head. Mr. Dwight R. Davis has filed an application for employment,
Councilman Biotin suggested that the Mayor talk to Mr. Davis and
ascertain his qualifications.
The Mayor informed Council that he would instruct Building
Inspector Kent to make a report of all rubbish, etc. that -is laying
around on lots.
Councilman Biotin moved that 500 feet of 2i inch Double'Jac-
keted Hose be purchased for use on the Fire Dept. to replace unser-
viceable hose. Councilman Walsh seconded and the motion passed.
The Mayor informed Council that in anticipation of amending
the Town Charter the required public notice had been posted in the
Savannah Press.
There being no further business Council adjourned subject to
the call of the Mayor.

January 17, 1945.
A special meeting of Council was held today at 11:00 A.M., in the
office of Mayor Dutton in Savannah and was attended by Mayor Dutton,
who presided, and Councilmen Biotin, Walsh, Lovell and Hosti. -
The purpose of the meeting was to discuss and act on the request
of a group of Savannah Beach property owners that the Town's Charter
be amended authorizing Council not to ohange the property assessements
for the next five years. Councilman Biotin moved that Council refuse
this request, Councilman Walsh seconded and the motion passed.
There being no further business Council adjourned subject to
the call of the Mayor.

The regular meeting of Council wasr.held today in the Town Hall
at 4 :00 P.M. and was attended by Mayor Dutton, who presided, and
Councilmen Hosti, Lovell, Biotin, Young and Walsh.
The minutes of the meetings of January 11th and 17th were read

and adopted.
A committee consisting of Mrs. Estelle McMillan, Mrs. Maude
Brightwell, Mrs. Betty Blount, Mrs. Eugenia Willis and Mrs. Eliza-
beth Patrioio representing the Library Board requested Council to
appropriate sufficient money to pay the salary of someone to work
in the Library, the committee stated that the library is operated
now twine a week by volunteer workers which has not proven satis-
faotory, so much more could be accomplished if a paid worker was
employed. The committee was excused. Council discussed the matter
and it was decided that at this time nothing could be done but that
when the 1945 budget is made up, consideration would be given to
employing .a paid worker for the library.
Mr. J. I. Jones, of the Jones Plumbing Company, appeared
before the board in connection with plumbing license recently
issued him, the Mayor asked Mr. Jones when he took the Master
Plumbers examination, Councilman Young stated that he would ex-
plain it, that he had gotten in touoh with several other members
of Council and they agreed that since Mr. Jones has passed the
Journeyman's examination, which is practically the same as the
Master Plumbers examination, that the examining board authorized
Mr. J. 0. Blair, the plumbing inspector, to approve it. The
Mayor stated that Mr. Blair had no authority to pass Mr. Jones
and asked him if he would agree to take the examination over, Mr.
Jones stated that he would.
Councilman Slotin moved that the following e allowed busi-
ness licenses for a half year to April 30th, 1945: C. H. Ellison,
Roofing Contractor - $12.50, C. H. Walsh, Building and Painting
Contractor - $37.50, J. L. Kenny - Building Contractor, $25.00,
Councilman Walsh seconded and the motion passed.
Applioation of Pete Pappas for permission to sell whiskey,
wine and beer in the Sea Breeze Hotel being approved by the Chair-
man of the Police Committee and also that he be granted a pro -rated
license for the remainder of the year was on motion made by Coun-
oilman Young that the application to do business be approved and
also that the license be pro -rated on a basis of 1/4 of a year,
this was seconded by Councilman Walsh and the motion passed.
Mrs. Alice R. Richards petitioned for a reduction in the
amount of stubbing fees assessed against her property, and was
refused..
Mr. R. B. Bragg petitioned for a refund of $30.00 due to
his having paid $100.00 for two buildings and only one service
stub was furnished, Councilman Young moved that Mr. Bragg be re-
funded $30.00, Councilman Hosti seconded and the motion passed.
Mr. George Hosti was granted the use of the Auditorium to
operate a moving picture theater on the following terms and con-
ditions on motion made by Councilman Young and seconded by Coun-
oilman Walsh.
1. This permission is limited to April 30, 1945.

2. You are to be responsible for the oonduot of your patrons
and for the physical property in the Town Hall while you are using
same.
3. The schedule for showing moving pictures will not con-
flict with any regular meeting that has already been scheduled for
use of the auditorium. This includes the Teen -Age Canteen, Sea
Soouts, or any other regularly scheduled meetings.
4+. You are to provide janitor service to see that the audit-
orium is kept clean.
5. You are to pay the municipality a reasonable amount to
cover heating and eleotrioity.
6. You are permitted to make a reasonable charge, but iS
an . .:'excessive charge is made, this permission will be withdrawn.
It was brought to the attention of Council that the old Central
of Georgia Railroad Right of Way now used as a street had never been
named. The matter was referred lb the Mayor to see that an appropri-
ate name be given the street.
Councilman Siotin moved that bills for purchases made for Gen-
eral Government for the month of January amounting to 065.43, and
bills for the Stubbing Account for the month of January amounting to
0.30, and also bills for the Sewerage System for the month of Janu-
ary amounting to $372.13 be paid. Councilman Lovell seconded and the
motion passed.
Councilman Young informed Council that under the present
electrical Ordinance no provision is made for an examining board
and moved that the Town Ordinance be amended to set up an examining
Ord, this was seconded by Councilman Walsh and the motion passed.
AN ORDINANCE
AN ORDINANCE TO AMEND THAT CERTAIN ORDINANCE ENTITLED 'REQUIR-
ING ELECTRICAL INSPECTION', ADOPTED BY COUNCIL ON AUGUST 7TH, 1931,
BY PROVIDING FOR AN EXAMINING BOARD OF ELECTRICIANS; AND FOR OTHER
PURPOSES.
SECTION 1. Be it ordained by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, Georgia, in Council assembled,
and it is hereby ordained by authority of the same,_ that that certain
ordinance entitled, 'Requiring Eleotrloal Inspection', adopted by
Council on August 7th, 1931, is hereby amended by adding thereto a
new section, to be numbered Section 10, reading as follows: -
SECTION 10. Be it further ordained by the authority aforesaid
that there shall be an examining board of three electricians, who
shall be appointed by the Mayor, and who shall examine all persons
who desire to engage in the electrical business in said Town, and
who shall certify to the Mayor and CounoireT the names of such per-
sons as they shall find to be qualified electricians, and no person
whose name has not been so certified shall engage in such business,
under the penalty of a fine not to exceed One Hundred Dollars ,
(100.00), or imprisoned not to exceed thirty (30) days, or both,
upon oonviotion thereof.

SECTION 2. Be it further ordained by the authority afore-
said that all ordinances and parts of ordinances in conflict
herewith be, and the same are hereby, repealed.
Mayor Dutton informed Council that he had a letter from the
J. G. Attaway Company requesting a final inspection of the Sewer-
age System by Saturday, February 3rd, 1945, but that Mr. W. H.
Toms stated that the J. G. Attaway Company must give more notice,
also that Mr. Ray stated that a final inspection oould not be had
until the Towne engineers passed on it, but that Wiedeman and
Singleton, the present engineer, do not want to pass on work of
the J. B. McCrary Company, that Wiedeman & Singleton were willing
to make the final inspection for cost plus 50%, whereupon Council-
man Young moved that a resolution be adopted appointing Wiedeman
& Singleton to make the final inspection, Councilman Lovell second-
ed and the motion passed.
A RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, Georgia, in Council assembled, that
the Mayor of said Town, be, and he is hereby authorized and directed
to employ the engineering firm of Wiedeman and Singleton, of Atlanta,
Georgia, to make a final inspection of the sanitary sewerage system
in said Town, in oomplianoe with the requirements of the Federal
works Agency, the cost of said inspection to be the actual cost plus
fifty per cent thereof.
Be it further resolved that said Mayor be, and he is hereby
authorized to enter into a written contract with said firm on be-
half of said Town embodying the matters set forth in this resolution.
The Mayor informed Council that it was necessary to employ
someone to look after all the equipment, make reports, make surveys,
etc., the man to be responsible to the Mayor, that Mr. S. R. Rent
be relieved as Building Inspector and be put in charge of the Pub-
lic Works Department and also look after the Sewers etc. of the
sewerage system, whereupon Councilman Slotin moved that an Ordinance
be adopted creating the office of Town Engineer, describing his
duties, and fixing his salary at $2,400.00 per year payable on a
month to month basis, Councilman Walsh seconded and the motion
passed.
AN ORDINANCE
AN ORDINANCE TO CREATE THE OFFICE OF TOWN ENGINEER OF THE
TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA; TO PROVIDE FOR HIS
APPOINTMENT AND REMOVAL FROM OFFICE; TO FIX HIS SALARY AND PRESCRIBE
HIS DUTIES; AND FOR OTHER PURPOSES.
SECTION 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in Council
assembled, and it is hereby ordained by authority of the same,
that there is hereby created the office of Town Engineer for
said Town of Savannah Beach, said office to be filled by appoint-
ment by the Mayor of said Town, with the approval of Council.

SECTION 2. Be it further ordained by the authority aforesaid
that said Mayor shall have the authority and power to discharge said
Town Engineer at any time for any aauee. deemed sufficient by said
Mayor, and the salary of said Town Engineer shall thereupon cease.
SECTION 3 Be it further ordained by the authority aforesaid .
that the, salary of said Town Engineer shall be the sum of Two Thou-
sand Four Hundred Dollars ($2400.00) per year ;payable - monthly.
SECTION 4. Be it further ordained by the authority aforesaid
that the Town Engineer shall perform such duties as may be prescribed
.by the Mayor.
SECTION 5. .Be it further ordained by the authority aforesaid
that all ordinances and parts of ordinances in conflict herewith be,
and the same are hereby, repealed.

Councilman bbl moved that D. R. Davis be appointed Town
Engineer and also Building Inspector, effective February 12th, 1945
at a salary of $2,400.00 per year payable on a month to month basis,
Councilman Hosti seconded and the motion passed.
The office of Plumbing Inspector being vacant, Councilman Young
nominated Guy Burke for the position of Plumbing Inspeotor on a fee
basis effective February 15, 1945, Councilman Walsh seoonded and the
motion passed.
The offioe of Superintendent of Public Works being vacant,
Councilman Walsh nominated S. R. Kent for the position, He is also
to assist the Superintendent of the Sewerage System at a salary of
$200.00 per month, payable on a month to month basis, Councilman
Young seconded and the motion passed.
The Mayor informed Council that the Police Department arrested
Mrs. Ethel B. Strong and C. F. MoEvoye on a charge of being intoxi-
cated in an automobile. Mr. MoEvoye was released under a $25.00
bond and Mrs. Strong was released under a $50.00 bond, after being
released they were taken to Mr. B. P. Hosts, who stated that they
were not intoxicated, Councilman Young moved that the bonds be re-
funded, Councilman Hosti seconded and the motion passed.
There being no further business Council adjourned subject to
