The regular meeting of Council was held today at 4 :00 P.M. in the Council Room, and was attended by Mayor Dutton, Who presided, and Councilmen Lovell, Slotin, Young and Walsh. The minutes of the meeting of December 5th were read and adopted. The Mayor stated that after the meeting in Atlanta he had met with Messrs. Toms, Attaway and Slotin and the consensus of opinion was that final inspection on the work of the Attaway Company would be necessary before any additional funds would be granted by F. W. A. It should be ascertained if the J. G. Attaway Company defaulted on any part of its contract, the Mayor stated that he had discussed the matter with Attaway who informed him that if the Town paid him what was owed his Company, he would come back and finish his part of the job. Attaway submitted bills for stubbing amounting to $4,646.47, and bills for replacing an 18 inch storm sewer on 10th Street amount- ing to $867.00 and also a bill for equipment rental amounting to $392.00 both of which totaled $1,259.00, on which he allowed a 10% discount, making the net $1,133.10, he also requested that he be paid the balance due on the periodical estimate of the F.W.A. amount- ing to $4,495.60, it was agreed that these amounts would be paid to the J. G. Attaway Company, thereupon Councilman Young moved that the action of the Mayor in handling the transaction with Attaway be ap- proved. Councilman Walsh seconded end the motion passed. The report of Wiedeman and Singleton as to the cost of putting the sewerage system in order was read, the cost is $61,900.00, the Mayor stated that he and Mr. Singleton contacted Mr. 0. T. Ray of the F.W.A. in Atlanta and submitted the report to him, he stated that too much money was involved and that he could not approve it, that he wanted the system to be completed at a minimum cost to the government. Mr. Singleton stated that working behind other engineers, he did not intend having his firm jeopardized by not putting in proper installa- tions to make the system work. The Mayor stated that the final re- sult of the meeting with Mr.. Ray PS that Mr. Ray wanted the town to raise $23,966.00, but that he informed him that this amount of money could not be raised, the Town feels that tb,e United States Government is as much to blame for the condition existing as anyone else. Coun- cilman Biotin moved that since we have to pay the new engineers $1, 500.00, as the most money that the Town can raise is $7,500.00, which would leave approximately $6,000.00 or 10% of the estimated cost to be raised for matching the funds of the F.W.A. to finish the system, also ascertain from the F.W.A. if they desire us to assist in raising the necessary funds by our contacting our representatives in Washington and also that Council take necessary steps in Wash- ington to assist in securing the necessary funds. Councilman Young seconded and the motion passed. Councilman Slotin moved that the following Resolution be adop- ted, Councilman Young seconded and the motion passed. RESOLUTION WHEREAS, on the fifth day of December, 1944 at a regular meeting of Mayor and Council of the Town of Savannah Beach, Tybee Island, Georgia, the Mayor of said municipality was authorized by 94 a Resolution duly adoped by said Council to enter into a contract with the engineering firm of Wiedeman and Singleton of Atlanta, Georgia to make an engineering report on the sanitary sewerage system now under construction in said municipality, and, WHEREAS, in compliance with said authority the Mayor of said municipality did enter into a contract with said engineering firm of Wiedeman and Singleton of Atlanta, Georgia as shown by the minutes of - said municipality, and, WHEREAS, the engineering firm of Wiedeman and Singleton on the sixth day of January, 1945 submitted their report on the proposed improvements and the details of the necessary alterations to the ex- isting sewerage plumbing stations, and, WHEREAS, said report and plans submitted as aforesaid have this day been submitted and approved by the Mayor and Councilmen , Town of Savannah Beach, Tybee Island, Georgia in regular Council meet- ing assembled, BE IT THEREFORE RESOLVED by the Mayor and Councilmen, Town of Savannah Beach, Tybee Island, Georgia in Council assembled that - the Mayor of said municipality be, and he is hereby authorized and directed to notify the engineering firm of Wiedeman and Singleton that their report on the proposed improvements and the details of the necessary alterations to the existing sewerage plumbing stations have been approved and they are directed to make the necessary draw- ings, plans and apecifications in accordance with their report, RESOLVE FURTHER, that the Mayor be, and he is hereby author- ized together with the Chairman of Finance Committee of Council to make all necessary financial arrangements to have the municipalities pro -rata share of the cost of the additional alterations and improve- ments. Mayor Dutton stated that S. R. Kent should inspect all wyes. put in by the Attaway Company to ascertain of they are properly in- stalled. Councilman Young moved that the following Ordinance be ad- ogted, Councilman Walsh seconded and the motion passed. ORDINANCE AN ORDINANCE AMENDING AN ORDINANCE ADOPTED BY THE TOWN OF SAVANNAH BEACH, TYBEE- ISLAND, GEORGIA ON THE 12TH DAY OF AUGUST, 1943, BY ADDING A NEW SECTION SAID ORDINANCE TO BE KNOWN AS SEC- TION g (C) AND FOR OTHER PURPOSES SECTION 1. SECTION 1. Be it ordained by authority of the Mayor and Council, Town of Savannah Reach, Tybee Island, Georgia in Council assembled, and it is hereby ordained by the authority aforesaid, that the ordinance approved by said Mayor and Councilmen on August 12th, 1943 entitled "An Ordinance to require the property owners within the corporate limits of the Town of Savannah Beach, Tybee Island, to tap and /or connect to the sanitary sewerage main; to prescribe the cost for stubbing-said pipe from the sanitary sewer- age water main to each individual's property line; to provide a penalty for the violation thereof, and adding a new section, said Ordinance to be known as Section 8 (C) so that Section S (0) shall reed as follows: 5 (fir. c7; SECTION 8 (C) Be it further enacted by the authority afore -- said that before any property owner connects with the sanitary sewerage system that the wye leading from the sewerage main to the property line be inspected by the proper authorized representative of the sewerage department and that after said connection is made, the said representative shall inspect the connection to see if same meets with the sewerage requirements. SECTION 2. All ordinances and parts of ordinances in conflict herewith be, and the same are hereby, repealed. The Mayor informed Council that Mayor Gambill of Savannah has requested Town Council to request the legislators now in session in Atlanta, to vote against the bill fixing salaries for employees. Councilman Lovell moved that we do this, Councilman Slotin seconded and the motion passed. Councilman Siotin moved that bills for General Government for the month of December amounting to 670.90 , and that bills for the Sewerage Account for the month of December, amounting to$45.49 be paid. Councilman Walsh seconded and the motion passed. Councilman Siotin informed Council that the Sewerage Project, F.W.A. Georgia 9-244, owes the Town $4495.60 this money was paid to the J. G. Attaway Company. Mrs. Julian K. Quattlebaum, Chairman of the Bookmobile Comm- ittee, requested an appropriation from the Town so that the opera- tion of the Chatham County Bookmobile could continue. Councilmen Young moved that the Town donate $100.00, and that the Mayor write a letter .informing the Committee that the Town would not benefit, but wanted to cooperate. Councilman Walsh seconded and the motion passed. Mayor Dutton informed Council that R. A. Wall, Superintendent of Public Works, spent very little time on the job and asked the advice of Council, Councilman Siotin moved that the office be de- clared vacant as of December 31st, 1941. Councilman Young seconded and the motion passed. The Mayor stated that it would be necessary to have someone to maintain the Town's equipment, it may be necessary to work out some sort of an agreement with Mr. Wall in this connection, Council- man Siotin moved that the matter be left to the Mayor to handle, Councilman Walsh seconded and the motion passed. The Mayor informed Council of the conditions existing in connection with the plumbing inspector; Mr. J. 0. Blair, and that efforts be made to locate someone to carry on as plumbing inspector, Councilman Young stated that he thought that Mr. Guy Burke, a plum- ber now employed, might be available shortly, Councilman Siotin moved that the matter be left with the Mayor and the Councilmen living on the Island to handle. Councilman Lovell seconded and the motion passed. Since the position of Superintendent of Public Works is now vacant, Councilman Siotin stated that the Town needs a man to look after small jobs as well as large jobs and Councilman Young suggested that the superintendent must be able to do necessary work himself, that all public works, garbage collection, etc. be placed under one 96. head. Mr. Dwight R. Davis has filed an application for employment, Councilman Biotin suggested that the Mayor talk to Mr. Davis and ascertain his qualifications. The Mayor informed Council that he would instruct Building Inspector Kent to make a report of all rubbish, etc. that -is laying around on lots. Councilman Biotin moved that 500 feet of 2i inch Double'Jac- keted Hose be purchased for use on the Fire Dept. to replace unser- viceable hose. Councilman Walsh seconded and the motion passed. The Mayor informed Council that in anticipation of amending the Town Charter the required public notice had been posted in the Savannah Press. There being no further business Council adjourned subject to the call of the Mayor. Savannah Beach Tybee Island, Ga. January 17, 1945. A special meeting of Council was held today at 11:00 A.M., in the office of Mayor Dutton in Savannah and was attended by Mayor Dutton, who presided, and Councilmen Biotin, Walsh, Lovell and Hosti. - The purpose of the meeting was to discuss and act on the request of a group of Savannah Beach property owners that the Town's Charter be amended authorizing Council not to ohange the property assessements for the next five years. Councilman Biotin moved that Council refuse this request, Councilman Walsh seconded and the motion passed. There being no further business Council adjourned subject to the call of the Mayor.
