Application of HYunkssf by R. L. Waters for a pro - rated license to sell whiskey to April 17th, 1945 and to sell beer and soft drinks in connection with the sale of whiskey to April 30th, 1945 was read. Councilman Young moved that the petition be granted. Councilman Walsh seconded and the motion passed. Councilman Slotin moved that the hour of the regular meetings of Council be changed to 4;00 P.M. on the first Thursday of the month instead of 5 :00 P.M. Councilman Walsh seconded and the motion passed. The petition was read from Mr. 0. F. Brant for refund of $50.00 paid by him as a stubbing fee to his property on 7th Street and Jones Avenue, he, claiming that although work was started at this point the early part of the summer it has never been completed. It was the opinion of Council that every effort should be made to have this work completed asctickly as possible but that if it could not be done in a reasonable time, then Mr. Brant's money should be refunded to him. Councilman Young reported a break in the 10 inch Force Main in the sewer system at Jones Avenue and 1st Street. Councilman Slotin stated that his observations of quite a number of the streets on the island showed that they were in a deplorable condition. The regular meeting of Council was held today in the Council Room and was attended by Mayor Dutton, who presided, and Councilmen Slotin, Hosti, Lovell, Walsh, Young and Town Attorney Alexander also by Mr. M. T. Singleton and C. E. Drummond, Jr. of the engineering firm of Weide- man and Singleton of Atlanta. Mr. Singleton stated that his firm is not soliciting business that they were requested to make a check of the present setup of the sewerage system and make a report on same, the McCrary Company built a system to take care of about 2,400 people, the town voted a certain amount of bonds and that it was necessary to build a system to meet the amount of the bond issue, Mr. Drummond stated that the estimated summer population is around 5,000 to 6,000 people and sometimes more. 90 Councilman Slotin stated that the McCrary Company sent a copy of their letter of December 2nd to all members of Council, that the McCrary Company mentioned things done by them under instructions of former Mayor Jones, he stated that he sat in all meetings in connec- tion with matters relative to the sewer system, that the McCrary Co. was informed that the system should be designed for approximately 10,000 people and that their representative made a statement that the system was designed to take care of 10,000 people, the McCrary Company also stated that the cost to operate the system would be about $2,400 per year but that it would not cost over $3,000 to operate, the McCrary Company letter is misleading, what the Town is interested in now is getting a system that will work. Mr. Singleton stated that he was not rendering a report at this time, but that in criticism of the system, that pumping from one station to another, which is known as relay pumping, is alright, that apparently the pumps used in our system were made for pumping from basements of buildings, also that underground equipment is also sound if properly installed, his firm recommends, for underground stations what is known as the Dual Pit System, which is a combination of wet well and dry well, if the stations can be put above ground they would recommend it, but at the same time they don't hesitate to put the equipment below ground, they have installed more stations below ground than above, one thing is necessary is that the present installations need correcting. Councilman Slotin sta ed that if it should cost the town an additional $5,000 he work should be done. Mr. Singleton stated that if the system had to carry a 5,000 to 6,000 population .load the job would cost about $55,000.00 and•that if it was necessary to reinforce the force main then the cost would be about $85,000, his firm doesn't wand to come, and won't blame J. G. Attaway Co., the J. B. McCrary Company wants to come back to finish the job and put J. G. Attaway back to work. Mayor Dutton stated that the F.W.A. is not going to do anything until the Town employs an engineer. Councilman Slotin asked Mr. Singleton what would he recommend, Mr. Singleton stated that if the Town had the money to put it in so that the system could be finished and put in efficient operation. Councilman Slotin wanted to know what would happen if the electrical service were to be out off for any length of time, Mr. Singleton said put in emergency units. Mr. Singleton stated that though they were not employed by the Town they did go to F.W.A. in Atlanta about the system but that the F.W.A. would not talk to them, they would like to get a resolu- tion appointing them so that they can go to F.W.A. in connection with the system then later on the Town can employ them, that his firm would make an analysis of the entire system with the view to determ- ining the best steps necessary to put the system in a satisfactory operating condition at cost plus 50 %. Councilman Slotin wanted to know if on this preliminary does the government allow for this cost. Councilman Young moved that the following resolution be adopted. Councilman Walsh seconded and the motion passed. RESOLUTION WHEREAS, on the 5th day of December, 1944, a resolution was adopted by the Mayor-and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, authorizing the Mayor to enter into a con- tract on behalf of said corporation with some competent firm of en- gineers for services to be performed in connection with the sewerage system in said Town; 91 AND, WHEREAS, the firm of Wiedeman & Singleton of 1303 Citizens & Southern Bank Building, Atlanta, Georgia, has proposed to make an analysis of said system in order to determine the best steps to take to put it in a satisfactory operating condition to handle the sewerage load to be anticipated including recommendations as to changes in the present pump station design and capacities, additional force mains and /or sewers necessary to assure proper operation; and including a discussion of alternate arrangements which might be made; and includ- ing detailed estimate.of the cost of proposed plans and alternate plans; and including a recommendation of the best procedure in check- ing existing•infiltra.tion of ground water into the system; said cor- poration to pay to said firm of engineers for said report their actual costs plus fifty per cent (50 %) ; BE IT, THEREFORE, RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in council assembled, that the Mayor of said Town be, and he is hereby, authorized and directed to accept said proposal and to signify his acceptance on a written proposal incorporating substantially the above provisions. The Mayor signed the contract on the basis of the above resolu- tion, with Weideman and Singleton. Mr. Singleton stated that he would go before F.W.A. and see whet could be done. Messrs. Singleton and Drummond were excused. The minutes of the meeting of November 16th were read and appro- ved. Councilman Siotin stated that the Byck Electric Company had em- ployed an attorney to collect their bill charged against the Town in conncection with work done on the sewerage system the amount of the bill is $1,679.00 and he moved that they be paid $1,500.00 on account from the Sewerage Project Account (Ga. 9 -244) and that this fund be reimbursed by this amount when the money is received from the govern- ment. Councilman Walsh seconded and the motion passed. Councilman Young moved that the following resolution be adopted Councilman Walsh seconded and the motion passed. RESOLUTION WHEREAS, the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, consider it advisable to request the General Assembly of Georgia at its 1945 Session to amend the Act of 1922, incorporating said municipal corporation, and the acts amendatory thereof; Be it, therefore, resolved by the Mayor and Councilmen of the Town of. Savannah Beach, Tybee Island., Georgia, in Council assembled that the Town Attorney be, and he is hereby directed to give notice in accordance with Section 47 -801 of the Code of Georgia of the in- tention of said municipal corporation to cause a bill to be intro- duced in the General Assembly of Georgia for the purpose aforesaid. Councilman Young wed that $50.00 be contributed to the Com- munity Christmas Tree sponsored by the American Legion Auxiliary, the P.T.A and the Trinity Methodist Church. Councilman Hosti second- ed and the motion passed. 92 Councilman Walsh moved that the petition of Edwin Braun for a pro -rated building contractors license of $25.00 be granted. Council- man Hosti : seconded and the motion passed. Council discussed post -war improvements such as installing_ storm sewerage, beautifying Butler Avenue etc., remove the Convice Camp out of the Public park and create a Park in place of this, install play- grounds, build new library building, pave all streets, build an incin-. erator and several other suggested improvements. Councilman Siotin moved that bills for the month of November for purchases made for General Government amounting to $291.19 and that bills for Sewerage Account for the month of November amounting to $26.89 and also bills for the stubbing account for the month ofNovember amounting to $14.40 be paid. Councilman Walsh seconded and the motion passed. Councilman Young moved that a bill of $17.00 submitted by H. D. Breen be paid out of the Sewerage Project Account. Councilman Walsh seconded and the motion passed. Councilman Hosti informed.Council that it was decided that a peti- tion separating the.prisoners inthe dormitory-in the eonvice camp could be erected whereby white prisoners could be.separated from the. colored. prisoners. Councilman Young moved that the work be done at once. Councilman Walsh seconded and the motion passed. Councilman Young stated that he had been approached by several organizations who have occasion to use the auditorium informing him that the auditorium was not properly heated, the Clerk informed Council that as the amount of fuel oil issued by the ration board was not suf- ficient to maintain the continuous operation of the heating system, that heat could not be furnished from this source, there is a coal heater provided by the Town in the auditorium but there is no janitor service to keep the heater going when the fire is started, Mayor.Dutton stated that it was a rather expensive problem, he appointed Councilman Young to look into the matter and work out some arrangement. Town Attorney Alexander was requested to ask the National Fire Underwriters Association to cooperate with the Town in revamping our building code.
