Laura Nichols, McCall Aviation, Mike Dorris, Sawtooth Flying Service, Wayne Reiter, TO Engineers, Russ Stromberg Chair Jones welcomed Board and called the meeting to Order at 12:05p.m. Public Comment: Approval of amended minutes from February 3 2022 Regular Meetin s Action Item Moved by Rick Fereday, Second by Mike Weiss. Unanimous approval. Airport Sewer Extension update (Information Item Mr. Bissell reported that Payette Lakes Water and Sewer District approved the sewer extension. Chairman Jones asked about funding. Kevin Bissell reported that TO assumes City of McCall will fund the project. AIP 028 - Airport Master Plan update (Information Item) The final open house public comment opportunity is today in Legion Hall from 1400 —1700. In addition to the Airport Manager, TO engineers Kevin Bissell and Rick Patton will be in attendance to present print outs and comment sheets. TO Engineering Planner Wayne Reiter will also participate remotely. AIP 031-- East/West Taxiwav update (Information Item) Bids were opened on Feb. 24. Granite Construction submitted the only bid, which was high. Kevin Bissell is in communication with Gary Gates with FAA, who would like to award funding for Taxiway D and Runway 16-34 Rehabilitation project and asked for a revised grant application. Once the mayor signs this revised grant application, the project should move ahead as far as funding. Construction will start after July 4, 2022. The revised scope will cut down on the overall timeline of the project. Access will be though the Highway 55 gate, and equipment will be staged on the diagonal runway. There will be barricades and parking along east gravel area, roll firm and re -install cables for tie downs. The Airport Manager agreed to work with the Airport Superintendent to ensure those tie downs are re -activated. Mike Weiss pointed out there 1 is space to tie down small aircraft south of the hangars, east, west has been used in the past, but not for large planes. AIP 032 -- Runway 16-34 Rehabilitation prgiect update Information Item Runway rehabilitation is a separate grant, but it is Schedule C in the overall project. Due to the required removal of all old crack filling material in the runway, this project is expected to take longer than three days. The taxiway will not be used as a temporary runway. Bipartisan Infrastructure Law BIL Information Item BIL funds are $159,000 a year for five years. Both Cascade and McCall Airports will be awarded these funds. The funding must be used in five years, or it will be lost. Kevin Bissel reported BIL funds can be used in conjunction with AIP funds, but it must be split into distinct portions. Chairman Jones asked if the annual awards could be saved up and can they be used for ASOS relocation. Kevin Bissell answered yes to both those questions. Infield Hangar development update (Information Item) Design of the McNichols -Berge hangar (424) is complete. The building is on order. Chairman Jones inquired about a short temporary taxiway to access the new hangar. Kevin Bissell stated the FAA. is unlikely to fund and recommended cooperation with other hangar developers. Airport Snow Removal equipment update (Information Item) The purchase of the Oshkosh snow broom was approved by City Council. Superintendent Jerry Bisom reports that the equipment is an excellent addition to the airport fleet and the runway can be cleared in less than half the time and fuel as the old broom. Development South of the Airport Discussion (information Item) Jeff Edwards, hangar owner, community member, and aviation safety specialist proposed forming a sub -committee to address development issues that could affect the airport. He stated that development issues could `choke' the airport and could ultimately lead to the closure of the airport. If we agree that the airport adds value, we should work together to protect a community asset, and we should tackle future problems today. He pointed out that the FAA has good guidelines, but the FAA guidelines as related to development are non -binding and advisory only. Mr. Walker noted an issue between Valley County Planning & Zoning (P&Z) and the City of McCall. Mr. Walker's recommendation is to implement a sub -committee as an opportunity for communication, to communicate to the community the value of the airport in the same way the City communicates the value of the lake and parks. Utilize Airport Master Plan public notices as opportunities to share value. The Airport Manager did not determine prior to the AAC meeting if sub -committees are allowed and will notify the AAC as soon as possible if this proposal is allowed. . A conditional motion was made and seconded to create a sub -committee of up to five people. Chairman Jones called for a vote, and the vote was unanimous in favor of conditionally forming a sub -committee. AAC Annual Report Discussion (Information Item) Chairman Jones reported that the AAC Annual Report presentation to City Council went well. Mike Weiss suggested Chainnan Jones do a display or presentation at the Open House on June 25. Obstruction Removal Plan Information Item Airport Manager Emily Hart reported work has commenced on an Obstacle Action Plan (OAP), and more time is required to determine which obstacles have resulted in changes to approaches. She will work with FAA/TERPS. She also reported that she has communicated with Stephanie Nelson with Firewise. Firewise helps property owners mitigate fire risk by reducing ladder fuels but does not provide assistance with removal of large trees. Firewise does provide $500 grants, however, for ladder fuel removal, and Airport Manager Hart stated that in the event property owners had both obstructions to be removed and fire mitigation needs, she would communicate available Firewise assistance. Mark Thorien mentioned Will Smith, a sawyer with a mill, who would cut down trees sans -fee if he can keep the wood. Hangar Waiting List Update (Information Item) There have been new additions to the Hangar Waiting List. There is interest from multiple parties to build large (100'x100') hangars. The List needs to be curated prior to solicitation of interest in building hangars. Open House June 25 Update (Information Item) The Airport Manager has been working with Idaho Aviation Association (IAA), MYL High Flying Club, and other airport stakeholders in planning the annual Open House on June 25. The City will hang a banner over Highway 55 in advance of the event. March 11 Open House Update (Information Item) The Airport Manager is hosting a `Meet the Manager' Open House on March 11, 2022, from 1400 —1800. Hangar owners, lessees, and other airport stakeholders are welcome to introduce themselves and review master plan and airport layout plan documents. Refreshments will be served. Mike Anderson stated that Rich Stoll is also a Flight Instructor of the Year. Jeff Edwards stated that he too has been named as Flight Instructor of the Year. Next regular meeting scheduled for Thursday, April 7, 2022, at Noon. Motion to adjourn. Mr. Thorien moved, Mr. Fereday seconded. No objections.
