ATTENDEES: Paul Wolff, Diane Schleicher, Rob Callahan, Joe Wilson, Barry Brown, John Giordano and Chris Stovall from Thomas & Hutton. George Reese was absent. Approve the minutes of the previous meetings – Paul Wolff called the meeting to order; asked for a motion to approve the minutes from the 10.9.14 meeting. Rob Callahan so moved; Barry Brown seconded. Vote was unanimous. Old Business: Update on Jones Avenue Water line is getting near completion – Chris Stovall states the water main is up to the Fire station; they continue to make slow and steady progress like they’ve been doing. RS & H Traffic Calming Study Report – Beverly states the first hand-out is from the results of the tube counts that we did October 9th-11th; they were 24hr. counts; did both speed and traffic; we did the study at two sections; just south of 2nd St. and just north of 10th St.; the traffic, just south of 2nd St., 65% of the traffic was going between 20-30mph; there was about 100 cars, in a 3 day period, that was going over the speed limit; cars were going somewhat faster north of 10th St.; about 59% were going between 20-30mph; typically the really higher speeds occurred either really late at night or real early in the morning; we did bicycle and pedestrian counts at 8th St. then Jones around the 15th St. area; those were done for 4 hours on Saturday afternoon between 2-6PM; a total of 221 pedestrians and a total of 21 bicyclists; a lot higher at Jones and 15th, with 180 pedestrians, compared to 41 around 8th St.; traffic data we collected for the full 3 days,24 hr. counts, south of 2nd St. there was 9,758 cars; the AADT (average annual daily traffic) which is the 3 day total divided by the number of days and that will give you the average for the daily traffic; north of 10th St. was a little bit lower with just over 7,000; we found the “level of service” an A grade; The second hand-out is the accident data; the police provided us with crash rates from 2010-2014; there were 41 accidents; the average for the year was about 8; about 26-27% occurred at the intersection of Jones and US 80; the other significant activity was at 14th St.; I did notice that there’s a 4-way stop sign there now; injuries were sustained in 8 of those accidents; most of the accidents, primarily were not condition related; they occurred in daylight hours and dry conditions; 9% (4)of the accidents included alcohol or drug use; there were 2 bicycle collisions; 1 occurred at US 80 and 1 at the intersection further up Jones; both of these were the cause of the bicyclists not stopping; the final presentation is we did a field inventory; what we wanted to find out is what type of infrastructure was in the right-a-way, or close to the right-a-way; this is a graphical presentation and is not to scale; we will have all this data on file, to scale; we’ve completed our existing conditions assessment; the primary issue, it appears, is to provide some traffic calming features as well as provide bicyclist and pedestrian safety; so over the next 2 weeks we will be developing a menu, a cafeteria item of potential solutions, along with costs for those solutions; we’ll make our recommendation that we feel best fits your needs but obviously the lists of solutions will be appropriate; the decision makers can identify which one they feel is the most appropriate. Update on Sewer Force Main from #6 Lift Station Force Main is connected Update on Sewer Force Main from #7 Lift Station – Chris states they have confirmed the line item pricing with the contractor; the cost is about $257,000 and we budgeted $348,000, so we still have about $90,000 left on the GEFA loan, on top of the fact that BRW has been able to things a little more efficiently throughout the project, so they are running probably $50,000-$75,000, under the original budgets we had; Should be more than enough to do the Force Main #7; I think it’s a good idea to move forward with this; I don’t have the exact numbers with me, but I know it’s well below $300,000, and within our budget. Paul Wolff asked for a motion to recommend to Council that we move forward with Force Main #7 repairs, replacement, using the surplus in the GEFA loan; unanimous vote. Sludge Digester Bidding Schedule Construction Schedule Update on Hwy 80 Trails Project - Thomas and Hutton, John Giordano Current Schedule Permitting Status Environmental – John Giordano states he spoke with Alton today; I anticipate having something back to them right before Thanksgiving; the long lead item in getting this back is they’ve asked for proof that a buffer variance has been applied for; speaking with Alton, that’s not technically a requirement for this application; it’s something that often times they request; but it’s not actually in their regulations; so in order to submit for that, we have to prepare erosion control plans; so I’m going to prepare those next week; we’re trying to work with them so we can move this along. Cost Estimate – Diane had asked me to reallocate the cost estimate and the funding analysis, so that essentially all of Thomas & Hutton’s fees and design work was going to be coming out of the TE grant; the contracted work would come out of the TE grant; the Public Works fees would be coming out of the TAP grant and doing so, everything works out; then it appears you’ll have plenty of money to complete the project. Funding Source Review Bidding Construction Floridian Aquifer Permit Holders Meeting Continues to meet regularly – Paul Wolff states he went to the last meeting about 4-5 weeks ago; the bad news is County wide, in the red zone, which is all of Chatham, chunks of Bryan, Effingham, we have to cut overall withdraws, from the upper Floridian, by 25%; the good news is, they really don’t expect us to be able to cut 24%;, because they know that we’re pretty well tapped out. Gym HVAC System - two 20 ton packaged rooftop heat pump units Scheduled for replacement in November – Joe Wilson states he is waiting for the units to come in. Upgrades added - a single zone VAV option which allows for modulation of the supply fan to enhance passive dehumidification and get a 4.3% increase in part load value - $4,431 - Paul Wolff asked for a motion to recommend to Council, that we do this $4,431option upgrade to add a dehumidification system to these 2 units; Rob Callahan so moved; Barry Brown seconded. Vote was unanimous. Looking to have system balance tested by an independent contractor Update on River’s End Drainage next to Polk Street – Paul Wolff states that the River’s End drainage is looking good; they’re already in the Campground now; they’re pretty much complete now; good job. Update on site selection for the GEFA Deep Well project – Paul states that we have met out there 3 times with EPD and GEFA; what you have in front of you is the intra-governmental agreement that we’ve worked at, and the utility easement Easements are on 11.13.14 City Council Agenda – Paul Wolff states, originally this blue line on this aerial is the permitted easement; all they want, they say, is access to do the water testing; so we met out there and whittled them down from a pretty big sloth to this, which is minimized as it’s going to get. Site Preparation is from January to July 2015 – Paul states that after talking with GEFA, Andrew Moore, we said that since the site preparation is a part of the well project, they ought to be paying for it; Andrew talked with his people and came back and said they would kick in $75,000 to do all the site prep, including moving that ton of dirt, all the tree trimming, and anything else involved; if we do it “in house”, they will reimburse us for labor and equipment, at cost; construction time is around 8-10 months. Paul asked for motion to recommend to Council to approve the utility easement and the intra-governmental agreement, for the deep well project; Rob Callahan so moved; Barry Brown seconded. Vote was unanimous. Well Boring to start in July/August 2015 6 to 9 month boring and testing process Median Landscape Project – near completion – Paul states, it looks good Joe; Joe states they’re at about 80% completion. Street Scape with Pedestrian Safety Improvements and Palm Trees -Cost Estimate – from Byers to N. Campbell for review and discussion – Diane Schleicher states the cost estimate is around $750,000; the most we could probably get from a TAP grant would be $200,000. New Business: With no further business to discuss, the meeting was adjourned. A quorum of city council members may be present which would constitute a meeting.
