HomeMy Public PortalAbout03-24-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on March 24, 2014 In the Boardroom Mayor Collins called the meeting to order at 7:0 0 p.m. Present were: Mayor Collins, Trustee Racich, Trustee Lamb, Trustee Rippy, Trustee Bonuchi , Trustee Fay , and Trustee Peck . Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Michael G arrigan, Planning Supervisor; Dean Marquez, Building Supervisor; and John Konopek, Chief of Police. There were approximately 11 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on March 10 , 2 014. Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins : • Stated that he spoke with a representative from Canadian National regarding the trains sitting idle on the tracks. The representative stated that he will look into it, but commented that the trains cannot block intersections and sometimes they have to wait for the tracks to clear. • Informed residents that the Village’s electric supplier is First Energy. There have been reports of solicitors going ar ound misleading Village residents. • Stated that the Illinois Policy Institute has conducted a transparency survey of municipal websites and the Village scored 80.8%. TRUSTEES COMMENTS Trustee Lamb stated he heard a news report regarding electric rates go ing up. Administrator Murphy stated that the Village is protected by contract until October, 2014. Trustee Racich: • Complimented the Village staff on the Village’s website and the transparency score. • Expressed concern regarding train whistles blowing at 4AM and inquired about a quiet zone. Chief Konopek stated that he will look into it. PUBLIC COMMENTS None WORKSHOP MEETING #1 CORPORATE FUND, WATER AND SEWER FUND, MISCELLANEOU S FUNDS, AND FINANCIAL POLICIES Mrs. Traci Pleckham reviewed the proposed r evenue and expenses for the Capital Fund, General Fund, Water and Sewer Fund, Motor Fuel Tax Fund, Bond & Interest Fund, Tort Immunity Fund, Audit Fund, Police Pension Fund, D.A.R.E. Fund, Tax Increment Financing Fund, and Alcohol Enforcement Fund. Mrs. Pleckham then reviewed the updates to the Village’s Financial Policies. Mrs. Pleckham pointed out that there have been several meetings regarding the proposed budget and that staff has advertised for and will have a Public Hearing and request for mal adoption of the Budget at the April 7, 2014 Village Board Meeting.
