AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES CONTRACT
WITH CME ASSOCIATES, FEE ESTIMATE FOR THE NJDOT FY 2023
MUNICIPAL AID GRANT PROGRAM TENNYSON ESTATES
. AREA ROAD IMPROVEMENTS
WHEREAS, the Borough of. Carteret is in need of specialized engineering services in
connection with the NJDOT Fiscal Year 2023 Municipal Aid Grant Program with regard
to improvements to the Tennyson Estates Area, NJDOT Project ID: 2023-MA-00148;
and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, .
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $70,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct.## 2-01-20-165-254
THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
r of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering services
related to the NJDOT Fiscal Year 2023 Municipal Aid Grant
Program with regard to improvements to the Tennyson Estates
area at a cost nbt to exceed $70,000.00 is hereby approved.
2. This action is approved as an award of a professional services
contract pursuant to N.J.S.A 40A:11-5(I)(a) in accordance
with the Borough's Fair and Open Process as authorized by
law. .
3. A copy of this Resolution be forwarded to the Borough's
Finance Department, the Borough Director of Engineering
and CME Associates.

Dear Mayor:
We are pleased to present our estimate of fees for professional services for the above -
referenced project.
We understand that the Borough Is the recipient of a $703,262 NJDOT FY2023 Municipal Aid
Grant to fund these improvements. This project will generally consist of the reconstruction
and/or resurfacing of the following roadways:
• Monroe Avenue (Wedgewood Drive to Tennyson Street)
• Tennyson Street (Monroe Avenue to Harrison Avenue)
• Jackson Avenue (Carteret Avenue to Dunster Street)
Roadway, concrete, and utility improvements will Include the following:
• Removal and replacement of concrete curb as -needed, at intersections, and/or areas of
poor drainage;
• Construction of ADA compliant curb ramps and crosswalks at all Intersections, as,
needed;
• Replacement of all driveway aprons, as needed;
• Replacement of existing traffic signage and Installation of traffic striping;
• .Excavation or milling of the existing roadway; and,
• Installation of 6" thick dense -graded aggregate base course where necessary

• Installation of 4" thick hot mix asphalt (HMA) base course where necessary and 2" thick
HMA surface course.
Installation of 10' wide and 6" thick hot mix asphalt (HMA) speed humps where
necessary.
The cost estimate for the above-mentloned scope of work Is approximately $860,000.
With this being said, we anticipate that the following tasks will be required:
A) Design Phase Services
Work in this phase will include preparation of base mapping for use in the design of the
construction plans for these roadways. Our survey field work will include cross sections
along 50' stations where necessary, as well as within the Intersections to ensure positive
gutter flow and for the design of the ADA curb ramps. Approximate property lines will be
established utilizing located property markers and tax map information.
This work will also consist of the preparation of construction plans and quantities, The
services have been divided into tasks as detailed below:
1. Perform site visits and collect existing site Information and assess conditions;
2. Preparation of Construction Plans, including;
I. Construction Plans
IL Grading Plans
Ii1. Storm and Sanitary Sewer Plans and Profiles (as required)
Iv, ADA Curb Ramp Plans
v. Traffic Striping and Signage Plan
vi. Soil Erosion and Sediment Control Plans and Details
vii. Traffic Control Plan and Details
viii. Construction Details
3. Preparation of Specifications; and
4. Preparation of a Construction Cost Estimate
B) Permit Phase Services
The project will require a permit from the Freehold Soil Conservation District (FSCD) prior to
construction as the proposed soll disturbance exceeds 5,000 square feet, This phase will

Include preparation and submission of a permit application to the District for approval.
Application fees will be requested from the Borough prior to submission to the District.
Work In this phase will also Include the coordination with the NJDOT Local Aid Office in
order to comply with their requirements prior to bidding.
C) Bid Phase Services
Work in this phase will provide the following services to publicly bid the project In
accordance with the Local Public Contracts Law:
1, Provide bid documents to prospective bidders as needed;
2. Answer prospective bidder's requests for information;
3. Provide addenda for clarification of project specifications;
4. Attend bid opening; and, _
5. Analyze responsible bids and recommend contract award
D) Construction Phase Services — Generally, we prefer to quote services for construction
phase upon the completion of the Bid Phase as the ultimate cost for our services will
depend upon a number of factors including the final design, the contractor to whom the
contract is awarded and the desired level of construction observation required. The
following services will be provided under this phase:
1. Contract preparation Including review of bonds, Insurance certificates, and project
manning reports;
2. Attend preconstruction meeting;
3. Provide assistance with Interpretation of the contract documents;
4. Review shop drawings for site -related items;
5. Provide construction observation services and prepare contractor punch lists; and,
6. Review and approve monthly progress pay estimates
We would recommend that the fee outlined below be budgeted for this purpose, Should
the final design and other contract factors preclude CME from being able to properly
administer the project within this budget, we will Inform you immediately.

• Any work not specified as listed in the above phases shall be considered additional
services and will be involced at the time said work is authorized by the Borough.
• Application fees are considered extra and will be requested at time of submission.
The above fee estimate is based on Information provided to us by the Borough, Should the
scope of the project change requiring additional professional fees, we will detail same in writing
and seek authorization prior to proceeding.
Should you accept this proposal, kindly prepare a professional services Resolution as
authorization for us to proceed.
