Reiman Re: Fee Estimate for Professional Engineering Services for: Waterfront Access Road Improvements Borough of Carteret, Middlesex County, New Jersey Proposal No. 2022-303 Dear Mayor Reiman: We are pleased to have the opportunity to present our fee estimate for permitting and construction administration phase services for the above -referenced project. This fee estimate outlines the scope and costs of services necessary for CME Associates to obtain necessary outside agency approvals and administer construction phase services to ensure the timely and successful completion of this capital improvement project. The project generally includes the construction of a new signalized intersection at Industrial Highway and Memorial Boulevard, widening of the Memorial Boulevard access road, including new streetscaping, and the construction of two (2) new access driveways onto the future site of the Ferry Terminal parking lot. Modifications to the already -approved Ferry Terminal site plan will require obtaining NJDEP approval for the extension of an additional driveway within a regulated area. Bids for this project were received on November 10, 2022 with the apparent low bid submitted by S. Brothers, Inc. in the amount of $1,663,721.90. Subsequently, the contract was awarded on November 21, 2022. With this in mind, we offer the following scope of services: A. Design and Permit Phase Services In latest concept master plan for the redevelopment of the DuPont property and Ferry Terminal prepared by Mellilo Bauer Carman, the Waterfront Access Road plan was modified to include an additional 250-foot long driveway extension for bus and commuter drop-off at the southeast corner of the Ferry Terminal site. This design change required an expansion of the project basemap, roadway design, and utility scope to include this area in the final bid plans and submission to NJDOT. This new roadway will tie into the Ferry Terminal site plan designed by T&M Associates, including the extension of a future stormwater outfall, and significant fill to meet the elevations of the future parking lot. B. Construction Administration Phase Services Our office will provide full time observation of the road improvements for the anticipated contract time including the following services: 1. Attend pre -construction meetings; 2. Coordinate with the contractor to ensure compliance with the final contract documents; 3. Provide assistance with interpretation of contract documents; 4. Review shop drawings; 5. Provide responses to RFI's from contractor and provide design related services on an on - call, as -needed basis; 6. Provide construction observation services, prepare contractor punch lists and review and prepare pay estimates; 7. Coordinate with utility companies for necessary relocation work; and, 8. Coordinate with the NJDOT Local Aid office for submission and approval of construction and grant documents. Summary of Fees A.
