Funding Request for FY23 for Treasure Valley Transit
Dear Mayor Giles and Members of the City Council,
Treasure Valley Transit Inc. is requesting $125,000.00 from the City of McCall to meet the
match requirements for McCall City Route (Red Line), the commuter runs serving McCall
(Green Line) and the new McCall Summer Route (Blue Line). There is an additional request
for the local match for a replacement bus of $15,000 which can be split into two years for
FY23 & FY24. The bus manufacturers have stated a new bus will be delivered one year to
eighteen months from date of order.
Ridership for January 2021 through December 2021 was 16,013 on the Red Line, 9,711 on
the Green Line and 926 on the Blue Line for a combined total of 26,215 annual boarding's.
MCT provides a valuable service to the residents of McCall, Donnelly, Lake Fork and
Cascade as well as tourists. This has been demonstrated by the ridership and community
support as we all navigated the challenges of the second year of the COVID 19 pandemic.
There was a serious labor shortage and the necessity to increase wages in order to maintain
service, a significant increase in fuel costs and inflation that impacted expenses. This budget
request is critical to avoid a decrease in service.
I am providing the most current Profit and Loss, which shows the total project cost, the
federal share and local matching requirements. I have also included additional information
and the Mountain Community Transit FY23 Budget. Judi Watkins, TVT Board Secretary
and I will be available for Council Meetings and Budget Workshops to answer any transit
related questions you may have.

Wages, fuel, maintenance, insurance and all expenses have increased substantially

Treasure Valley Transit Request of $125,000 from the City of McCall
1. Treasure Valley Transit was awarded $645,416 in rural grant funding for the Profit
and Loss time frame attached. The federal match requirement to acquire these dollars
was $294,512. There was a deficit in local match of $50,414 which TVT provided
from CARES Act funding through the Idaho Transportation Department. Ridership
from February of 2021 through January of 2022 on the Red Line was 16,013, the
Green Line 9,276 and the Blue Line 926 for a combined total of 26,215 boarding's.
This year's ridership was for a full year of COVID-19 and the surges that occurred.
2. TVT has faced significant challenges in FY22 based on driver shortages and the
necessity to increase wages to be competitive with the local school districts. TVT
offered a sign on bonus with extensive marketing in an effort to hire drivers. The
McCall driver team was exceptional in working additional days, canceling vacations
and working overtime to maintain the normal level of service. Several Idaho public
transit systems had to scale back service and we were fortunate to not have to do so.
3. The McCall Winter Carnival took place this year and additional service was added to
special events. The McCall to Brundage Mountain Route remains popular with
tourists staying at local hotels and operates from mid -December through March.
4. The McCall Summer Route was implemented on Memorial Day Weekend and
operated through Labor Day on Friday and Saturday as well as the four -day holiday
weekends. It is a continuous loop from the Super 8 to the Brundage Inn with 3
twenty minute runs per hour. Local designer Christian Blackman created the new
brochure for the Blue Bird Express.
5. There is a significant financial return on the City of McCall investment in being able
to secure this Federal funding. TVT is asking for $125,000 which takes into account
the significant rise in fuel costs and expenses to operate the service. I have provided
the Profit and Loss Statement for the time period of February 2021 through January
2022 which shows the total budget, federal share and local match requirement.
6. The Green Line bus #71 will have reached its useful life in FY23 and will become the
backup bus replacing back up bus #60 with over 500,000 miles.
7. The community benefits from having TVT employ 10 local workers. Employers
benefit from this service as it is a dependable means of transportation to and from
work for employees. Local business profits from the purchase of fuel, maintenance
and services.
8. TVT staff welcome the opportunity to meet with the Mayor and City Council to
answer questions about the transit service and this budget request.
