ATTENDEES: Paul Wolff, Barry Brown, Rob Callahan, Diane Schleicher, Joe Wilson, Monty Parks and George Reese were in attendance. John Giordano with Thomas and Hutton was in attendance. Approve the minutes of the previous meetings – Paul Wolff called the meeting to order; asked for a motion to approve the minutes from the previous meeting. Rob Callahan so moved; Barry Brown seconded. Vote was unanimous. Old Business: Update on Jones Avenue; Update on Sewer Force Main from #6 Lift Station; Sludge Digester Mr. Giordano read the email from Chris Stovall. He said that work continues in a slow but steady pace. The water line is in up to Seventh Street. The committee discussed the time line. Mr. Reese said that it will still be inside the window. The sewer line will be finished before the water line. Mr. Giordano read from Mr. Stovall’s email that the last section of Force Main 6 to be installed under Hwy 80 after Pirate Fest weekend. Force Main 7 plans have been approved by EPD; prices still need to be confirmed with contractor. Digester survey is scheduled for next week. Waste load allocation-preparing a letter to EPD requesting higher flow with waste water treatment facility to deal with flow exceedences over the summer. The process usually takes 6-9 months. Update on Hwy 80 Trails Project - Thomas and Hutton, John Giordano Mr. Giordano stated that the additional archaeology work was approved at the last City Council meeting. The metal detecting survey should begin in the middle of this month. Mr. Giordano said that he had contacted not for profits for assistance as requested by Mr. Wolff. He said that he had only heard from one and they do not keep records of that nature. He said that any reports have to be prepared by people that are certified by DOT. Mr. Giordano stated that Ms. Schleicher informed him that the deadline for the CRD December agenda is Monday, for the buffer variance. He will update the drawings. He said he will need the zoning variance letter from Ms. Otto and that should be able to be done. Mr. Giordano gave an update on the cost of the trail. Ms. Schleicher stated that the project was running on a deficit on Phase I and an excess on Phase II. The committee discussed the grants, funding, and timeline. Floridian Aquifer Permit Holders Meeting Mr. Wolff stated that the EPD is requiring, with no options, that in the red and yellow zones, we cut 25% of our water withdrawal permit. The committee discussed ways to conserve water and raising the water rates. Mr. Brown asked if the City should look at changing the way short-term rentals are handled with water rates. The committee discussed the short-term rentals. Mr. Wolff asked that a survey of St. Simons, Myrtle Beach, Hilton Head, other coastal communities be done to see how they handle short-term rentals, water issues and how they are regulated. He said that he would like to look into how we could make short-term rentals install low flow devices. He stated that the EPD will be coming down on Tybee. Gym HVAC System - two 20 ton packaged rooftop heat pump units Ms. Schleicher stated that the RFP was approved, but there is a lead time of about 5-6 weeks. It is scheduled to be installed in November. Update on site selection for the GEFA Deep Well project Mr. Reese stated that the surveys have been done. With no further business to discuss, Mr. Wolff asked for a motion to adjourn. Mr. Callahan so moved. Mr. Brown seconded. A quorum of city council members may be present which would constitute a meeting.
