidal boundaries shall be based upon the State of New Jersey's claim to lands "now or formerly below mean high water" lines as adopted and mapped. This documentation and research may include deeds, filed maps, surveys, and/or highway plans; - Provide a current copy of the MODIV file in Excel format for use in the Tax Map revision process; Request the current "Conveyance Overlays" from NJDEP, Bureau of Tidelands for all existing tidelands conveyances and licenses In the Borough; and, Request the current "Railroad Valuation" and "Highway" maps from the NJDOT. B. Tax Map Revaluation Revisions (October 2011 to present) Concerning approval from the New Jersey Division of Taxation, once completed the Tax Map will be reviewed by our office for conformance with State Tax Map guidelines, modified where necessary, and submitted to the Division.
